Save the Children
Save the Children International— a humanitarian organization with more than 100 years of history. Save the Children was founded in May 1919 in London. SCI has been working in Ukraine since 2014. It started its work in the territory of Donetsk region. Currently, SCI is expanding its activities to eight cities of Ukraine, and Dnipro is one of them. We work in the areas of education, child protection, overcoming child poverty, health care, and also conduct advocacy activities related to the protection of children's rights.
POSITION OBJECTIVE:
The incumbent assists the Regional Director of the Eastern Regional Office, the Safety and Security Manager of the Eastern Regional Office and the Director of Safety and Security in maintaining an effective security and security management system to ensure ongoing compliance with all minimum safety standards for Save the Children activities in the regions covered by SCI activities. This will include the ongoing assessment of threats and risks to the SCI program / staff, as well as making recommendations to management regarding risk management at the organization level.
KEY AREAS OF RESPONSIBILITY:
As a member Eastern Regional Security and Defense Office teams, the Security and Defense Expert (in Dnipro) supports the development of an organization-wide culture that reflects SCI's mandate and values, promotes accountability and quality performance, and encourages teams to a culture of learning, creativity and innovation , and also provides an opportunity for the organization's employees to achieve significant results in the interests of children and provide high-quality services to the organization's members and donors.
ensures that Eastern Regional Office staff adhere to Standard Operating Procedures safety and security procedures, as well as security procedures.
fromensures that all necessary guidance and support is provided promptly, fully and in accordance with policies and procedures during emergency situations, working closely with the Safety and Security Manager of the Eastern regional office, an expert on security and defense in Kharkiv,Regional Director and Director of Safety and Security.
ensures the implementation of security and protection strategy, framework, policies and procedures in the Eastern Regional Office.
ensures that all Eastern Regional Office staff understand the overall country security plan and agree to adhere to its policies and procedures .
monitors the state of the security environment and adjusts security policies and procedures accordingly.
ensures the quality and relevance of regional and field security plans.
conducts reviews of policies and procedures; identifies opportunities to improve security; takes initiative in proposing ideas
provides safety and security planning, consultation and coaching of SCI staff on field trips to the country
develops and conducts regular security briefings and presentations for staff in English and Ukrainian.
Evaluation and analysis
Person in this role:
Ensures security risk assessments (SRA) are conducted for Eastern Regional Office locations and activities.
Oversees the assessment and implementation of risk mitigation measures in all areas where the Eastern Regional Office operates .
Ensures proper preparation and distribution of incident report forms by employees.
Tracks events, reviews incidents and coordinates analysis, follow-up and recommendations
Provides regular security updates to the Regional Director of Safety and Security, including situational analysis, actions taken and recommended.
Provides written reports and oral presentations to staff in the Eastern Regional Office.
Provides sound recommendations in the context of assessmentsand security reviews.
Evaluates the application of security policies and the level of vulnerability of facilities, including offices; recommends changes to enhance security and monitors such changes.
Oversees and supports field work practices in the context of security and safety risks, and warns the regional director if wrong decisions affect the organization of field trips or the perception of the organization.
Ensuring implementation programs
The individual in this position provides direct supervision and management of the safe movement of personnel, fleet management policies, proper equipment for security and communication in vehicles, and training of drivers in established procedures and necessary skills, as well as: p>
interacts with emergency response leadership to promote adoption and adherence to SCI safety and security policies and standards.
promotes the need for the Eastern Regional Office to adhere to minimum standards of professional training for all staff.
The Security and Defense Expert is a key person to help with security and defense elements and assessment needs for each program.
provides safety and security recommendations and supports action on security risks and protection, such as the winter period.
Communication and training
Maintain regular communication with security managers of international NGOs, the UN, INSO and the government in the process of gathering and verifying security information
Coordinate the collection and transmission of security information with other relevant entities; classify security information according to its reliability and accuracy.
Participate in formal or informal NGO security networks/forums in the regionsharing information with other NGOs and gaining access to security analyses.
Maintain and review the incident reporting and mapping system; ensure that all SCI employees have regular access to up-to-date incident maps.
Ensure appropriate systems are in place to effectively disseminate safety information and safety updates to staff.
Ensure regular security meetings are held with relevant personnel from all departments.
Contribute to the training of security management personnel in the regional office and at project locations.
Develop safety instructions and provide orientation for those joining the team or new hires

QUALIFICATIONS: p>
Fluency in Ukrainian, Russian and English
Minimum 1 year of security risk management experience in the region
