DUTIES ANDRESPONSIBILITIES

Project Planning

  1. Contribute technical inputs to Shelter related strategy development, project proposals and provide input on needs and gaps.
  2. Promote and share ideas for improvement and necessary changes in the activities.
  3. Jointly with Shelter Deputy Coordinator (as applicable) update overall project implementation strategy, systems, approaches, tools, and materials.
  4. Jointly with Shelter Deputy Coordinator plan technical stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.

 Project Implementation Follow-up

a) supervises and is directly involved in project implementation, ensuring that technical quality and standards are considered and met during the implementation of the project( s) in accordance with ACTED technical guidelines and standards

b) Review specifications, estimates, invoices, and create terms of reference, designs and assist in the preparation of tender documents.

c ) Coordinate, manage resources and implement technical activities organized by the Shelter department. 

d) Support in the Shelter risk assessment, including gathering information from Shelter engineers in the target areas. 

e) Financial planning and of Shelter projects implementation

f) Ensure that Shelter projects are targeted at the most vulnerable populations and that beneficiaries are selected in accordance with Shelter Program eligibility criteria, ACTED criteria and donor guidelines.

g) Conduct shelter reconstruction needs assessments in selected regions based on reports from the Senior Shelter Engineers in the Areas.

h) Based on the results of the assessments , assist in the identification of specific project locations, design and implementation of appropriate shelter activities in coordination with the Shelter Deputy Coordinator.

i) Coordinate and supervise implementation activities, including construction contract management.

< p>j) Supervise the submission of financial and technical documentation by the contractor in accordance with the project schedule

k) Anticipate and mitigate risks and resolve any unforeseen technical issues during project implementation

l) Together with the Shelter Deputy Coordinator, regularly review and complete the work plan, progress tracker, financial and logistical framework and other documents relevant to the effective management of the project

  1. Administration and Operational Management of Project Implementation
    1. Logistics
      1. Jointly with Shelter Deputy Coordinator contribute to the development of Procurement plans
      2. Design accurate and precise order forms in a timely manner
      3. Ensure proper management and use of the project assets and stocks
    2. Administration/HR

 a) Management of the Shelter Engineers and technical staff in cooperation with the Shelter Deputy Coordinator b) Participate in the selection of technical staff (development of organizational charts, Terms of Reference, development of tests and their validation, interviews, etc.)  c) Ensure that the project technical staff understands and can perform their roles and responsibilities d) Supervise the implementation of work plans and the day-to-day activities of the project technical staff e) Provide capacity building for project staff and transfer of key skills. f) Ensure a positive working environment and good team dynamics g) Assist with regular staff appraisals and follow up on career management h) Managing interpersonal conflicts 

External Relations

  • a)      Participate in the development of Shelter information strategy aimed at involving local communities. 
  1. Jointly with Shelter Deputy Coordinator / or the Area Coordinator (as applicable) facilitate communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation
  2. Jointly with Shelter Deputy Coordinator cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings.
  • d)     together with the Logistics Department, maintain constant communication with contractors.

Quality Control

  1. Assess the technical activities undertaken and ensure efficient use of resources
    1. Ensure lessons learned are documented, shared and reflected in project planning and decision making
      1. Jointly with Shelter Deputy Coordinator conduct project reviews and provide feedback. 
      2. Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development
      3. Identify and analyze gaps, ACTED’s added value, synergies and opportunities in the areas the project(s) is / are implemented and pass relevant information to Shelter Deputy Coordinator. 

 Reporting

  1. Prepare project technical reports, and assist   Shelter Deputy Coordinator in project proposals and periodic reports
  2. Provide regular and timely updates on progress and challenges to supervisors and other team members
    1. Contribute to drafting of (internal and external) project progress reports, ensuring the quality and accuracy of technical information provided

Required experience and skills

  1. 3 years of experience in Shelter, knowledge of the structure of local authorities and governments 
  2. At least 1 years of experience in the humanitarian and/or development sector.
  3. Good knowledge of local government systems.
  4. Experience in developing strategies/ plans, community engagement, outreach with local authorities.
  5. Working level of English, fluent in Russian and Ukrainian.
  6. Computer skills, ability to use Microsoft Office software (MS Word, Excel, PowerPoint, etc.)
  7. Ability to work independently and in a team, actively offer your own ideas
  8. Stress-resilience and multitasking skills
