 ActionAid’s response to Ukraine Crisis

Given the acute situation in Ukraine and its global impact, ActionAid has decided to immediately respond to the humanitarian crisis.

Building on ActionAid’s existing partnerships and alliances in countries bordering Ukraine, we are setting up a local partner-led humanitarian response focusing initially on refugees, strengthening women’s and young people’s leadership, and providing immediate humanitarian relief, psychosocial counselling support and prevention of gender-based violence. ActionAid Spain (Alianza) is the lead for this response, supported by the ActionAid International Humanitarian and Resilience Team (IHART) in line with ActionAid’s internal emergency classification policy.

 We are searching for the Senior Programme Support Officer, Ukraine response.

Role Description

The Senior Programme Support Officer works closely with ActionAid (AA) Ukraine Response team and with Ukrainian and neighbouring countries civil society existing and potential partners. They are supporting the programme and partner follow-up, support the collection and review of reports, contribute to rigorous filing of documents, and conducts assessments of non-governmental organizations. 

The role reports to the Programme Coordinator based in Kyiv, and works closely with the regional team in Ukraine, Poland, Moldova, Romania and Spain.

Contract period    01/09/2024 – 28/02/2025 (with possible extension) 

Goal 

Supporting Programme Team in reviewing documents related to existing and potential partners, conducting assessment of non-governmental organizations

Responsibilities

1. Programme Management

  • To take part in internal and external Programme meetings.
  • To compile budgets in collaboration with existing and potential partners.
  • To provide necessary support in developing programme tools.
  • Be familiarized with Programme tools and be ready to use respective ones if needed.
  • Report on any issues to the line manager.
  • Promote the ethics and values of ActionAid.
  • Translation of documents related to the projects between English-Ukrainian.
  • Maintain strong coordination with support services (Administration, Finance, HR, Logistics, etc.) and technical departments.

2. Grants Management

  • Filling the Partnership and grant database with the relevant data.
  • Contributing to development of proposals for donors.
  • Development of internal and external guidelines based on the donor`s rules and requirements.
  • Conducting training sessions related to donor`s rules and requirements.

3. Finance & Compliance

  • Collecting and providing support in reviewing supporting documents from partner’s organizations.
  • To provide necessary support in developing finance & logistics follow-up and other tools.
  • Conducting assessment on existing and potential partners.
  • Basic support in implementation and follow-up of the partner’s Capacity Building plan related to finance & logistics, administration, etc.
  • Basic support in preparation of the relevant documentations to frame the partnerships (Agreement, budget, Capacity Building Plan, etc.).
  • Be able to use public and private sources of information about the status and activities of registered legal entities and individuals, such as youcontrol, opendatabot, dozorro, sudova vlada (court's power) and so on.
  • Be able to use Excel, Word, PowerPoint at the level of an experienced user. Be able to save files in various formats, set and remove protection from a file, and know ways to reliably save and forward information.

Who we're looking for: 

  • Bachelor's degree in a relevant field (international development, social sciences, law, economics, finance, etc.).
  • A genuine interest in the civil society and development sector, curiosity, and a strong drive to learn and explore, and a strong commitment to the team. 
  • A minimum of 1 year’ experience in working for local or international non-governmental organisations in programme or finance&compliance roles. 
  • Skills in accountancy. Experience with Due Diligence Assessment and work with donor`s rules and requirements is considered a strong asset. 
  • Experience in desk research, communications, and text editing.
  • Communication skills in English plus Ukrainian. Russian is considered an asset.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work independently and as part of a team.
  • A passion for social justice and a genuine drive to learn from others and challenge own believes.

Salary rate - 90 000 UAH (GROSS)
