The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded program managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.
The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.
Position Description
The Senior Fund Manager oversees PFRU grant management process including establishing, implementing, and monitoring the issuance of grants under the programme. The Senior Funds Manager will utilize relevant Chemonics’ resources, including PFRU’s fund manual, for granting under the programme for this purpose. The Senior Fund Manager will ensure that all grants issued are awarded, monitored and closed-out in accordance with applicable FCDO and Chemonics policies and procedures.
Principal Duties and Responsibilities
- Coordinates with technical workstream leads and short-term technical experts in project design to ensure suitability and feasibility of proposed deliverables;
- Advises on delivery mechanisms for use under projects;
- Manages project-initiated grants activities, ensuring compliance with Chemonics policies and procedures as well as the funds manual. Ensures that all grants-related regulatory requirements are met in a satisfactory and professional manner.
- Ensures that activities and deliverables related to grants, subcontracts, and projects as applicable are achieved on schedule, in accordance with approved specifications and within the allocated budget.
- Reviews grant agreements and amendments prepared by Fund team, explains terms, conditions, roles, and responsibilities in compliance with Chemonics policies and procedures and FCDO rules and regulations.
- Serves as final approver of low value grant agreements and amendments;
- Creates financial and administrative procedures for grants , including appropriate reporting and authorities.
- Reviews if applicable pre-award responsibility and financial review of potential partners carried out by Fund team to determine applicant management and technical capacity to administer grant and subcontract awards. In particular, through examining financial, accounting, and administrative procedures for control of funds and expenditures, including appropriate reporting and authorities. This will include a detailed value for money(economy, efficiency, cost-effectiveness and equity) assessment, in accordance with PFRU value for money policies.
- Ensures effective liaison between PFRU staff and grant recipients, ensures that recipients are provided with suitable technical advice and assistance in the fields of management, including financial management, financial sustainability, and advocacy.
- Monitors compliance of all agreements governing the award of grants and projects and prepares necessary reports.
- Ensures the highest levels of honesty, integrity, openness and transparency in administering grants award processes and procedures.
- Ensures that grants-related files are maintained in a current and complete manner and are audit-ready at all times.
- Provides training, technical assistance, and commodity needs of potential grantees and establishes controls for expenditures and reporting on use of funds.
- Closely liaises with technical staff on issues related to the refinement, data management, and monitoring of an administrative system to track the activities and performance of organizations which receive funding under the project.
- Ensures full compliance with FCDO regulations and Chemonics grant award policies related to fair and open competition in the award of local grants and manages the issuance of solicitations for proposals.
- Provides support to client technical and financial reporting, including preparing budgets and narratives.
- Ensures that grants are closed out within required time frames.
- Manages and supervises Fund team: Assistants, Officers and Managers.

Minimum Qualifications
· University degree in finance, accounting, economics, audit, entrepreneurship, business administration or equivalent field preferred. Education in other field with appropriate experience in finance / grants will also be accepted.
· Minimum of five years of experience in managerial position in fund management / finance / operations / procurement / grants with international donor-funded projects. Experience working with FCDO as a donor is preferred.
· Familiarity with FCDO and/or UK government reporting is preferred.
· Demonstrated experience working with local organizations.
· Strong financial management skills including analytical and decision-making skills.
· Demonstrated ability in working independently and as part of a team both in-person and remotely.
· Strong organizational and work prioritization skills.
· Excellent verbal and written and communication skills.
· Demonstrated versatility, and integrity.
· Proven experience developing new organizational systems and tools, with a strong command of Microsoft Office required.
· Ability to work in a professional manner with fellow staff members, visitors, and the public.
· Fluency in Ukrainian and English (both written and oral) is required.
Location
This position will be based in Kyiv, Ukraine.
Supervision
The Senior Fund Manager will report to Fund Director.
