Job Purpose
The MEAL senior specialist is responsible for the development and implementation of appropriate and effective evaluation and monitoring systems in the areas under his/her control. He/she shall ensure that all MEAL activities comply with ACT Meal global procedures and promote awareness of ACTED programs. He/she is also responsible for coordinating with all key stakeholders to ensure that all MEAL requirements are met for the projects for which he/she is the focal point. Finally, he/she provides support to the MEAL Manager to ensure alignment of MEAL approaches and tools throughout Ukraine.
Duties and Responsibilities
MEAL Systems
Development of technical and system tools:
- Update the MEAL work plan in the areas under his/her control;
- Contribute to the effective implementation of the M&E collection, including the development of questionnaires, trackers, organization logistics of data collection activities and regular check-in with program teams and MEAL country management;
- Adhere to MEAL rules and procedures as described in the ACTED MEAL standard instructions;
- Provide training for program teams on the objectives of MEAL activities;
- Ensure coordination with MEAL teams working in other areas to ensure the successful completion of all MEAL activities conducted within the projects, for which he/she is the focal point;
- Support the MEAL Manager in developing training materials for MEAL teams based throughout Ukraine to ensure that they all have the technical skills necessary to perform their duties;
- Work closely with the MEAL Manager and Deputy MEAL Manager to align MEAL approaches and tools across bases.
Implementation and Management MEAL
- Develop and monitor the implementation of appropriate data collection and analysis tools, methodologies (e.g. questionnaires, focus group discussions, key informant interviews) and data/information dissemination/use plans;
- Closely monitor data collection activities and ensure the organization and resource of data collection teams as needed, and that that they are performing in accordance with field mission plans and data quality standards;
- Liaise with the Acted Information Management team to ensure that all data collected by program teams andMEAL, available electronically and/or on paper;
- Analyze MEAL data and produce timely reports, newsletters with useful statistical analysis and presentation (diagrams, tables, histograms, pie charts);
- Organize meetings with program teams to discuss results and areas for improvement;
- Provide support to MEAL HQ to assess and report qualitative and quantitative approach, process, results, impact, objectives and target-level performance indicators for all projects;
- Develop informative reports for sharing with external stakeholders, including partner local and international NGOs and donors, and ensure that all identified areas for improvement;
- Conduct MEAL capacity building and awareness training for implementing partners and other ACTED-supported institutions, as appropriate, including training partner CSOs to implement transparent and accountable processes.
Learning
- Contribute to the active dissemination and use of knowledge gained during MEAL activities among project managers, technical coordinators and project development managers/specialists;
- Contribute to the organization and conduct of training activities to record best practices and lessons learned during project closure or as needed;
- Document and share lessons learned and best practices in a timely manner, and ensure that learnings contribute to project improvement and influence the strategic development of future projects and activities;
- Support project implementation and improvement by providing timely information on project successes to be scaled up and challenges to allow for “correction of direction” throughout the life of the project programs.
Grievance mechanism and response to beneficiary complaints
Maintain the accountability team
- Liaise with accountability groups to ensure CRM materials are present in all areas of intervention and affected populations can safely provide feedback contact, ask for help, ask a question or raise a complaint;
- Monitor the amount of CRM materials available at each point under their supervision and inform in a timely manner to launch new order forms;
- Support existing accountability teams to improve capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM;
- Conduct monitoring visits to distribution sites to ensure that beneficiaries understand the purpose of CRM and know how to use it.
MEAL Area Team Management
- Ensure that staff with direct responsibility understand and are able to carry out their tasks and responsibilities;
- Manage specialists, assistants and MEAL enumerators, delineating their responsibilities and further daily tasks;
- Ensure a positive working environment and a goodin team dynamics;
- Manage interpersonal conflicts between team members;
- Conduct regular evaluations of relevant personnel;
- Identify MEAL training needs of team members and discuss plans with the MEAL manager for both internal and external training;
- Train and mentor MEAL specialists, assistants and enumerators in order to strengthen their technical capacity, knowledge sharing within the MEAL team;
Other
- Provide regular and timely information on MEALM progress and obstacles to other team members;
- Perform any other related actions as assigned by the immediate supervisor.
