DUTIES AND RESPONSIBILITIES

< strong>1. Data and Information Management

1.1 Physically maintain, consolidate, clean, and share data for all partners in the Ukraine Response Consortium. 

a) Reviewing data throughout research cycles (clean datasets, analysis scripts, maps, etc)

b) Engage with Donor(s) as directed by D/CD or D/CC.

c) Pro-actively monitor risks on data quality across all research cycles and ensure any issues flagged to management in country and HQ Research design and data unit. 

d) Provide support to data and Assessment teams to systematically review the efficiency and quality of research cycles and information products;

1.2. Data Confidentiality and Protection:Take a lead role in assisting the implementation of Consortium program strategy in all geographically active operational areas and identifying strategic opportunities for expanding URC reach. The Data Specialist will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to ACTED and its partners, or collected during his/her assignment with ACTED.

1.3. Networking, positioning and general representation:

a) Participate in Global Data Protection meetings as needed and communicate relevant information to the Country Director, Deputy Country Director(s), Consortium Coordinator, Deputy Consortium Coordinator , Emergency Coordinator(s), Area Coordinators, URC Partner Area Specialists, Project Managers, Project Coordinators, and Technical Coordinators/Advisors, and other relevant staff.

b) Establish, maintain, and improve active and regular working relationships with partner NGOs, IMPACT/REACH, and all relevant working groups (e.g. IM/data working groups).

c) Establish, maintain, and improve active and regular working relationships with local authorities and where necessary non-state actors, keeping abreast of data management issues in national legislation and humanitarian sphere that may affect ACTED, IMPACT and/or the URC.

d) Lead the communication with partner organization regarding implementation of tools that can increase the capacity of the URC. E.g. development and testing of the URC platform that serves deduplication and referral purposes. 

1.4. Project development

a) Lead assessment(s) as requested by Country Director, Consortium Coordinator, and Steering Committee Leads to ensure strategic direction for the Consortium is wholistic and relevant.

b) Work with IMPACT/REACH teams on assessments as needed

2. Management and Coordination

2.1. Internal Coordination

a) Facilitate interdepartmental communication and information sharing.

b) Ensure implementation of ACTED coordination mechanisms at all required area levels (WAM, MAR, FLATs meetings, etc.)

C) Acted CSO Partner Management: support CSO partners with data management and trainings on data management

2.2. External Coordination

a) Working with Focal Points and with strategic guidance from the Consortium Coordinator, facilitate inter-URC communication and information sharing.

b) Under the coordination of the Deputy/Country Director, Deputy/Consortium Coordinator, and/or Steering Committee, ensure that relevant partners are consulted and involved in the preparation of data products;

c) Engage with other organisations working with the maintenance of data in Ukraine, ensuring databases are up-to-date and in line with Common Operational Datasets (CODs) and Fundamental Operational Datasets (FODs); 

2.2.1 De-duplication & Referrals Technical Working Stream (TWS)

A) Lead the de-duplication portion of the DDR TWS 

B) Support in the development and management of the URC Platform   

2.2.2 Third Party Monitoring (TPM)

a) Support the Consortium Coordinator / Deputy Consortium Coordinator in the planning and    organizing TPM visits. 

b) Attend TPMs when possible to provide support to the TPM monitors             

3. Project Implementation Follow-up

3.1. Project Implementation Tracking

a) Supervise Project Managers and provide support to project implementation through trouble shooting and eliminating blocking points.

b) Monitor output achievements, cash burn rates and ensure timely projects completion by contributing to and reviewing PMFs, BFUs and project reports.

3.2. Project Quality Control/ MEAL

a) Ensure the application of practical field-based MEAL systems/plans for each project.

b) Raise risks and advise Project Managers to adapt projects according to monitoring and evaluation findings.

3.3 Area-Based Coordinator meetings 

A) Support the CC/DCC/CFC in the planning, organizing, an implementation of the ABCs

B) Support in minute taking

C) Prepare and present trainings on data management and the URC referral platform
