We provide assistance to victims of emergency situations, armed conflicts and natural disasters. First of all, we help the most vulnerable categories: children, women, the elderly, displaced persons who were forced to leave their homes and moved to safer places, as well as those who cannot leave dangerous regions and remain under constant threat.
< p>The INTERSOS emergency team is located in Vinnytsia, Poltava, Odesa, Dnipro, Kharkiv and is expanding its activities in Mykolaiv and Kherson.
INTERSOS Ukraine provides economic, humanitarian and medical assistance, provides psychological support, conducts educational activities, supplies medicines and equipment to medical institutions, provides shelter and provides basic needs of people. During the year of work in Ukraine, our team provided assistance to more than 100,000 people. Of these, 75,000 people were covered by protection, prevention and emergency aid programs. 3,000 medical consultations were conducted in remote regions not covered by the official health care system. 49 medical institutions received medicines, medical equipment and machinery.
We are opening a vacancy Security Manager in Odesa, with business trips to Mykolaiv and Kherson regions.
p>Under the direct supervision of the Head of Base, the Security and Access Manager will implement humanitarian access and security management plans in line with the INTERSOS strategy and in accordance with humanitarian principles, humanitarian needs, duty of care and gender equality principles.
Main Responsibilities and Tasks
Safety and Security Management
- Provide technical support to the INTERSOS office in Ukraine on all policies, procedures, guidelines and planning to ensure personnel safety, operational security, and program continuity.
- Ensure implementation of standard operating procedures and emergency response plan.
- Evaluate, review, and update INTERSOS facility hibernation and evacuation plans in Ukraine, as well as ensure that appropriate preparations are implemented and communicated to all involved staff.
- Ensure that accurate and up-to-date security/communication information is available in the local language to all personnel located in Ukraine.
- Coordination of security measures and incident response.
- Assessment of safety and security of bothcts and related procedures.
- Provide support to the relevant department in determining security and safety needs and the corresponding budget.
Humanitarian access strong>
- Provide technical assistance and advice on evaluations to consider new programs in new geographic locations, as well as regular evaluation reviews for existing locations.
- Ensure that approaches to humanitarian access were contextual and included comprehensive community engagement components.
- Be aware and ready to respond in accordance with contextual and situational changes.
- Participate in a working group on access to missions with the provision of technical advice.
- Coordinate with the specialized department the organization of trainings for relevant employees on issues of humanitarian access and negotiation.
Monitoring, reporting and analysis< /strong>
- Continuously monitor available sources to gather, summarize and report information, including incidents and trends related to humanitarian access and security.
- Prepare and disseminate regular updates to senior and relevant field personnel.
- Provide timely access analysis on a territory basis based on programmatic needs.
- Compilation and submission of monthly security report.
Requirements for the candidate
- It is desirable to have a master's degree in the field of human rights, international humanitarian law or other related fields
- Minimum two years experience as a security manager in a humanitarian/rehabilitation context or relevant experience in safety, security and risk analysis would be an advantage
- Good understanding and practical application of humanitarian security practices, procedures and principles
- Evidence-based experience of conducting humanitarian negotiations (with national authorities, local authorities, non-state actors, military forces) and securing humanitarian access in complex emergency situations
- Reporting experience and emergency response planning
- Teamwork and communication skills
- Communication skills
- Ability to work independently and in collaboration with remote technical supervision
- Creativity, innovation and strategic thinking skills
- Ability to work in remote facility locations
- No prior military or law enforcement experience required
- English proficiency language
