In partnership with UNICEF, the Ministry of Economy of Ukraine and the Ministry of Community and Territorial Development of Ukraine we we implement projects for the modernization of water supply and drainage systems, support the restoration of critical infrastructure and promote the adaptation of the sector to EU standards. of marine ecosystems ensures the work of the team of the Ministry of Economy, Environment and Agriculture of Ukraine in the formation of state policy regarding the development, management, use and reproduction of surface water resources and sea waters.

History and context:
The Water Strategy of Ukraine until 2050 defines the policy framework in this area. Achieving strategic goals is realized through the development and implementation of policies that increase water security and reduce the risks of water resources management on the basis of integrated and sustainable management.

A professional team of experts is needed to create a modern and effective surface water resources and marine water management system in accordance with the principles of state management and European standards. The goal of the team is to develop a new concept and implement reforms to increase institutional efficiency and ensure environmental safety through the coordinated actions of the state, communities and international partners.

Key tasks of the team:

• Develop a road map for the implementation of reforms taking into account European standards and directives.
• Create regulatory and legal acts regarding development, managementand the reproduction of surface water resources and sea waters.
• Contribute to the implementation of the measures of the River Basin Management Plans until 2030.
• Coordinate the activities of stakeholders, ensuring an effective dialogue between the state, communities, water users and donors.
• Organize training and professional development of personnel in the field of water management.
• Support the development of public investment projects in the field of water management

Brief job description:

The senior expert will provide general support to the Ministry of Economy, Environment and Agriculture of Ukraine in the implementation of reforms in the field of water management development, management, use and reproduction of surface water resources and sea waters. The senior expert will ensure compliance of all measures with the legislation of Ukraine, international agreements and other requirements. The senior expert will contribute to bringing the national legislative framework into compliance with EU standards, assist in the development and expertise of regulatory documents, and also contribute to strengthening the institutional capacity of state bodies in the international sphere. The senior expert will also contribute to the formation and maintenance of a positive image of the Ministry of Economy, Environment and Agriculture of Ukraine and the establishment and maintenance of relations with mass media and the public. 400">

Results

During the performance of the assigned tasks, the legal expert will provide:

• Special reviews, opinions and memoranda on draft laws, regulations and strategic documents.
• Proposals for amendments to legislation or legislative initiatives to support reform processes in the water management sector resources.
• Proposals for amendments to legislation or legislative initiatives to support the processes of formation and implementation of state policy in the field of water management development, management, use and reproduction of surface water resources and seawater.
• Analytical reports on gaps in water policy issues
• Contribution of project proposals to feasibility studies or investment documents.
• Presentations and professional briefings for the Ministry and interested parties.
• Risk assessment and recommendations for the implementation of projects or reforms in the field of water management development, management, use and reproduction of surface water resources and seawater.

Qualification:

Education

• Master's degree or equivalent in the field of public administration.
• Specialization in water management, management, and reproduction of surface water resources will be considered an advantage.

Professional experience:

• At least 5 years of proven professional professional experience, preferably in areas related to water resources management.
• Experience in drafting or amending legal and regulatory documents.
• Prior cooperation with government agencies or local authorities, including participation in working groups, consultations or development of regulatory norms.
• Practical experience in conducting regulatory impact assessments is desirable.
• Prior work with the UN and relevant agencies and convention bodies, international organizations or development banks is very preferred.
• Experience in the field of protection and reproduction of marine waters and preservation of marine ecosystems or similar fields is an advantage.

Skills and competencies:

• Strong legal skills editing and analysis, including the ability to work with large volumes of legislative documents.
• High level of attention to detail, responsibility and problem solving.
• Strong interpersonal and communication skills, ability to interact with various stakeholders, including government agencies.
• Excellent organizational and time management skills, ability to meet deadlines and multi-task.
• Ddemonstrated ability to work effectively both independently and in a team.

Language:

• Excellent writing, communication and presentation skills in English and Ukrainian are required languages.
