Organization "Man in Need" has been operating in Ukraine since the beginning of August 2014 and since then, humanitarian programs are expanding rapidly. At this time, "Lyudyna v bidi" is one of the main humanitarian organizations in Ukraine that provides neutral and independent humanitarian assistance to people affected by the conflict.

General information about the role of the employee:

  • Supervised by the immediate supervisor The Safeguarding and Security Specialist will support the mission in Ukraine in maintaining and implementing a safeguard mechanism across all PIN operations and activities, and promote and enforce safeguarding and accountability standards by PIN staff and partners, and support a safeguarding culture. 

  • The Safeguarding and Security Specialist will participate in internal administrative investigations to prevent and respond to breaches of safeguarding procedures using a survivor-focused approach under the supervision of a line manager and in accordance with the Guidelines regarding the PIN investigation. 

  • The safeguarding and security specialist will support the immediate supervisor in identifying trends and lessons learned during investigations to improve the mission protection system in Ukraine. 

  • The safeguarding and security specialist will support the security and access department in implementing a security management strategy in western Ukraine. 

General obligationsI and the duties of the employee:

Administrative investigations

  • Assists in conducting administrative investigations under the supervision immediate supervisor. Ensures all investigations comply with PIN guidelines, including documentation, interviews and reporting. 

  •  

     

  • Works with the investigative committee to determine if there are risks to the protection of anyone involved in the investigation and helps implement strategies to address those risks. 

  • Identifies and gathers documentary evidence and gathers reference materials related to investigations while ensuring accurate and comprehensive documentation of findings and recommendations. Assists in the analysis of investigation reports to identify trends and areas for improvement when necessary. 

  •  

    Consults with the Investigations Committee throughout the process as necessary. 

  • Cooperates with Compliance to ensure compliance of investigations with applicable law. 

  • Act as a liaison between the investigation committee and the rest of the organization (including external institutional stakeholders where applicable). 

  • Ensures compliance with PIN case management guidelines and a survivor-centred approach. 

  • Helps identify trends and lessons learned from investigations to improve security policies and procedures and their integration into PIN programs. 

Review and monitoring complaints  

  • Archiving and Record Keeping: Under direct supervision, submits incident reports to the online PIN case register and ensures proper archiving of all investigation related documents in accordance with the Privacy Policy and PIN data protection and PIN archiving rules. 

Protection

  • Follows key humanitarian standards and best international practices on protection, protection from sexual exploitation, violence and harassment and gender-based violence. 

  •  

    Ensures the availability and relevance of educational materials. 

  • Mentoring: Provides ongoing support to staff, particularly those involved in investigations or acting as safeguarding contacts. 

  • Distribution and Translation of Materials: Ensures that policies, procedures, and protection materials are disseminated and visible to all PIN offices.

  • Performs other tasks as assigned by immediate supervisor as appropriate to actual mission, program, and project needs. 

  •  

     

  • Coordination with relevant Program teams regarding security assessment of implementation zones and premises in western/central Ukraine. 

  • Maintenance of stocks of PEP sets. 

  • Conducting necessary inspections at the request of the Compliance department. 

  •  

Candidate requirements:

  • Education, certifications: relevant security/harm prevention certifications
  • Work experience: at least 2 years in the NGO sector
  • English level: Upper-intermediate

  • Desirable experience in conducting internal administrative investigations with a victim-centered approach
  • Knowledge and understanding of humanitarian principles, ethical norms, Core Humanitarian Standard, as well as international standards in the areas of safeguarding, PSEAH, countering gender-based violence and integration of protection measures
  • Ability to make balanced decisions in complex situations
  • Ability work under high stress and multitask
  • Ability to work effectively in a cross-team environment and work with cross-sectoral topics
