The Foundation is an executive partner of the UNHCR and carries out programs of providing direct legal, humanitarian and psychological assistance in 20 regions of Ukraine, promotes changes in the national legal base , bringing it into line with international standards in the field of human rights, and also contributes to strengthening the capacities of state bodies of Ukraine to overcome the consequences of migration. 

GENERAL POSITION DESCRIPTION

The senior coordinator for the evacuation of the population with reduced mobility will be responsible for the planning, implementation, monitoring and reporting of the evacuation of the population with reduced mobility and the work of the project office for the organization of the evacuation of less mobile population groups. The vacancy involves working in the team of the project office of the Ministry of Social Policy of Ukraine. The main goal of the activity is to increase the capacity to evacuate less mobile population groups from the frontline territories, to settle them in places of temporary residence with the provision of further support for social and material issues. The senior coordinator for the evacuation of people with limited mobility reports to the General Manager of Legal Protection of the Fund and the Ministry social policy of Ukraine.

DUTIES AND RESPONSIBILITIES

    To plan, organize and carry out the daily coordination of the work of the office for the organization of the evacuation of the less mobile population groups at the Ministry of Social Policy of Ukraine, contributing to the effective and timely process of development, planning, monitoring and evaluation of the work of all directions.

  • Managethe work of the evacuation office team to achieve the expected results.

  • Coordinate the activities of the evacuation office with the Ministry of Social Policy and the donor.

  • To strengthen the coordination mechanisms in territorial communities in the process of evacuation:

  • analysis< /span> implementation of resolutions of the CMU dated 01.06.2023 No. 546 and dated 18.04.2018 No. 282;

  • support communities regarding the implementation of the specified resolutions;

  • preparation proposals for improvement of regulations on evacuation;

  • holding informative meetings in the format of briefings on evacuation protocols (creation of evacuation commissions, etc.);

  • engagement various sectors, including volunteers and NGOs, Ministry of Defense, formation of a map of existing services that are created within the framework of humanitarian response (evacuation transport, transit points, etc.).

  • Prepare high-quality and timely reports in accordance with requirements and within agreed deadlines.

  • Comply with all relevant policies and procedures, as well as the Foundation's code of conduct.

PROFESSIONAL REQUIREMENTS

  • Higher education in law or in social work, social sciences, management or a related discipline.

  • From 2 years of professional work experience in the field of humanitarian response and provision of social services.

  • Training related to the Convention on the Rights of Persons with Disabilities will be an advantage.

  • Awareness of humanitarian principles and standards of human rights.

  • Experience in the implementation of population evacuation programs will be an advantage.

  • Strong communication skills.    Excellent interpersonal skills.

  • Fluency in Ukrainian and working knowledge of English.   

  • Cultural sensitivity and diplomacy.

  • Fair treatment of all people, lack of favoritism.

  • Excellent team building and personnel management skills.

  • Results-oriented management style.   

  • Executing duties with gender sensitivity and zero tolerance for sexual harassment.

  • High motivation. Ability to work well under pressure and in adverse conditions.

  • Willingness to perform tasks, being physically located in the premises of the Ministry of Social Policy according to the standard work schedule 5 days a week (if necessary), with the possibility of performing tasks remotely and with a flexible schedule (according to the tasks available at work and the requirements for effective work process).
