Main PurposeVIS (Volontariato Internazionale per lo Sviluppo) is an INGO committed to providing assistance to communities affected by conflict and crisis in Ukraine. As part of our operations in East Ukraine, we are seeking a qualified and experienced Safety and Security Officer to ensure the safety and security of our staff, facilities, and operations in the region. On a day-to-day basis, this involves monitoring and communicating relevant security information, collaborating with field and project managers to ensure the safety and security of all in-country VIS personnel and visitorsObjectiveThe Safety and Security Officer will be responsible for providing technical expertise, guidance, and support to ensure the safety and security of VIS personnel, assets, and operations in East Ukraine.TasksDevelop and implement security plans and procedures in coordination with the Country Representative/Program Coordinator and other relevant staff members. This can include the updating of the country specific risk management policies, security tree and other relevant security management tools, such as the evacuation/hibernation plan.Coordinate with CRSICON24 the external risk management company to effectively plan the mission of the mobile teams and enhance accessibility and security mitigation measures to operational areas.Consolidate existing and/or develop new security-related standard operating procedures, ensuring their usability and enforcement by relevant VIS team members.Provide technical support, as required, to the relevant staff during context and situational assessments to develop an understanding of security issues such as culture, ethnicity, politics, religion, economics, crime, and social issues.Provide security briefings and training to VIS personnel on security protocols, emergency procedures, and situational awareness.Monitor security incidents and provide timely and accurate reporting to the Country Representative/Program Coordinator and other relevant stakeholders.Conduct regular site visits to VIS offices, project sites, and accommodation facilities to assess security arrangements and identify areas for improvement.Assist in the development and implementation of crisis management plans and protocols.Ensure that safety and security equipment, such as communication devices, first aid kits, and emergency supplies, Personal Protection Equipment (PPE) are maintained in good working condition.Qualifications and Experience:Bachelor’s degree in a relevant field such as security management, international relations, or a related discipline.Minimum of 3 years of experience in security management, preferably in a humanitarian or development context.Knowledge of security risk assessment methodologies and tools.Familiarity with the security situation in East Ukraine and the ability to analyze and respond to security threats effectively.Strong communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders.Fluency in English and UkrainianValid driver’s license and willingness to travel to remote and insecure locations as required.Duration and Location:This is a full-time position based in Dnipro East Ukraine, with frequent travel to project sites and other locations within the region.The initial contract duration will be 9 months, with the possibility of extension based on performance and funding availability.Reporting to(Hierarchical): Country Representative/Program Coordinator(Technical): Humanitarian Expert/Global Security AdvisorConfidentiality:The Safety and Security Officer must maintain strict confidentiality regarding security-related information and ensure the security and integrity of VIS operations at all times.Amendment:These Terms of Reference may be amended or revised as necessary to meet the evolving needs of VIS operations in East Ukraine.
