OBJECTIVE OF THE POSITION:

The Safety and Security Manager assists the Regional Director in managing all aspects of Save the Children's (SC) organization Eastern Ukraine, including the creation, management and support of an effective security and defense system in this region. He/she will report to the Regional Director and liaise on technical matters with the Director of Safety and Security. The person in this position will ensure the development, implementation, monitoring and review of the security strategy for the Regional Office as per SC policies, standards and requirements. In addition, the Safety and Security Manager will coordinate and manage the security of all field units in this region and personnel Ddepartment of safety and security. The person holding this position must maintain an effective management system security  and to ensure that minimum standards are met safety and security in Save the Children's activities have always been observed in the operational areas, including the provision of support to partners. This will cover ongoing threat assessment and risks for the program / SC staff, as well as providing recommendations to management regarding risk management at the organization level.

Security and protection management:  

  • Management of Security and Protection Consultant and Expert and/or other Department of Security and Protection personnel - in accordance with the Development for Performance (D2P) process.   

  • Ensure compliance in the Regional Office with all Minimum Operating Standards and Standard Operating Procedures of Save the Children and promote them update if necessary. 

  • Ensure that, during emergencies, all necessary guidance and support is provided promptly, fully and in accordance with rules and principles, working closely with the Regional Director, Safety and Security Director (SSD) and Safety Contact Persons (SFP). 

  • Through the Director of Safety and Security, provide support to the Incident Management Team (IMT) in crisis situations, related to security; in the absence of the Safety and Security Director, be prepared to be involved in this process independently (especially at the Regional Office level, where the incumbent is expected to manage safety and security matters in coordination with the Regional Director). 

  •  

  • Ensure that all employees understand the overall safety and security plan for the country and agree to adhere to its policies and procedures. 

  • Monitor the state of the security environment, and adjust security policies and procedures accordingly. 

  • Conduct analysis and actively contribute to scenario-based planning as part of contingency and emergency preparedness planning. 

  • Responsible for updating the repository and online filing/archive systems. 

  • Review all relocation plans and provide information as needed. 

  • Ensure compliance by Regional Office staff with workplace health and safety policies.  

  • Responsible for the management of assets, equipment and supplies related to safety and security (including Personal Protective Equipment).

Evaluation and Analysis 

  • Develop triggers to scale security protocols upward as well as downward, providing appropriate input to the Director of Safety and Security.

  • Ensure incident report forms are properly completed and submitted in a timely manner. 

  • Perform event monitoring, analyze incidents and coordinate analysis, follow-up and recommendations (particularly when required by Regional Office staff and field staff).

  • Provide regular security updates to the Director of Safety and Security, including situational analysis, actions taken and recommended.

  • Provide written reports and oral presentations to the Director of Safety and Security. 

  • Make informed recommendations in the context of security assessments and reviews.

  • Evaluate the application of security policies and the level of vulnerability of objects; recommend changes to strengthen security. 

Ensuring the implementation of programs 

  • Conduct security assessments of program areas and site visits to potential program areas; report findings and develop necessary security improvement measures.

  • Responsible for facility installation verification and database maintenance with all fixed locations and service contract employees.

  • Contribute to project planning, budget forecasts and procurement planning (Department of Safety and Security budgets at the Regional Office level).

  • Provide support and advice on safety and security issues to regional managers, field managers and partner organizations. 

Communication and Learning 

  • Proactively report changes in context to support scenario-based planning. 

  • Regularly liaise with the UN, INSO, government, diplomatic and consular officials and, where possible, community leaders in the process of gathering and verifying security information.

  • Coordinate the collection and transfer of security information with other relevant entities; classify security information according to its reliability and accuracy. 

  • Participate in formal or informal security NGO networks/forums in the region to share information with other NGOs and obtaining access to security analyzes (if any), support the functioning of this forum. 

  • Maintain and review the incident reporting and mapping system; ensure regular access of all employees of the Regional Office in the East of Ukraine to up-to-date maps of incidents. 

  • Ensure appropriate systems are in place to effectively disseminate safety information and safety updates to staff. 

  • Coordinate and manage the proper use of telecommunications systems and alert the Director of Safety and Security of any disruption hardware systems. 

  • Ensure regular security meetings with relevant personnel

  • Develop and implement a safety training plan for all staff; develop and apply assessment processes to determine whether the required competencies have been acquired.

  • Build the capacity of the Department and security contacts to conduct threat assessments and visitor security briefings. 

  • Support and assist the Director of Safety and Security in his day-to-day duties. 

QUALIFICATIONS:

  • Bachelor's degree in a relevant field such as politics, economics, development and etc.

  • Minimum 4 years of progressive work experience in a non-profit organization within the framework of international humanitarian aid program(s)

  • Minimum 3 years of work experience in the field of security in international humanitarian, military or police structures. 

  • Advanced level of understanding of communication technologies.

  • Ability to build and manage relationships with personnel, community, government, military, NGOs. 

  • Excellent communication skills in English. both written and spoken, ability to succinctly explain complex situations

ROLE PURPOSE:

< em style="font-weight: 400">The Safety & Security Manager assists the Area Director in managing all Safety & Security aspects of SC in Eastern Ukraine, including in establishing, managing and maintaining an effective Safety and Security system in the Area. S/he will report to the Area Director and will have a technical link with the Safety & Security (S&S) Director. S/he will ensure that the security strategy for the Area Office is developed, implemented, monitored and reviewed; consistent with SC policies, standards and requirements. Additionally, the S&S Manager will enable security coordination and management of all field locations in the Area and S&S staff. The post holder will maintain an effective safety and security management system and ensures that all Save the Children minimum operating safety and security standards are always in place in all the operational areas – including providing support to partners. This will include the ongoing assessment of threats and risks to the SC program/staffd provision of advice to Management to manage organizational risk.

KEY AREAS OF ACCOUNTABILITY:

Safety and Security Management 

  • Management of Safety and Security Officer, Coordinator and/or other S&S staff – in line with D2P processes 
  •  Ensure the Area Office complies with all Save the Children S&S Minimum Operating Standards and Standard Operating Procedures and contribute to keeping these updated as needed.
  • Ensure that all required directions and support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Area Director, Safety and Security Director (SSD) and Security Focal Points (SFP).
  •  Through the SSD provide support to the Incident Management Team (IMT) for security-related crisis, in the absence of the SSD to be prepared to participate (especially at AO level, where the staff is expected to lead for S&S matters in coordination with the AD).
  •  Ensure the Safety and Security Strategy, Framework and Policies and Procedures are being applied in the Easter Ukraine Area Office. 
  •  Ensure that all staff understand the country-wide safety and security plan (SSMP) and agree to abide by its policies and procedures.
  • Monitor the security environment and adjust security policies and procedures accordingly.
  • Provide analysis, and actively contribute to scenario-based planning as part of contingency and emergency preparedness planning.
  • Responsible to keep repository and online filing systems / archive up to date. 
  • Review all field movement plans and provide inputs as needed.
  •  Ensure AO follow needed OHS policies
  • Responsible for assets, equipment and consumables related to S&S (including PPE) management.

Assessment and analysis

  • Develop triggers for escalation of security protocols, as well as de-escalation providing relevant information to the SSD.
  •  Ensure that incident report forms are properly compiled and submitted on time.
  • Monitor events, review incidents and coordinate analysis, follow-up actions and recommendations (including on an ad-hoc basis to staff in Area and Field Offices) 
  • Provide security update, which includes situational analysis, actions taken, and actions recommended to the SSD on a regular basis.
  • Submit written reports and verbal presentations to the SSD.
  •  Provide informed recommendations in the context of security assessments and reviews.
  • Assess application of security policies and level of vulnerability of facilities; recommend changes to enhance security.

Enabling Programme Operations

  • Undertake security assessments of and field missions to programme areas and potential programme areas, report on findings and design necessary improvements.
  •  Responsible to validate site identification and keep a data base with all static locations, and service contract workers
  • Provide inputs in project planning, budget forecasts and procurement planning (S&S budgets at AO level)
  • Provide safety and security support and advice to area, field managers and partner organizations.

Communication and training?

  • Pro-actively communicate changes in the context to support scenario-based planning
  •  Liaise on a regular basis with UN, INSO, government, diplomatic and consular officials and where possible community leaders in the process of gathering and verifying security information.
  •  Coordinate the gathering and flow of security information with other relevant actors; classify security information according to its reliability and accuracy.
  • Participate in formal or informal NGO security networks/forums in the area to share information with other NGOs, and gain access to security analyses (if available), support the functioning of this forum.
  •  Maintain and review incident reporting and mapping system; ensure that up to date incident maps are available for all Eastern Ukraine Area Office staff on a regular basis.
  •  Ensure that appropriate systems are in place to effectively disseminate security information and updates of the security system to staff.
  •  Coordinate and manage the proper use of telecommunications systems and alert the SSD to any hardware systems failures.
  •  Ensure that regular security meetings are conducted with relevant staff? 
  • Develop and implement security training plan for all staff; develop and apply evaluation processes to determine whether training competencies are met.
  •  Facilitate security management training with staff and visitors, and do monitoring visits in project locations
  • Build capacity of Department and SFPs to conduct threat assessments and security briefings for visitors.
  •  Support and backup the SSD in the day-to-day duties.

QUALIFICATIONS 

  • Bachelor’s degree in a relevant field such as politics, economics, development, etc. 
  • Minimum 4 years progressive non-profit work experience with international humanitarian assistance program/s
  •  Minimum 3 years security management experience in international humanitarian, military or police setting.
  • Advanced level understanding of communications technologies.
