POSITION DESCRIPTION
The Security Officer is responsible for the implementation of Tdh's security policy, including the assessment, analysis and proposal of all appropriate security and protection measures to ensureappropriate risk reduction and limit the impact of the incident on Tdh operations, personnel and goods.
He/she will ensure the availability of necessary security systems for all premises; formulates, reviews and ensures the implementation of security strategies and plans within the organization and beyond.
KEY RESPONSIBILITIES
Security Management:

- Ensure data collection, cross-checking and in-depth analysis of information related to security and defense in the country;
- Monitoring general movements of personnel and regularly briefing personnel on security their movement, especially during relocation;
- Collects information, analyzes the context and maintains contacts with various national and international partners (INSO, UN, NGOs, authorities, etc.) in connection with the Kyrgyz Republic;
- Trains staff (foreign and local) on their responsibilities and security process (e.g. drivers, foreigners, security guards, etc.);
- Assists advisor on risks and access in the daily analysis of the context and the decision-making process;
- Analyzes the geopolitical situation and develops possible scenarios of the development of events;
- In close cooperation with the direct manager, maintains communication and conducts negotiations with relevant government bodies, UN and NGO platforms, humanitarian organizations and other bodies to provide the organization with the necessary permissions to access the areas where the project will be implemented;
- Under the direction of the immediate supervisor, identify and train security coordinators at all project sites;
- Compile regular reports on access and security and update the relevant risk assessment in a specific area;
- Create a monitoring system for other relevant online security trainings and ensure that all scheduled trainings are carried out ;
Emergency and Security Plan: p>
- Under the direction of the immediate supervisor, provide assistance in reviewing the provisions of the emergency action plan, the security plan and implement all planned measures;
- Create contextual SOPs for each identified risk;
- Equip a hibernation room in the office and improve the security of the premises;
- Install a tracking system using SMS/App for each base;
- Coordinate monthly/weekly travel plan with logistics department;
- Review means of communication and communication practices in the representative office, make recommendations for changes and implement changes;
- Under the direction of the immediate supervisor, create an automated system and coordinate the responsibilities for the phone tree and contact list;
- Continuously assess the various roads used by the Tdh team from a security perspective;

- Provide advice and recommendations on the transportation provided in the weekly transportation plan;

REQUIREMENTS:
Education / Qualifications: Certified health and safety training (domestic and international) would be an advantage. p>
Work experience:
- 2 years of work experience in the field of office management, preferably in a non-governmental organization or public organization; previous experience in security, public sector would be an advantage.

ROLE DESCRIPTION
The Security Officer is responsible for the implementation of Tdh’s security policies, including evaluating, analyzing and proposing all the appropriate security and safety measures to guarantee a proper risk mitigation to be able to limit the impact of incidents on the Tdh operation, staff and goods.
S/he will ensure that necessary security systems are in place for all premises; formulate, revise, and ensure implementation of security strategies and plans within and outside the organization.
MAIN RESPONSIBILITIES
Security Management:
- Ensure data collection, crosschecking and in-depth analysis of information related to the security and safety within the area of responsibility; provide regular and ad hoc (if needed) formal reports to the Risk and Access Advisor;
- Monitor the overall staff movements and provide regular info to staff on the safety of their movement, especially when moving to the field;
- Gathers information, analyzes the context, and maintains contacts with the different national and international partners (INSO, UN, NGOs, authorities, etc.), maintain a documented security network;
- Keeps updated staff safety & security skills (expat and national) on their responsibilities and on security process (e.g.: drivers, expatriates, guards, etc.);
- Assist the Risk and Access Advisor in the day-to-day context analysis and decision-making process;
- Analyses the geopolitical situation and drafts possible scenarios;
- Improves and keeps up to date the security toolboxes;
- Reinforces the communication chain from decision-making process to its implementation;
- Analyses the political, social, economic, and security context and identifies key trends;
- Perform regular security assessments to all bases and field locations;
- In close collaboration with the line manager, liaise and negotiate with relevant government, UN & NGO platforms, humanitarian actors, and other bodies, to ensure the organization has necessary access permissions to the areas of implementation;
- Closely cooperate with relevant project partners to maintain access and safety of employees;
- As guided by the line manager, identify and train security focal points in all project sites;
- Establish SOPs and associated tools for security focal points and especially the monthly/weekly movement plans;
- Establish SOPs, and contacts and build security point skills in context analysis;
- Monitor the implementation of SOPs;
- Provide security related trainings to staff and Tdh partners;
- Exercise Contingency plan and other security relevant SOPs;
- Organise the training of staff in first aid and fire management;
- Establish a system to monitor INSO staff training and ensure that all pending training is done;

Contingency and security plan
- As guided by the line manager, assist in reviewing the contingency plan provisions and implement all pending actions;

Movement tracking and communication
- To establish the SMS/App’s tracking system for each base;

- Review means of communication and communication practices across the delegation, advise on alteration, and implement changes;
- As guided by the line manager, establish an automated system and agree on responsibilities regarding the phone tree and the contact list;
Fleet and movement management
- Constantly assess the different roads taken by Tdh team from a security perspective;
- Coordinate with the logistics department to collect information regarding movement of vehicles and teams;
- Provide advice and recommendations regarding movement forecasted in the weekly movement plan;
- For each road and movement define the security check procedure to be followed up by the team;
- Realize security checks with the different teams as defined in the weekly movement plan;
- Assess new roads as requested by other departments prior to team deployment;
- Provides regular training to drivers regarding security during movement;
Other
- Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy is always upheld;
- Ensure adherence to Tdh standards and quality requirements in all the project activities;
- Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures;
YOUR PROFILE
Education / Qualifications: Certified security and safety training (in and outside the country).
Experience:
- Minimum 2 year of experience in security management, preferably with an international or local organization;
- Strong interpersonal skills, and ability to interact effectively with all levels of staff;
- Excellent communication skills;
- Excellent record-keeping and documentation skills;
- Ability to do a critical assessment with limited information;
