Required professional competencies and skills:

< ul>
  • Higher education in economics, social sciences, management or other related fields.
  • At least 3 years of experience in strategic planning, monitoring, and program management.
  • Experience in international organizations, reform or development projects with many stakeholders at the national and local levels.
  • In-depth understanding and experience implementing Results-Based Management (RBM) is a plus.
  • Ability to develop and implement tools for data collection, analysis, and program monitoring (questionnaires, interviews, focus groups, etc.).
  • Experience in developing strategic documents (conceptual notes, result frameworks, activity schedules).
  • Knowledge of risk assessment methodologies and the ability to apply them in project planning and execution.
  • Ability to interpret and synthesize data to formulate policies, strategies and recommendations.
  • Ability to work with program management systems (PDB2, ProDIGI).
  • Proficient in MS Office (Word, Excel, PowerPoint) with an emphasis on the development of high-quality visual materials.

  • Fluency in the Ukrainian language (oral and written literacy, experience working with official documents).

  • Professional command of the English language, especially strong writing skills.

  • Strong analytical and organizational skills.

  • Ability to work in a dynamic environment with tight deadlines.

  • Orientation on results, strategic thinking and the ability to communicate effectively in a team.

  • Share the values, goals and objectives of SOS, as well as commitment to humanitarian principles and internationalhumanitarian standards.
  • Main tasks and responsibilities:

    • Lead the development of tools, systems and structures to support the development of RBM systems and the continuous monitoring and evaluation of program results.
    • Develop research methodology for qualitative evaluation of program implementation.
    • Implement and monitor the implementation of relevant data collection and analysis tools, methodology (questionnaires, focus groups, interviews with key informants, etc.).

    • Ensure collection of lessons learned during monitoring visits (lessons learned).
    • Coordinate and support national and program management in the implementation of RBM according to international documents, monitoring progress.
    • Support program management and monitor the implementation of PDB2 and program management systems, such as ProDIGI, to ensure data quality .
    • Coordinate the development of national RBM and quality management activities during annual planning.
    • Provide technical expertise to national and program staff on the development and implementation of monitoring plans and relevant data collection tools.
    • Track risks that may affect the achievement of standard project results . 
    • Encourage, train and facilitate the implementation of RBM in grant and ERP projects.
    • Participate in the support of external project evaluations and social impact studies.
    • Provide technical expertise to support the development of key planning documents (including concept note, results framework, schedule activities).
    • Adjust and encourage the practice of lessons learned, support their consideration in strategic planning and organizational.
