Senior Advocacy Analyst (Social Services) in The Right to Protection, CF

БФ “Право на захист” (далі – Фонд) – визнаний лідер правозахисного руху в Україні. Фонд має потужні позиції у сфері захисту прав внутрішньо-переміщених осіб (ВПО), біженців та осіб без громадянства. Сьогодні Фонд працює майже у всіх обласних центрах та громадах у межах відповідних областей. Фонд є виконавчим партнером УВКБ ООН і здійснює програми надання прямої правничої допомоги по всій Україні, сприяє змінам у національній нормативно-правовій базі, приведенню її у відповідність до міжнародних стандартів у галузі прав людини.

ОПИС ПРОЄКТУ

Консорціум Реагування впроваджує програму багатосекторної гуманітарної допомоги для населення, яке постраждало від конфлікту в Україні. Мета — посилити стійкість і спроможність людей долати наслідки війни шляхом своєчасного доступу до мультисекторальної підтримки та якісного управління інформацією.

Географія реалізації. Міські та віддалені сільські громади Харківської, Запорізької, Дніпропетровської, Одеської, Херсонської, Миколаївської областей. Компонент підвищення економічної спроможності реалізується у Полтавській, Чернігівській та Сумській областях.

Цільові групи. Внутрішньо переміщені особи, люди, які постраждали від війни, поверненці після зниження інтенсивності бойових дій, із пріоритетом підтримки людей поважного віку та осіб з інвалідністю.

Ключові напрями підтримки: 

• Адвокація
• Захист: юридична допомога, психологічна підтримка (MHPSS), соціальні послуги/супровід;
• Грошова допомога;
• Підвищення економічної спроможності.

Робота здійснюється через стаціонарні сервіси та мобільні мультидисциплінарні команди.

ОБОВ’ЯЗКИ ТА ВІДПОВІДАЛЬНІСТЬ

Старший аналітик/иня з питань адвокації як член команди проєкту звітуватиме Керівнику соціального напряму адвокації, Координатору з питань адвокації та Менеджеру проєкту.

Реалізація проєкту

• Координувати та контролювати роботу аналітиків і юристів за визначеним напрямком адвокації;
• Працювати автономно в межах заходів з адвокації, визначених Керівником соціального напряму адвокації, Координатором з питань адвокації та Менеджером проєкту у сфері покращення доступу ВПО та інших категорій постраждалого населення до соціальних послуг;
• Очолювати призначені напрями адвокації, визначати та впроваджувати найбільш відповідну адвокаційну діяльність у консультації з Керівником соціального напряму адвокації, Координатором з питань адвокації та Координаторами з питань права та захисту проєкту допомоги ВПО;
• Адвокатувати вирішення питань надання соціальних послуг, забезпечувати підтримку процесу налаштування стабільної системи соціальних послуг на місцевому та національному рівнях, яка виявлятиме ризики та вчасно на них реагуватиме (шляхом, зокрема, надання допомоги у: визначенні потреб мешканців громади в соціальних послугах; укладанні програми соціальних послуг відповідно до потреб громади та бюджетуванні необхідних послуг; налагодженні міжвідомчої взаємодії для виявлення осіб у складних життєвих обставинах та ефективного реагування на їхні потреби тощо);
• Організorganize and conduct events and meetings with key bodies at the local, national and international levels;
• Communicate with local and national media and stakeholders regarding the social protection of IDPs and the conflict-affected population;
• Identify legal gaps in Ukrainian legislation on the social protection of IDPs and the conflict-affected population, propose necessary improvements to ensure the implementation of the government’s legal and policy response on internal displacement in Ukraine, develop problem-solving plans with representatives of local authorities with an emphasis on the procedures for providing social services by municipal institutions;
• Contribute to strengthening the capacity of local authorities to provide services and represent the needs of their communities at the local and national levels;
• Consolidate analytical information, draft analytical reports and other materials to present gaps in legislation that are necessary eliminate;
• Develop projects of new legislation, including amendments, regulations and instructions to solve the identified problems;
• Be in contact with the Foundation’s partners to monitor the situation regarding IDPs and the population affected by the war in Ukraine;
• Support the activities of the Foundation in any other necessary aspects and provide advice to the Foundation on any legal issues if necessary.

Coordination and representation

• Ensure effective communication, coordination and exchange of information with other thematic components and key personnel of the Foundation;
• Establish and maintain cooperation with key responsible persons at local and national levels;
• Represent the Foundation in all relevant coordination forums with partner organizations, as well as responsible persons at local and national levels levels.

Reporting and Accountability

• Regularly coordinate the results of efforts with the Head of Social Advocacy, the Advocacy Coordinator and the Project Manager to ensure the successful implementation of the project;
• Prepare high-quality and timely reports in accordance with the instructions of donors within the agreed deadlines;
• Follow all relevant policies and procedures of the Foundation, in particular, taking into account the code of conduct.

PROFESSIONAL REQUIREMENTS

• Higher legal education and/or administrative management (public administration and administration);
• Strong analytical skills and attention to detail;
• Proven ability to develop and produce quality knowledge products, including strategic and legal documents, etc.;
• Experience working with parliament and executive authorities of Ukraine will be a significant advantage;
• Experience or knowledge of humanitarian aid and development policy and research, as well as special knowledge and experience in working with the rights of IDPs and social protection will be a significant advantage;
• Excellent ability to communicate effectively in the Ukrainian language both orally and in writing,knowledge of the English language at a level sufficient for communication and work will be an advantage;
• Readiness for business trips within Ukraine;
• Cultural sensitivity and diplomacy;
• Treatment of all people fairly without favoritism;
• Compliance with all commitments regarding gender sensitivity and zero tolerance for sexual harassment;
