Senior Data Officer - RERU in ACTED

Assignment

Under the supervision of the Resilience & Early Recovery Unit Research Manager, the REACH Senior Database Officer is responsible for the processes and outputs related to data processing in the country. She/he will oversee and manage all data cleaning, data processing, data analysis, and data visualization activities in cooperation with IMPACT team in country and in Geneva.

FUNCTIONS

1. Data quality assurance activities

The IMPACT Senior Database Officer will be responsible for:

• Supervision of all data related processes before the beginning, during and after data collection;
• Capacity building and familiarization of data team members (expected to be 3 data/junior data officers) with all IMPACT Ukraine data related processes;
• Ensuring data quality and compliance with internal and external workflows for all research cycles within IMPACT Ukraine;
• Supporting the development of internal IM procedures and guidelines.
• Coordinating and collaborating with various partners on data needs both within specific research cycles and across the response more widely.

2. Data visualization activities

Leading and coordination of the development of interactive dashboards within IMPACT Ukraine. Including involvement in the dashboard development process starting from the design and until HQ validation stage.

3. Internal Communication Processes

The REACH Senior Database Officer will work closely with the Research Manager, Assessment Team Lead and IMPACT\REACH Database Officers in country to guarantee a quality of all IMPACT products.

4. Confidentiality and Data Protection

The REACH Senior Database Officer will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.

Qualifications

• Full working proficiency in English and Ukrainian required;
• Bachelor degree or equivalent experience in Computer Science, Statistics, Information Systems, Social Sciences, or any relevant discipline;
• Essential minimum technical qualifications:
  1. MS Excel: advanced usage of formulas, pivot tables, wide and long datasets;
  2. Advanced dashboard development experience using PowerBI.
• Desirable technical qualifications:
  1. Previousexperience with mobile data collection tools (ODK, KOBO, Ona) and understanding of questionnaire design workflow;
  2. Familiarity with XLS-Form standard;
  3. Data processing and analysis experience using R;
• 2-3 years of experience in data analysis, preferably in humanitarian context is an asset;
• Good organizational, communication and interpersonal skills;
• Ability to think creatively in terms of tool and process development and optimization;
• Flexibility and adaptability to ever-changing needs and responsibilities;
• Ability to work independently;
• Excellent critical thinking and problem-solving skills;
• Familiarity with the aid system and understanding of donor and governmental requirements is an asset.
• Knowledge of urban planning and recovery an asset.
• Experience coordinating with local authorities in Ukraine required.
