Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 conflict-affected people in Ukraine and neighboring countries. We have provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency situations; grants for micro, small and medium businesses, as well as small to medium farming enterprises; and conducted large-scale information campaigns. Notably, nearly all our programming is delivered in partnership with Ukrainian, Polish, and Moldovan civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization. The humanitarian portfolio addresses the needs of conflict-affected people in the Eastern and Southern regions of Ukraine through multi-purpose cash assistance (MPCA), in-kind food and non-food assistance, and protection and psychosocial support.General Position SummaryWith backing from the Global Safeguarding Team, the Safeguarding Coordinator will drive the implementation of country-level safeguarding prevention initiatives. This involves fostering a comprehensive understanding of the global Mercy Corps Safeguarding Core Standards across various functions, while actively promoting ownership throughout the organization. Successfully integrating these standards demands focused effort, and the Coordinator will assume a pivotal role in facilitating collaboration among departments, enhancing accountability measures, and ensuring the integration of safeguarding principles in key areas.The Safeguarding Coordinator plays a crucial role in supporting key departments within the country office to establish a Safe, Diverse, and Inclusive environment. This commitment extends both internally within Mercy Corps and externally towards the communities we serve. Collaborating closely with relevant stakeholders, the Coordinator takes the lead in coordinating activities that align with the organizational commitments outlined in the strategy and the global Safeguarding Core Standards.Essential responsibilitiesTraining and Awareness RaisingWith support from the Mercy Corps Ukraine Response Leadership and technical support from the Regional Safeguarding Advisor, lead on the implementation of the Safeguarding Core standards roll our plans in all UA Response offices.Deliver safeguarding workshops and trainings as needed to enable teams and Safeguarding Focal Points to meet their shared responsibilities to mainstream safeguarding.Review, strengthen and tailor training material for teams, implementing partners and external stakeholders.Coordinate work closely with Safeguarding Focal Points and various departments according to the UA Response Safeguarding Work Plan. Ensure the work plan is up to date, coordinated and progress is monitored.Coordinate the support and monitoring team members’, partners’ and community members’ awareness of safeguarding and child safeguarding through collaboration with Human Resources, Program Performance and Quality (PAQ), Operations and program teams.Coordinate work with subaward teams and programs to assess partner safeguarding capacities, develop and support the delivery of partners action plans to increase their capacity to safeguard.Ensure the hiring and onboarding of short-term workers includes safeguarding; collaborate with relevant teams to ensure accountability.In coordination with the Community Accountability and Reporting Mechanism (CARM) and program teams work to ensure communities and program participants understand their rights and reporting options and build trust around response systems.Support the development of country and program level safeguarding risk analysis. Work closely with program teams to proactively identify program risks and implement realistic and practical mitigation measures.Provide ad hoc briefings to senior management on progress and ensure Leads are aware of key implementation challenges related to the Safeguarding Core Standards.Systems and ProcessesCoordinate and implement safeguarding baseline and end line assessments as well as lessons learned processes when requested in collaboration with the Regional Safeguarding Advisor, key teams in the UA Response, and Safeguarding Focal Points.Conduct internal advocacy to promote a safeguarding culture free of sexual exploitation, abuse harassment; ensure senior management is aware of Core Standard 4.Review and strengthen safeguarding systems within partner agencies when needed.Support teams to promote an organizational culture that is committed to protecting program participants and communities we work with from sexual exploitation, abuse, harm and trafficking in persons.Mentor Safeguarding Focal Points, share best practices and coordinate regular meetings with them to ensure consistency and quality in approach.Work with CARM teams and program teams to ensure safeguarding is integrated in CARM Information, Education and Communication (IEC) materials.Support internal investigations when requested and ensure confidentiality throughout.Program SupportSupport the UA Response program team with safeguarding technical input for proposals and program design as well as understanding and following guidance from Core Standard 5.Work closely with the program team when integrating safeguarding risks as part of a program or protection risk assessment.Ensure safeguarding risks have realistic mitigations in place with clear persons responsible in line with Core Standard 5 guidance.Support the delivery and commitment to mitigations related to safeguarding listed in the proposal risk assessment.Increase the capacity of MC partners to identify safeguarding risks, report them to MC’s independent reporting mechanism, the Integrity Hotline, and begin building a safeguarding framework within their own organizations.Survivor Response and SupportRaise awareness of staff on how to report safeguarding concerns to MC’s independent reporting mechanism, the Integrity Hotline, according to organizational policies.Maintain and update MC UA Response’s referral pathway (service map) as a resource for survivors and support a survivor-centered approach.Ensure safeguarding allegations are immediately reported to the Integrity Hotline and provide support for investigations when requested by the Ethics Team.EngagementParticipate in and represent Mercy Corps at relevant sector coordination mechanisms, including Clusters and PSEA networks.Collaborate closely with the Regional Safeguarding Advisor and the Global Safeguarding Team.Supervisory responsibilityReports Directly To: Country DirectorWorks Directly With: Director of Programs, Country Director, HR Director, Procurement, CARM, PAQ, Security, Protection and GESI, Regional Safeguarding Advisor and other key stakeholders.Accountability to Participants and StakeholdersMercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.Minimum qualification & transferable skillsHolds self-accountable for making decisions, managing resources efficiently, achieving and role modeling Mercy Corps values.At least a Bachelor’s degree in social work, Communications, Law, Education or relevant professional qualification.Minimum of 1-3 years of relevant work experience (in protection, safeguarding).Knowledgeable about safeguarding, child safeguarding or similar areas such as PSEAH or sexual misconduct, social work, protection or protection mainstreaming.Fluency in written and spoken Ukrainian; good knowledge of spoken English.Good data management, data analysis, computer literacy and excellent documentation and report writing skills.Experienced in working with senior managers across different departments and functions.Willingness to travel to and work in hard-to-reach areas.Diplomatic in their communication and able to speak confidently and sensitively to those who disagree with them.Experienced in design, facilitation and coordination of training and workshop, developing and implementing capacity building plans preferred.Experienced in conducting assessments and report writing, able to deliver results against timelines and priorities preferred.Success factorsThe successful candidate is an adaptable, opinionated, fast thinking, and experienced coordinator.
