General information
"Partnership for a strong Ukraine" Phase 2 (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, of Commonwealth of Nations and Development Affairs (MFA) of Great Britain in cooperation with the Government of Ukraine. The purpose of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.
The Sustainable Population (RP) project aims to strengthen the resilience of Ukrainian society by creating an inclusive, favorable environment for the socio-economic integration of target population categories, in including veterans, people with disabilities, internally displaced persons (IDPs), elderly people, youth and people with mental health problems.
The project activities are aimed at expanding access of vulnerable categories to quality, inclusive services and opportunities, as well as identifying and reducing barriers that prevent their integration into social, economic and public life life in Ukraine.
Main tasks and responsibilities
- Providing strategic advice to the RP project management on identifying, developing and adapting interventions in the field of social services in the target communities of PFRU-2 with an emphasis on improving access to quality services for priority categories of RP.
- Providing support to local authorities in selected communities in the development and implementation of local strategies in the field of social services and action plans, ensuring consistency with national reforms and relevant policies.
- Providing written proposals for the development of grants and other support tools, as well as participating in the evaluation and selection of civil society organizations and service providers.
- Making a map of stakeholders and developing working groups relations with national, regional and local authorities and other subjects in the social services sector; documenting the experience of implementing RP interventions and its presentation on relevant coordination platforms, working groups, meetings with donors.
Key competencies:
In order to successfully perform the duties, the advisor will actively use each of the following key competencies. In order to effectively support his/her team, he/she will:
- spend time and effort to understand the goals of PFRU2 and his/her role in achieving them by building relationships that strengthen group dynamics;
- enthusiastically take on additional newand tasks to acquire professional skills and contribute to program goals;
- will use available resources (manuals, home page, etc.) to determine appropriate next steps;
- prioritize tasks by urgency, need for follow-up by others, etc. to perform work effectively, and will make adjustments, adapt and be flexible when priorities change;
- identify problems and communicate about them to his manager, and will also offer solutions based on understanding the problem;
- will learn from mistakes, failures, successes, feedback in order to understand his own strengths, development needs and professional growth.
Qualifications:
- Master's degree in social policy, law, public policy, political science or a related field.
- Minimum of 7-10 years of progressively responsible work experience in the field of social services, health care or related programs of public policies and reforms in Ukraine.
- Proven experience in accompanying or leading the development and implementation of strategies, concepts or reform roadmaps in in the fields of social protection, social services and/or health care.
- Deep understanding of the current political, economic, social and cultural context in Ukraine, especially in the part related to social policy and priority categories of the project "Sustainable Population".
- Excellent skills in interacting with stakeholders and the ability to work effectively with partners from government structures and civil society.
- Ability to work effectively in a team (both personally and remotely).
- Fluency in Ukrainian and English (oral and written).
Subordination:
Senior advisor with of social services will report directly to the director of the project "Sustainable population".
Length of work / volume of involvement (LOE):
Three months, total volume of involvement (LOE) - 30 working days with the possibility of extension contract.
Place of work:
The position involves work in the city of Kyiv (Ukraine).

The Resilient Populations (RP) project aims to strengthen the resilience of Ukrainian society by creating an inclusive and supportive environment for the socio-economic integration of targeted population groups, including veterans, people with disabilities, internally displaced persons (IDPs), the elderly, youth and individuals experiencing mental health challenges.
The project’s activities focus on enhancing the access of vulnerable groups to quality and inclusive services and opportunities and on identifying and reducing barriers that hinder their integration into Ukraine’s social, economic and civic life.
Principal Services and Responsibilities:
- Provide strategic advice to RP project leadership on the identification, design and adaptation of social-service interventions in PFRU-2 target groups.
- Support local authorities in selected hromadas to develop and implement local social-services strategies and community-based action plans, ensuring alignment with national reforms and relevant policies.
- Provide written inputs into the design of grants and other support instruments and contribute to the assessment and selection of civil-society and service-provider partners.
- Conduct stakeholder mapping and maintain working relationships with national, regional and local authorities and other actors in the social-services sector; document lessons learnt from RP interventions and present them in relevant coordination platforms, working groups and donor meetings.
Core Competencies:
A successful Adviser will be actively engaged across each of the core competencies listed below. They will effectively support their team by:
- Investing time and effort in understanding the PFRU2 goals and objectives and their role in implementing them through relationship building that strengthens group dynamics.
- Enthusiastically take on additional new tasks and work as needed to build professional skill set while supporting program goals
- Utilize available resources (guidance documents, landing page, etc.) to determine appropriate next steps
- Prioritize tasks based on urgency, follow-up required from others, etc. to efficiently complete work; adjusts, adapts, and remains flexible to changing priorities.
- Determine, define, and raise issues to their supervisor and propose solutions based on understanding of issue.
- Use mistakes, failures, successes, and feedback as learning opportunities to understand own strengths, development needs, and improve professionally.
Qualifications:
- Master’s degree in social policy, law, public policy, political science or a related field.
- At least 7-10 years of progressively responsible experience in social services, healthcare, or related public policy and reform programmes in Ukraine.
- Proven experience in supporting or leading the development and implementation of strategies, concepts or reform roadmaps in the fields of social protection, social services and/or health.
- In-depth understanding of Ukraine’s current political, economic, social and cultural context, particularly as it relates to social policy and Resilient Populations priority groups
- Excellent stakeholder engagement skills and the ability to work effectively with government counterparts and civil society.
- Ability to work effectively in a team (both in-person and remotely).
- Fluency in Ukrainian and English (oral and written).
Reporting:
The Senior Social Services Advisor will report directly to the Resilient Populations Project Director.
Duration of Assignment/LOE:
Three-month assignment, comprising 30 working days in total with the possibility of contract extension.
