INTERSOS Ukraine is a division of the international humanitarian organization INTERSOS (Italy).

INTERSOS started working on the crisis in Ukraine from the very beginning of the conflict. Today, INTERSOS is present in Odesa, Mykolaiv, Kherson, Kharkiv regions with bases in Kyiv, Odesa, Mykolaiv, Kherson, Kharkiv, Dnipro, which provides a wide geographical coverage. INTERSOS is currently implementing projects in the fields of health care and social protection funded by UNHCR, SV, OCHA, GFFO, AICS and ECHO, which include several components: distribution of medicines to regional health departments and shelters, as well as equipment for clinics, work of mobile teams on social protection issues, creation of protection mechanisms at the community level, case management, psychosocial support, as well as distribution of material aid to vulnerable categories of the population, IDPs and households.

We invite you to the vacancy Security Manager, with business trips to Mykolaivsk and Khersonsk, Odesa region.

Location: Mykolaiv or Kherson.

Hierarchical leader: Head of the base

General purpose of the position

Under the direct supervision of the Head of the base The Security and Access Manager will implement humanitarian access and security management plans in line with the INTERSOS strategy and in accordance with humanitarian principles, humanitarian needs, duty of care and gender equality principles.

Main Responsibilities and Tasks

Security Management and security

  • Provide technical support to the INTERSOS office in Ukraine on all policies, procedures, guidelines and planning to ensure personnel safety, operational security and program continuity.
  • Ensure implementation of standard operating procedures and emergency action plan.
  • Evaluate, review and update hibernation and facility evacuation plans INTERSOS in Ukraine and also ensure that appropriate preparations are implemented and communicated to all involved staff.
  • Ensure accurate and up-to-date security/communication information is available in the local language to all personnel based in Ukraine.
  • Coordination of security and incident response activities.
  • Conduct security assessments and security of facilities and related procedures.
  • Provide support to the relevant department in determining needs in the field of securityand security and appropriate budget.

Humanitarian access

  • Provide technical assistance and advice on evaluations to consider new programs in new geographic areas, as well as regular evaluation reviews for existing locations.
  • Ensure that humanitarian access approaches are context-sensitive and inclusive comprehensive components of community engagement.
  • Be aware and ready to respond in accordance with contextual and situational changes.
  • Participate in the working group on issues of access to the mission with the provision of technical advice.
  • Coordinate with the relevant department the organization of trainings for relevant employees on issues of humanitarian access and conduct negotiations.

Monitoring, reporting and analysis

  • Continuously monitor available sources to collect, summarize and provide information, including incidents and trends related to humanitarian access and security.
  • Prepare and disseminate regular updates to senior and relevant staff in the field.
  • Ensure timely analysis of access on a territory basis based on program needs.
  • Compilation and submission of a monthly security report.

Candidate requirements

  • Master's degree in human rights, international humanitarian law or other related fields preferred
  • Minimum of two years of managerial experience in security in a humanitarian/rehabilitation context or relevant experience in protection, security and risk analysis would be an advantage
  • Good understanding and practical application of humanitarian security practices, procedures and principles
  • Evidence-based experience in humanitarian negotiations (with national authorities, local authorities, non-governmental actors, military forces) and ensuring humanitarian access in complex emergency situations
  • Experience in reporting and emergency response planning
  • Teamwork and communication skills
  • Communication skills
  • Ability to work independently and in cooperation with remote technical supervision
  • Creativity, innovativeness and strategic thinking skills
  • Ability to work in remote facility locations
  • No prior military or law enforcement experience required
  • English proficiency
