The international charity fund Caritas of Ukraine is looking for a Sector Lead Expert Shelter to join its team.

Main duties:

  • Managing the daily implementation of all project activities, in particular: preparing for the winter period, carrying out humanitarian repairs of households and social infrastructure facilities, providing equipment for emergency situations and introducing sustainable energy equipment; providing cash assistance for housing rent.
  • Close cooperation with the head of the housing program in order to ensure the compliance of the interventions with the strategic goals of the program and the approved methodology.
  • Development and implementation of the necessary documentation for the implementation of the project, including evaluation systems, terms of reference/project plan, SOP or other methodological documents.
  • Participate in the development and standardization of work processes, data collection tools, reporting forms, quality monitoring, identifying lessons learned and implementing improvement initiatives.
  • Regular monitoring of facilities to ensure compliance with technical standards and requirements by engineers, contractors and service providers.
  • Organization and coordination of working groups with the project team by direction, participation in interprogramme meetings.
  • Development of detailed monthly/quarterly work plans and monitoring their implementation, coordinating with local Caritas offices.
  • Control of project budget implementation, conducting cost forecasting and timely informing management about the risks of cost overruns.
  • Managing the project team at the national office level, ensuring their proper workload and training.
  • Preparing terms of reference for procurement, participating in tender committees and supervising the execution of contracts with contractors.
  • Ensuring timely and high-quality reporting on donor indicators (via MEAL systems and upon request), including entering data into ActivityInfo and other cluster systems.
  • Performing the role of the main coordinatorfor local Caritas organizations on the implementation of Shelter activities in the project and promoting the complementarity of the provided assistance.
  • Analysis of operational constraints (access, logistics, procurement) and their escalation for further resolution.
  • Participation in Shelter Cluster coordination meetingsand interaction with other actors in order to coordinate actions and avoid duplication.

Requirements:

  • Higher education (project management, humanitarian affairs, construction).
  • Experience in project management, preferably in in the humanitarian or charitable sphere, in particular in the direction of Shelter/NFI, coordinating field teams, working with local partners, preparing reports and ensuring compliance with donor and internal procedures of the organization - from 3 years.
  • Knowledge of the basics of project management and project activities, technologies for successful implementation of project processes, principles of management, budgeting, monitoring and evaluation of projects.
  • Experience in budget management.
  • Knowledge of languages: Ukrainian - freehold; English - at a level sufficient for professional communication and working with documentation.
  • Basic understanding of humanitarian aid and Shelter Cluster standards.
  • Proficient PC skills (MS Office, Google Workspace), presentation skills (PowerPoint, Canva or others).
  • A driver's license and ability to drive a car will be an advantage.
  • Availability of written recommendations from a previous employer.
