Senior project manager (municipal sector) in Kovalenko E., FOP

Державне агентство, яке займається реалізацією проєктів, пов’язаних з відновленням інфраструктури, що охоплюють такі сектори, як транспорт, енергетика, соціальна інфраструктура, житлове будівництво, цивільна оборона, в пошуку Старшого керівника/керівниці проєктів (муніципальний сектор).

 Старший керівник/керівниця проєктів у муніципальному секторі працюватиме у тісній взаємодії з Агентством, а також із представниками місцевих, національних і міжнародних зацікавлених сторін, щоб забезпечити підтримку під час реалізації проєктів і підготовки майбутніх ініціатив відповідно до міжнародних стандартів і політик. Також експерт сприятиме формуванню юридичних та організаційних рамок для розвитку потенціалу у муніципальному секторі. 

Основні обов’язки та завдання 

• Підтримка планування, структуризації та реалізації проєктів у сфері муніципальної інфраструктури, включно з соціальним житлом, водопостачанням/водовідведенням, поводженням з відходами, енергоефективністю, генерацією відновлюваної енергії тощо. 

• Забезпечення відповідності проєктів національним політичним пріоритетам та стратегічним документам уряду України. 

• Участь у розробці концепцій проєктів і техніко-економічних обґрунтувань (ТЕО) відповідно до міжнародних стандартів.

 • Проведення аналізу альтернатив, визначення оптимальних технічних рішень, оцінка ризиків, механізмів фінансування та моделей реалізації (включаючи підходи, засновані на FIDIC). 

• Підготовка попередніх пакетів фінансування (Pre-Financing Packages, PFP) і попередніх оцінок проєктів (Preliminary Project Assessments, PPA) відповідно до принципів управління державними інвестиціями (PIM).

 • Координація будівельно-монтажних робіт, постачання обладнання, проєктування та технічного нагляду, введення об'єктів в експлуатацію. 

• Моніторинг та звітність щодо реалізації субпроєктів, графіків виконання, використання бюджетів, досягнення індикаторів і результатів проєктів. 

• Підготовка регулярних технічних, фінансових і управлінських звітів для донорів.

 • Забезпечення ефективної координації з місцевою владою, муніципальними PIU, державними установами, донорами, консультантами та підрядниками.

 • Участь у координаційних зустрічах, міжвідомчих робочих групах, презентаціях, переговорах і консультаціях із громадами та партнерами.

 • Надання менторської підтримки під час підготовки та реалізації проєктів.

 • Сприяння розробці та проведенню тренінгів, створенню посібників, шаблонів і методичних рекомендацій з управління проєктами.

 • Підготовка інформаційно-аналітичних довідок, аналітики, презентацій і звітів для ухвалення управлінських рішень.

 • Підтримка підготовки заявок на фінансування, супровідних листів, політичних записок і погоджень для національних та міжнародних партнерів.

 • Виконання інших завдань, необхідних для досягнення цілей проєкту.

 Кваліфікаційні вимоги, навички та досвід 

Освіта та навички: 

• Вища освіта в галузі інженерії, фінансів, економіки, права, державного управління або в іншій релевантній сфері. 

• Глибокі знання у сфері муніциfuel infrastructure, including housing and communal services (housing, water supply and sanitation, heating, waste management, decentralized energy production, etc.) and social infrastructure. 

• High level of analytical abilities, communication and presentation skills. 

• Experience in multitasking and teamwork. 

• Experience in project management within the framework of engineering design and construction, financed by the IFI and the state budget.

• Confident use of a PC (PowerPoint, Project, Excel, Word).

• Fluency in Ukrainian and English. 

Professional experience:

• Minimum of 7 years of general professional experience. 

• Minimum of 5 years of practical project management experience in the field of municipal infrastructure.

• Proven experience in the preparation, implementation and monitoring of projects financed by international financial institutions (IFIs). 

• Thorough knowledge and practical application of FIDIC contract terms.

• Knowledge of the requirements of Ukrainian legislation in the field of public investment and budgeting, building codes and standards.

• Practical experience of interaction with MIU, SARDI and municipalities will be an advantage. 

• Familiarity with the Public Investment Management (PIM) system, experience preparing project concepts using the DREAM digital ecosystem, and understanding of new project preparation tools such as PPU and PPF will be an advantage. 

Additional competencies: 

• Experience in preparing project proposals and documents will be an advantage.

 • Experience working in interdisciplinary teams will be an advantage.

Key Responsibilities:

• Support the planning, structuring, and implementation of municipal infrastructure projects, including social housing, water supply/wastewater, waste management, energy efficiency, and renewable energy generation.
• Ensure alignment of projects with Ukraine’s national policy priorities and strategic government documents.
• Conduct alternative analyses, identify optimal technical solutions, assess risks, financing mechanisms, and implementation models (including FIDIC-based approaches).
• Prepare Pre-Financing Packages (PFP) and Preliminary Project Assessments (PPA) in line with Public Investment Management (PIM) principles.
• Coordinate construction and installation works, equipment supply, technical design, supervision, and commissioning of facilities.
• Monitor and report on sub-project implementation, timelines, budget execution, and achievement of project indicators and outcomes.
• Prepare analytical briefs, background materials, presentations, and reports to support decision-making.
• Support the preparation of funding applications, cover letters, policy briefs, and approvals for national and international partners.
• Perform other tasks necessary to achieve the project’s objectives.

Required Qualifications, Skills and Experience:

Education and Skills:

• University degree in Engineering, Finance, Economics, Law, Public Administration, or other relevant fields.
• Strong knowledge in municipal infrastructure, including housing and communal services (housing, water and sanitation, heating, waste management, distributed energy generation, etc.) and social infrastructure.
• Excellent analytical, communication, and presentation skills.
• Proven ability to manage multiple tasks and work effectively in a team.
• Experience in project management related to design, engineering, and construction financed by IFIs and public funds.
• Proficiency in MS Office (PowerPoint, Project, Excel, Word).
• Fluency in Ukrainian and English.

Professional Experience:

• At least 7 years of general professional experience.
• At least 5 years of hands-on experience managing municipal infrastructure projects.
• Proven experience in preparation, implementation, and monitoring of projects financed by international financial institutions (IFIs).
• Solid knowledge and practical use of FIDIC Conditions of Contract.
• Knowledge of Ukrainian regulations on public investments, budgeting, construction standards and norms.
• Experience in communicating with the Ministry for Communities, Territories and Infrastructure Development (MCTID), SARDI, and municipalities is an asset.
• Familiarity with the Public Investment Management (PIM) system, experience with the DREAM digital platform, and awareness of emerging tools like PPU and PPF will be considered an advantage.

Additional Competencies:

• Experience in drafting project proposals and documentation is a plus.
• Experience working in multidisciplinary teams is an advantage.
