About the organization and project
UNFPA (United Nations Population Fund) has been working in Ukraine since 1997 and promotes gender equality, reproductive health and rights, youth support and response to gender-based violence.
In the context of humanitarian response in Ukraine, strong national leadership is needed for Prevention of Sexual Exploitation and Abuse (PSEA): preventing sexual exploitation and abuse, strengthening partnerships with government agencies, civil society and communities, and ensuring a survivor/victim-centred approach.
The role involves senior PSEA interagency coordination under the overall direction of the HC/RC and day-to-day coordination with the Senior Women’s Protection Advisor and national PSEA co-chairs Network.
Responsibilities
1) Strategic leadership and coordination
Advise HC/RC, PSEA Network co-chairs and senior humanitarian leadership on collective PSEA efforts, risks and priorities.
Finalize and launch the interagency PSEA Action Plan 2026 (coordination with nexus, national systems, donor requirements and localization).
Lead interagency SEA/PSEA risk assessments (Q1–Q2) and integrate findings into strategic/operational planning (including HNRP) with monitoring of risk mitigation measures.
Ensure integration of PSEA into all sectors/clusters, humanitarian cycles planning and national frameworks in close coordination with OCHA and clusters.
Ensure involvement of donors, UN/NGO/state partners in PSEA governance, planning, monitoring and reporting.
2) Governance, network and institutional mechanisms
Organize monthly (and ad-hoc) PSEA Network meetings: invitation, agenda, list of participants, link/location, pre-reading.
Prepare materials together with co-chairs: background, presentations; maintain minutes, tracking action points, archiving.
Prepare and accompany the quarterly PSEA Steering Committee: briefings, progress reviews, risks, results, recommendations for decisions.
Coordinate the implementation of the Annual Work Plan of the network, monitor progress, report to network members, ensure consistency with global commitments.
Maintain and update the website PSEA Network.
Represent PSEA Network at ICCG, cluster meetings, IASC PSEA Community of Practice, OVRA sessions, donor forums, etc.; form monthly updates for HC/RC.
3) Rights of victims and survivor-centred approach
Perform the functions of interim Victims’ Rights Focal Pointwithin the framework of OVRA.
Develop/refine referral pathways, support services and complaint mechanisms that are accessible, inclusive, Ukrainian-language and consistent with national systems.
Monitor safe community feedback & complaint mechanisms (CFMs) for SEA and compliance with survivor-centered protocols by partners/states actors.
Include metrics/indicators regarding victims’ rights, access to services, CFMs and local leadership in planning and reporting.
4) Capacity building, localization and interaction with the government
Coordinate Q1–Q2 training initiatives for NGOs, state institutions and humanitarian actors regarding PSEA, victims’ rights, misconduct, complaint mechanisms and system localization.
Adapt materials/campaigns in Ukrainian and to the needs of communities.
Strengthen the participation of Ukrainian national/local actors in the PSEA Network and governance.
Interact with government bodies (national/regional level) to align PSEA with policies/legislation and integration into the framework response.
Communicate with donors/UN/government agencies/CSOs for PSEA resource mobilization, victim support, localization and sustainable development of mechanisms.
5) Monitoring, reporting and training
Design and monitor KPIs/dashboards for: PSEA implementation, localization, risk mitigation, network effectiveness, support metrics victims and governance.
Prepare analytical reports (quarterly/annual) for the Steering Committee and senior leadership (risk trends, corrective actions, results, lessons learned).
Ensure data protection, confidentiality and safeguarding of all PSEA data and reports.
Requirements
Education: Masters in Social Sciences/Law/Human Rights/Gender Studies/Psychology/International Relations or related fields.
Experience: 7 years of progressive experience in PSEA/Protection/GBV/Child Protection/HR/ safeguarding/misconduct in humanitarian/development/crisis contexts.
Experience of interagency coordination, strategic planning and implementation of action plans.
Experience of interaction with government institutions, UN agencies, international organizations, CSOs and localization of humanitarian systems.
Practice of risk assessment, survivor-centered approach, complaint & referral mechanisms, data protection/confidentiality.
Languages: Ukrainian - fluent; English - working level.
We offer (volunteering, with UNV payments)
Volunteer Living Allowance (VLA): 3040 USD/month (equivalent in UAH).
Entry lump sum: 350 USD (one time).
Medical and life insurance for the duration of the contract.
Vacations according to UN Volunteers policies.
Full-time, 3 months (extendable).
