Ensuring capacity building and technical support tothe security staff inrisk management matters.Support Head ofMission inmonitoring the compliance with INTERSOS risk management tools and procedures.Provides strategic advice toSenior Management Team onsecurity, staff safety and risk management.Ensure that structures and systems for access safety and security management are inplace and respected.Reporting to:Hierarchical:Head ofMissionFunctional: Security AdvisorTasksDesign ofmission security policies and strategiesLead onthe definition ofcountry risk management analysis with the aim toidentify risk treatment measure and contingency planning.Incoordination with Head ofMission and other departments lead the development and implementation ofRisk management Tools, Policy and Procedures.Ensure adeep and Strategic situational awareness ofthe mission staff members and partners.Collect regular data onsecurity incidents and humanitarian access impediments and provide analysis.Staff management and networkingParticipate inrecruitment ofstaffs, train and coach Security Manager and Security focal persons and officers inthe field.Ifneeded, support (field focal point, Field Security Officer, Logistics etc.) the mapping and gathering information/contacts critical infrastructures orcheckpoints.Support and train Field Security Officer, Security Managers, Field Security focal persons and relevant staff inadopted tools.Build network and liaise with members the security apparatus, military, different organizations, key individuals and other relevant actors involved insecurity atcountry level.Strengthen inter-agency communication. Identify and link with all the key individuals, stakeholders and other organizations with priorities to:NGO security-dedicated fora and other NGOs, both national and international (International NGO Safety Organization (INSO), European Interagency Security Forum (EISF), Saving Lives Together (SLT— framework for security collaboration between NGOs and the United Nations)UNagencies and their contact pointshost government security officials (military, police, other)community leaders and formal and informal leadersSupport communication onstandards and proceduresReview existing security coordination mechanisms for the operational bases and provide recommendations toimprove the flow ofexternal security informationAssess and enhance communication strategies implementing measures toimprove INTERSOS communications infrastructure.Inform international and national staffs about the security tools inplace inorder toguarantee ahigh level ofawareness.Upload safety and security documents, movement clearance, mailing lists and phone numbers onthe communication platforms onIMP inorder toguarantee the mission toshare information onlocal security contextsFacilitate the set-up ofclear communication channels within the missionDesign guidelines onthe information that can beshared, and the procedures tobefollowed upon reception ofinformationOrganize weekly and monthly briefing onaccess, safety and security, and provide context, safety and security briefing tonew staffsProvide country safety and security analysis onaweekly/biweekly bases depending onthe context.Incident and crisis managementEnsure CPPs and related SOPs are uptodate and inline with context and situation analysis.Ensure that contingency plan isinplace and known byall the staffs and drills are conducted regularly.Guarantee proper and timely support for incident and crisis management.Support Head ofMission indecision making and coordination with other third parties when neededEnsure that continuity plans are well defined and shared with the staffs inorder toensure aproper continuation ofmission activitiesProvide support tostaff members incase ofneed and replace the Head ofMission inhis absenceLead the Response incase ofincedents.RequirementsEducationUniversity Degree inrelevant field (Social Sciences, Psychology, Social Work, Human Rights, International Humanitarian Law orother fields related tosocial development and humanitarian work, security orrisk management)Master degree inhumanitarian studies orrisk management orother fields related desirableProfessional experienceMinimum offour years ofworking experience insecurity atcoordinator ormanager level incomplex humanitarian crisis.Professional requirementsGood understanding ofhumanitarian principles. practices and their applicationDesirable experience, based onevidence, ofhumanitarian negotiation (with national authorities, local authorities, non-state actors, military forces) and humanitarian access incomplex emergenciesPersonal requirementsGood interpersonal and ability towork inamulticultural teamTeamwork and communication skillsNetworking skillsAbility towork independently and incollaboration with remote technical supervisionCreativity, innovation and strategic thinking skillsAbility towork inremote field locationsPrevious military and law enforcement experience isnot requiredFirst Aid ToT trainerDesirable qualification incritical incident management.LanguagesProficiency inEnglishINTERSOS iscommitted tobuilding adiverse workforce bypromoting diversity inthe Organization, which will bring wealth and represent the organization inits differences; candidates must betreated equally when itcomes tothe selection process, criteria and inclusion.!!!
