Main duties:
Ensuring strategic management and expert support, as well as coordination and implementation of initiatives and projects of the Ministry of Education and Culture regarding the digitalization of P(PT)O, including with the support of development partners;
Development of strategies, legislative framework, regulations, etc. within the framework of digitalization of P(PT)O;
Provision of electronic admission to P(PT)O institutions;
Professional education online platform development (https://profosvita.online/ ), in particular the preparation of the Strategy for further development of the platform;
Ensuring the implementation of data collection through the education management information system (EMIS), including the provision of expert support (action plan) on process improvement and work with EMIS;
Providing recommendations for improving electronic admission through EDEBO based on the results of the admissions campaign;
Creation of conditions for active use of electronic educational resources and digitization of operational processes of the P(PT)O system;
Providing expertise of projects of normative legal acts regarding their compliance with EU policies;
Establishing partnerships withstakeholders;
Other areas/tasks within the competence of the Ministry
Mandatory requirements:
A Master's degree (or equivalent) in a relevant field (IT, Computer Science, etc.), which can be replaced by a combination of a Master's degree in business, educational administration, social sciences or other fields with a minimum of 3 years of IT experience;
Perfect command of the Ukrainian language and good command of English, with the ability to formulate complex strategic concepts in both languages;
Strong interpersonal skills to work effectively with various stakeholders, including government officials, international donors and other stakeholders;
Strong analytical skills with the ability to analyze complex data and make strategic decisions;
More than 7 years of total professional experience of postgraduate education;
More than 5 years of experience in the field of IT, management, education management or related sectors, design and development of business processes, data analysis / engineering;
Proven ability to manage organizational change and stakeholders;
Mastery of project management methodologies that ensure successful planning, execution and monitoring of complex projects;
Knowledge of the field of education and, in particular, professional education will be an advantage;
Internal development experienceof institutional provisions, instructions and informational materials regarding certain aspects of education and science;
Experience in applying the results-based management (RBM) methodology in strategic planning;
< /li>Experience of working with government organizations will be an advantage;
General knowledge of the institutional structure of the education sphere in Ukraine will be a significant advantage

The MES Recovery and Reform Support Team is a group of Ukrainian specialists who are not civil servants, funded by donors on a temporary basis and providing targeted technical assistance to the Ministry in the development and implementation of recovery priorities and educational reforms. KPR provides assistance in filling gaps in capacity to develop and implement priority reform strategies and programs, while strengthening linkages and partnerships between Ministry priorities and relevant donor support.
