Functions:

Project management and reporting

  • Responsible for partnering with CSOs, volunteer groups, and self-help groups in the designated area, ensuring effective grant management, compliance, and reporting.
  • Supervise partnership activities in close collaboration with CSOs and Partnership Officers, ensuring quality and accountability throughout the grant lifecycle.
  • Provide guidance to Project Officers on developing grant documents.
  • Day to day supervision of grant efforts, including grant approval process and post-award compliance.
  • Ensure partner review meetings are held locally to discuss roles, responsibilities, expectations, any areas of concern and future planning.
  • Review partners’ narrative and financial reports and contribute to the development of financial reports through regular budgetary follow ups.
  • Support MEAL activities during monitoring and evaluation activities of project implementation and ensure that the recommendation of MEAL department to enhance effectiveness of project activities and maximize impacts.  
  • Facilitate internal coordination within the partnership team and ensure smooth communication with other departments (Finance, Logistics, MEAL, Technical).
  • Take a lead on compiling lessons learned exercise and best practices identified from the CSO sub-granting process and to present them to Deputy Project Manager
  • Support the line manager in developing weekly and long-term work plans for project implementation.

Capacity Building

  • Organize, coordinate, and deliver FLATs trainings for CSOs.
  • Give extra training to CSOs, who are facing challenges with submitting financial supporting documents and/or financial reports
  • Assist the Capacity Building Officer in identifying partner needs and developing tailored support plans.
  • Provide additional capacity-building support to CSOs facing challenges

Logistics

  • Support CSOs and Partnership Officers in preparing procurement requests, verifying technical specifications of materials, and planning logistics processes
  • Send accurate and precise order forms in a timely manner if requested by the line manager.
  • Ensure a proper management and use of the project assets and stocks. manner if requested by the line manager.
  • Plan team movements based on available fleet and applicable policies.

Finance 

  • Support the line manager in reviewing the BFU(s)
  • Support the line manager in forecasting monthly cash requirements of the project and submitting to AC.

HR

  • Support the recruitment and supervision of Partnership Officers in coordination with the Deputy Project Manager and HR department.
  • Commit to continuous learning and support the identification of training opportunities for the team.

Transparency and Compliance 

  • Monitor grants for legal, financial, and program compliance, ensuring that all requirements are properly documented in grant files and databases.
  • Conduct regular spot-checks of FLAT documentation and processes to identify and follow up on gaps or breaches.
  • Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy.
  • Ensure adherence to Acted internal procedures and donor regulations.

Others

  • Participate in Area Coordination meetings and ensure smooth information flow within the partnership team.
  • Provide translation (IF POSSIBLE) of various documents (e.g. reports, minutes, beneficiary lists, information signs) upon request of the line manager 
  • Perform any additional task as requested by the line manager.

Required Qualifications and Skills:  

  • Master ’s degree or equivalent experience is required; degree in social sciences, psychology, social work, international development, management or another related field is preferred.  
  • Experience: at least two (2) years of experience working with local CSOs or international NGOs, managing sub-grant agreements, reviewing budgets and reports, including a minimum of one (1) year of experience in team management (supervision, planning, and performance follow-up).
  • Strong analytical and reporting skills. Ability to analyse information, evaluate options and to think and plan strategically.  
  • Self-motivator and proactive problem-solver.  
  • A team player who can work collaboratively and with people of diverse backgrounds.  
  • A strong understanding of the Ukraine context  
  • Ability to work both in an advisory and a hands-on implementation capacity.  
  • Ability to handle a high workload and to work independently.  
  • Excellent command of Microsoft Excel and database applications.  
  • Excellent writing and presentation skills  
  • Computer/word processing and standard office software skills.  
  • Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
