Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the Security Officer is the primary contact for all security issues within the program providing a reference point and technical advice.
On a day-to-day basis this involves the monitoring of the overall security context primarily for Kharkiv (KHA) and Dnipro (DNI) and as well as in-country, conducting communication with national and international security actors and stakeholders to ensure the security of KHA and DNI Medair personnel and visitors. An important aspect of the role is mitigation and risk reduction through briefings, good analysis and trainings for local national and international staff, as per the need.
Project Overview:Medair is an international Christian humanitarian organization that provides emergency response to the most vulnerable people occurring amidst conflict, disease, and disaster to ensure their life in dignity and hope. It launched its activities in Ukraine in early March 2022 as a result of the escalation of Russian military actions in Ukraine. Medair has implemented numerous interventions in various sectors, such as Shelter, Health, Cash and NFI, Case Management, WASH, Mental Health. Medair teams are located in the East, North and West of Ukraine to ensure a multi-sectoral approach to assistance. We are looking for a qualified professional to join us in supporting vulnerable communities.
Major Duties and Responsibilities
Security
- Develop security assessments, providing technical support in analyzing context and security trends to develop an understanding of the issues that can affect safety and security across programming locations in Kharkiv, Dnipro, Donetsk and Zaporizhzhia.
- Together with the Senior Safety and Security Officer (SSSO) support the draft and introduce security SOPs and mitigation measures to be shared with Senior Management (in collaboration with CD/DCD and PCs)
- Support teams in conducting, risk, threat and vulnerability assessments.
- Brief teams on security in locations before program visits.
- Provide data in detail and analysis of incidents and reporting, together with mapping.
- Monitor, update and track the staff movement system tracking.
- Together with the SSSO, support teams writing andregularly reviewing location specific security plans.
- Contribute towards a positive and robust security culture in the programme, ensuring SOPs are respected and security of team and community members is considered and prioritised.

Communication
- Attend, as per the delegation and coordination with SSSO, locally and nationally convened security coordination meetings as appropriate, representing Medair as the security focal point for the programme
- Collate relevant security information from available sources and distribute to Medair the SSSO, staff as appropriate
- Support when needed the SSSO to provide regular security briefings, as appropriate, to the field management, other team members and visitors
- Proactively raise any issues, and observe and address areas of improvement within the security framework.
Training
- Support the SSSO on briefing for the new staff and visitors on relevant security issues, providing refresher training as required.
- Support the SSSO on the assistance to be provided to colleagues responsible for running the Medair base(s) (e.g. office premises, staff housing, field bases, etc.) to ensure the security of the compounds, providing training and coaching as required
Person Specification
Qualification / Experience
- Essential:
- Vocational qualification
- Security and safety training at officer level
- Post-qualification security experience, preferably in an NGO setting
- Good English (spoken and written) and fluent Ukrainian (spoken and written)
- Computer literate with good working knowledge of Microsoft Excel, Word and Outlook
- Desirable:
- University degree or relevant qualification in security in an insecure environment
- Security experience in an insecure environment

- Conduct security briefings for teams prior to site visits.

- Work with SSSO to support teams in writing and regularly review site-specific security plans.
