The Partnership for a Whole Ukraine-2 (PFRU-2) program is a multi-donor program financed by the governments of Canada, Estonia, Finland, Norway, Sweden, Switzerland and Great Britain. The goal of the project is to strengthen the resilience of Ukraine in the face of Russian aggression by providing critical support to local communities in cooperation with the Ukrainian government, civil society, mass media and the private sector.

The "Resilient Population" project is aimed at strengthening the resilience of Ukrainian society by creating an inclusive and favorable environment for the socio-economic integration of vulnerable population groups, in particular veterans, people with disabilities, internally displaced persons (IDPs), seniors, youth, and those facing mental health challenges.

The project's activities focus on expanding the access of vulnerable populations to quality and inclusive services and opportunities, as well as identifying and reducing barriers that prevent their integration into social, economic and public life of Ukraine.

Key responsibilities:

  • Providing advice to the management of the SN project on the development and implementation of activities in the field of supporting veterans in PFRU-2 target communities in order to improve access to quality services, employment opportunities, psychosocial support (PSPSP) and public participation.
  • Support of local self-government bodies in the development and implementation of local strategies for the reintegration of veterans and relevant action plans at the community level.
  • Identification of barriers that prevent the social, economic and public integration of veterans, as well as the preparation of relevant recommendations.
  • Participation in the preparation grant competitions and the selection of grantees from among civil society organizations.
  • Providing technical assistance and mentoring support to local grantees and service providers in order to adapt measures to the specific needs of veterans and their family members.
  • Forming a stakeholder map and building partnerships with relevant regional and local authorities, as well as other entities working in the field of veterans policy.
  • Documentation of lessons learned within the framework of the implementation of initiatives and grants of the SN project, with the aim of further improvement of programming, with further design in the form of reports and recommendations.
  • Presentation of project activities at national and local events with interested parties, meetings with representatives of other donor programs, thematic working groups and forums in the field of veteran support.

Required skills and qualifications:

  • Highereducation (master's degree) in the field of social policy, public administration, political science or related disciplines.
  • At least 7-10 years of professional experience in the field of veteran support policy formation, implementation of reintegration programs or provision of social services in Ukraine.
  • Experience in providing advice and expert support to government stakeholders and/or civil society organizations in the field of veteran support.
  • Strong analytical skills and strategic planning ability.
  • Understanding the current political, economic, social and cultural dynamics of Ukraine.
  • Ability to work effectively in a team.
  • Fluency in Ukrainian and English (oral and written).

 Location:

This is a part-time position (14-16 working days per month) in the office in Kyiv, with periodic business trips to the regions. Remote work is possible subject to management approval.

Subordination:

The Senior Adviser on Veteran Reintegration reports directly to the Director of the "Resilient Population" project and coordinates work with other by PSU team members as needed.

PFRU’s objective is to strengthen Ukraine’s resilience in the face of Russian aggression by delivering essential support to local communities in collaboration with the Ukrainian government, civil society, media and the private sector.

The Resilient Populations (RP) project aims to strengthen the resilience of Ukrainian society by creating an inclusive and supportive environment for the socio-economic integration of targetd population groups, including veterans, people with disabilities, internally displaced persons (IDPs), the elderly, youth and individuals experiencing mental health challenges.

The project’s activities focus on enhancing the access of vulnerable groups to quality and inclusive services and opportunities and on identifying and reducing barriers that hinder their integration into Ukraine’s social, economic and civic life.

Position Description:

The Senior Advisor on Veteran Reintegration (Advisor) will serve as the lead technical expert on socio-economic inclusion of veterans within the Resilient Populations (RP) project. The Advisor will guide the design, implementation, and monitoring of locally tailored interventions aimed at enhancing the access of veterans and their families in selected PFRU-2 hromadas to quality and inclusive services and opportunities and on identifying and reducing barriers that hinder their integration into Ukraine’s social, economic and civic life. The role will also focus on working primarily with local authorities and communities in selected PFRU-2 hromadas to design and deliver sustainable, needs-based solutions aligned with relevant national policies.

 Key Responsibilities:

  • Provide strategic advice to the RP project leadership on the identification and design of veteran-focused interventions in the PFRU-2 target hromadas, with the aim of enhancing veterans’ access to quality services, employment, psychosocial support (MHPSS), and civic engagement opportunities.
  • Support local authorities of the selected PFRU-2 hromadas in designing and implementing local veteran integration strategies and community-based action plans.
  • Identify local barriers preventing veterans from their integration into social, economic and civic life, and propose evidence-based, context-sensitive solutions that align with relevant policies.
  • Provide written inputs into the grant design and selection of civil society organisations.
  • Provide technical assistance and mentorship to local grantees and service providers in tailoring activities and services to the specific needs of veterans and their families.
  • Conduct stakeholder mapping and establish relationships with relevant regional and local authorities, and other actors involved in veteran affairs.
  • Draw lessons from the different initiatives and grants under the RP project and feed them into future programme planning in the form of lessons learned papers and recommendations.
  • Represent the project in national and local-level stakeholder meetings, donor meetings, thematic working groups, and forums on veteran policy.

 Required Skills and Qualifications:

  • Master’s degree in social policy, public administration, political science, or a related field.
  • At least 7–10 years of relevant experience in veteran policy, reintegration programmes, or social service delivery in Ukraine.
  • Experience in providing strategic advisory support and working directly with local authorities and/or civil society organisations on the implementation of public policy and service delivery in the sphere of veteran affairs.
  • Analytical thinking and strategic planning skills.
  • Understanding of Ukraine’s current political, economic, social, and cultural dynamics.
  • Ability to work effectively in a team (both in-person and remotely).
  • Fluency in Ukrainian and English (oral and written).

Location:

This is a part-time position (14-16 working days per month) in Kyiv, with frequent trips to regions. Occasional remote work is possible with managerial approval.
