The Senior Manager forIT infrastructure (SMITI) oversees all aspects ofelectronic communications initiatives andIT infrastructure, ensuring alignment with national strategies and objectives. The SMITI plays apivotal role inadvancing electronic communications capabilities byleading projects, enforcing compliance, and managingIT infrastructure procurement. The SMITI coordinates legislative development ofthe electronic communications sector and collaborates withIT teams tointegrate hardware and software systems effectively. The SMITI reports tothe Diia Ecosystem Lead. Essential FunctionsCoordinate with the Ministry ofDigital Transformation ofUkraine onelectronic communications initiatives toensure alignment with national strategies and objectives.Lead and manage electronic communications projects, including but not limited tobroadband connection initiatives, infrastructure introduction for 5Gtechnology implementation, and electronic communication infrastructure enhancements.Develop and implement strategies toensure efficient and effective electronic communications operations.Collaborate with government stakeholders and businesses (i.e., electronic communication providers) toidentify telecommunications needs and develop solutions that align with organizational objectives.Develop and enforce policies and procedures toensure compliance with industry regulations and best practices. Manage relations with electronic communication vendors, negotiate contracts, monitor service level agreements toensure cost-effectiveness and high-quality service delivery. Oversee the development oflegislation regulating the electronic communications sector, with afocus onalignment withEU legislation.Oversee the procurement process for hardware and infrastructure, ensuring compliance with regulations and budgetary constraints.Oversee the design, implementation, and maintenance ofhardware systems, including servers, routers, switches, and other network devices.Ensure the security and reliability ofhardware systems through overseeing regular maintenance, upgrades, and troubleshooting activities.Develop and supervise the implementation ofbackup and disaster recovery plans for hardware systems tominimize downtime and data loss.Conduct regular performance assessments ofhardware systems, identify bottlenecks orareas for improvement, and implement necessary optimizations.Stay updated onemerging hardwaretechnologies and trends, evaluating their potential impact and relevance tothe organization.Collaborate withIT teams tointegrate hardware systems with software applications and infrastructure components.Ensure compliance with industry standards and regulations for hardware systems and infrastructure deployments.Perform other duties asassigned. EducationMasters’s degree inInformation Technology,Electronic Communications, orarelated field. Master’s degree preferred.Qualifications/ExperienceAtleast 5years ofexperience inasimilar role, with aproven track record ofsuccessfully managing complex electronic communications projects.In-depth knowledge ofelectronic communications technologies, protocols, and standards.Work experience with international development projects ispreferrable.Work experience with the government and/or theIT sector isrequired. Proficient understanding ofthe related technology aswell asglobal best practices for electronic communications policy and practice preferred. Strong understanding ofelectronic communications infrastructure, protocols, and technologies.Familiarity with electronic communications standards and regulations.Excellent knowledge ofproject management principles and methodologies.Ability tostay updated with the latest industry trends and technologies.Exceptional writing, research, and communications skills. Excellent organizational skills and attention todetail. Ability tomultitask and work inafast-paced environment. Ukrainian and English writing and spoken proficiency required.
