General information:

The Partnership for a Strong Ukraine - Phase 2 (PFRU-2) program is a multi-year program funded by many donors and managed by by the Ministry of Foreign Affairs, Commonwealth Affairs and Development of Great Britain (FCDO) in cooperation with the Government of Ukraine.

The purpose of PFRU-2 is to create and help the Ukrainian state in partnership with civil society and the private sector to manage the process of inclusive national recovery and revival in the conditions of Russian aggression. This result is intended to contribute to the development of a more sustainable, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. PFRU provides funds to Ukrainian and international project implementation partners and implements projects based on research results and evidence base.

Senior Funds Manager oversees the grant management process within the program, including creation, implementation and monitoring of grant issuance within the program.  To this end, the Senior Fund Manager will use relevant Chemonics resources, including the Fund Management Guide, to make grants under the program. The Senior Funds Manager ensures that all grants issued are awarded, monitored and closed in accordance with applicable FCDO and Chemonics policies and procedures.

Essential Responsibilities: 

The Senior Funds Manager will be responsible for the following:

  • Works closely with the Director of Funds and Compliance to ensure strategic alignment of grants management with overall grant compliance goals and FCDO expectations;
  • Manages grant activities ensuring compliance with policies and procedures Chemonics, as well as the grant management manual. Ensures satisfactory and professional compliance with all grant-related regulatory requirements;
  • Ensures the highest level of honesty, integrity, openness and transparency in the management of grantmaking processes and procedures;
  • Assists the Director of Funds and Compliance in conducting periodic compliance reviews and implementing corrective actions;
  • Proposes improvements to the Manual on grant management and related tools and procedures in coordination with the Director of Funds and Compliance;
  • Coordinates work with technical work area leaders and short-term technical experts on project development to ensure appropriateness and realism of proposed deliverables; advises on project implementation mechanisms;
  • Cooperates with the M&E team and the technical team to ensureensuring that grants are designed and monitored to achieve measurable results and ensure effective use of funds;
  • Reviews and agrees all grant agreements/modifications with a budget of up to £50k to them;
  • Reviews and agrees the analytical report prepared by project teams;
  • Reviews the advance payment schedule for each grant;
  • Ensures that activities and results related to grants were achieved on schedule and within the allocated budget;
  • Identifies and mitigates risks related to the implementation of grants by ensuring that there are reliable internal controls at all stages of the life cycle of grants;
  • Ensures that documentation related to grants is kept up-to-date and complete and is ready for audit at any time;
  • Ensures effective interaction between by FPSU staff and grantees, ensures that grantees are provided with appropriate capacity-building support and assistance in areas of governance, including financial management, financial sustainability and advocacy;
  • Facilitates learning and adaptation through analysis of grant performance data;
  • Mentors Fund Officers and Managers, promoting a culture of accountability, learning and continuous improvement;
  • Executes director duties of Funds and Compliance in his absence;
  • Performs any other relevant duties as assigned by the Director of Funds and Compliance or the Deputy Head of the Operations Team.

Required skills and professional qualifications:

In order to successfully perform the work, the Employee must be able to satisfactorily perform each of the main duties, obligations and responsibilities. The requirements listed below reflect the necessary knowledge, skills and/or abilities required to perform the essential duties.

  • A college degree in finance, accounting, economics, auditing, entrepreneurship, business administration or a related field is preferred. Education in another field with relevant experience in finance / grants will also be accepted.
  • Minimum of five years of experience in a management position in fund management/finance/operations/procurement/grants in international donor-funded projects. Donor FCDO experience preferred.
  • Knowledge of FCDO and/or UK Government reporting preferred.
  • Proven experience working with local organisations.
  • Strong financial management, financial reporting skills.
  • Demonstrated ability to work independently and in a team, both in person and remotely.
  • Strong organizational and problem solving skills work priorities, including analytical and decision-making skills.  
  • Excellent oral and written speech and communication skills.
  • Demonstrated versatility and integrity.
  • Proven experience in developing new organizational systems and toolsments.
  • Ability to work professionally with colleagues and the public.
  • Fluency in Ukrainian and English (both written and spoken).

Subordination:     

The senior funds manager works under the direct supervision and reporting of the Director of funds and compliance.

Term of employment / LOE:

Term of employment with possible extension until the end of the project implementation.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The Senior Fund Manager oversees the PFRU grant management process including establishing, implementing, and monitoring the issuance of grants under the program.  The Senior fund manager will utilize relevant Chemonics' resources, including PFRU's Fund Manual, for granting under the program for this purpose. The Senior Fund Manager will ensure that all grants issued are awarded, monitored and closed-out in accordance with applicable FCDO and Chemonics policies and procedures.

Key Responsibilities:

The Senior fund manager will be responsible for the following:

  • Collaborates closely with the Fund and Compliance Director to ensure strategic alignment of grants management with overall fund compliance objectives and FCDO expectations;
  • Manages grants activities, ensuring compliance with Chemonics policies and procedures as well as the Grants Management Manual. Ensures that all grants-related regulatory requirements are met in a satisfactory and professional manner; 
  • Ensures the highest levels of honesty, integrity, openness and transparency in administering grants award processes and procedures;
  • Assists the Fund and Compliance Director in conducting periodic compliance reviews and implementing corrective actions;
  • Proposes improvements to the Grants Management Manual and related tools and procedures in coordination with the Funds and Compliance Director;
  • Coordinates with technical workstream leads and short-term technical experts in project design to ensure suitability and feasibility of proposed deliverables, advises on delivery mechanisms for use under projects;
  • Works with MEL and technical teams to ensure grants are designed and monitored to achieve measurable outcomes and value for money;
  • Reviews and approves all grant agreements/modifications with a value up to GBP 50,000;
  • Reviews and approves market assessment report prepared by the project teams;
  • Reviews the advance payment schedule planned for each award 
  • Ensures that activities and deliverables related to grants are achieved on schedule and within the allocated budget;
  • Identifies and mitigates risks related to grants implementation, ensuring robust internal controls are in place across the grants lifecycle;
  • Ensures that grants-related files are maintained in a current and complete manner and are audit-ready at all times;
  • Ensures effective liaison between PFRU staff and grant recipients, ensures that recipients are provided with suitable capacity building and assistance in the fields of management, including financial management, financial sustainability, and advocacy;
  • Supports learning and adaptation by analyzing grant performance data;
  • Mentors Fund Officers and Managers, fostering a culture of accountability, learning, and continuous improvement;
  • Serves as Acting Fund and Compliance Director in the absence of the incumbent;
  • Performs any other relevant duties as assigned by Fund and Compliance Director or Deputy Team Leader of Operations.

Qualifications:

To perform this job successfully, the Employee must be able to perform each essential duty, obligation and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills and/or abilities needed to perform the principal duties.

  • University degree in finance, accounting, economics, audit, entrepreneurship, business administration or equivalent field preferred. Education in other field with appropriate experience in finance / grants will also be accepted.
  • Minimum of five years of experience in managerial position in fund management / finance / operations / procurement / grants with international donor-funded projects. Experience working with FCDO as a donor is preferred.
  • Familiarity with FCDO and/or UK government reporting is preferred.
  • Demonstrated experience working with local organizations.
  • Strong financial management and financial reporting skills
  • Demonstrated ability in working independently and as part of a team both in-person and remotely.
  • Strong organizational and work prioritization skills, including analytical and decision-making skills.
