The Red Cross Society of Ukraine (RCHU) announces a competition for the position of Regional Manager of the German Red Cross program in Volyn

Position Objective: The German Red Cross (GRC) as a partner national organization supports the Ukrainian Red Cross Society (URCS) in implementing programs for vulnerable populations through capacity building, program management, technical expertise and financial resources. GRC delegates assist URCS regional teams in program management, budgets, procurement and other processes. The GRC Program Manager will primarily support the GRC delegate (who does not speak Ukrainian) in communication with URCS management and local teams, will deal with translation, tender documentation and reporting. Over time, this role will transition to independent management of coordination and implementation of tasks in the region.

Main responsibilities:

• Support the NCC delegate and colleagues from the TCC in an effective implementation of the TCH programs, ensuring consistency of all activities and supporting functions with the strategy of the National Committee of the TCH and the requirements of the German Red Cross.
• Perform the role of the main contact person of the TCH on issues of strategic programming at the regional level (home care, active longevity clubs, PPPD, emergency response, first aid, rehabilitation, Bravo, Rapid Response Teams and others), promoting quality, integration, capacity building and learning.
• Represent the partnership between TCHU and NCH at the regional level, strengthening professional relationships, facilitating collaboration and ensuring a positive and consistent perception of the partnership.
• Provide interpretation and translation for the NCH delegate at regional meetings, discussions and program activities.
• Contribute to the development of program strategies, work plans and project documentation in close cooperation with key employees of the region (RO management, deputy chief accountant, logistics, HR and program teams).
• Ensure full compliance with the Basic Principles of the Red Cross and Red Crescent Movement in all coordination and executive processes.

Additional responsibilities:

• Supporting the financial delegate of the NCC in compliance with the procedures of the NCC and TCC, cooperation with the finance teams for the accuracy of the documents.
• Translation and verification of financial documentation, coordination of timely reporting.
• Assist program teams in budget planning, cost monitoring and forecasting.
• Support regional procurement coordinator and program teams in local procurement, planning, market evaluation and quality control.
• Participation in coordination meetings, control of decision implementation.
• Communication regarding international orders, tracking fortrimok, updates for TCHHU.
• Translation of key documents (tender, program), coordination of translator work, simultaneous translation at meetings.
• Understanding the progress of programs, participation in monitoring visits, providing recommendations for improving processes.
• Promoting integration between divisions, determining technical support needs.
• Review and feedback on proposals, reports and other documentation to improve quality and compliance with standards.

Requirements for the candidate:

• Higher education: diploma in English or equivalent professional qualification.
• Work experience in a humanitarian organization.
• Fluency in Ukrainian and English.
• Complete computer skills (MS Word, Excel, databases, e-mail, Outlook, Teams).
• Analytical skills and training experience, as well as the ability to support the preparation of qualitative and quantitative reports.

The GRC Program Manager will primarily support the non-Ukrainian-speaking delegate in communication with URCS leadership and local teams, handle translation, tender documentation, and reporting. Over time, this role will evolve to independently manage coordination and implementation within the region.

Essential Tasks:

• Support the GRC delegate and URCS counterparts in the effective implementation of URCS programmes, ensuring that all activities and support functions align with the requirements of the URCS National Committee Strategy and the German Red Cross.
• Act as the primary focal point for the German Red Cross on strategic programme-related communication at the regional level (Home-Based Care, Active Ageing Clubs, MHPSS, Disaster Management, First Aid, Rehabilitation, Bravo, ERT, other), promoting quality, integration, capacity-building, and learning.
• Represent the partnership between URCS and the German Red Cross at the regional level by fostering strong professional relationships, encouraging collaboration, and ensuring a consistent and positive image of the partnership in all interactions.
• Provide verbal and written translation to support effective communication for the GRC delegate during regional meetings, discussions, and programme-related engagements.
• Contribute to programme strategies, workplans, and project documentation in close coordination with key regional staff (RO leadership, Deputy Chief Accountant, Logistics, HR, and programme teams).
• Ensure full adherence to the Fundamental Principles of the Red Cross and Red Crescent Movement in all coordination and implementation tasks.

Additional Tasks:

• Support the GRC financial delegate in ensuring compliance with GRC and URCS procedures, collaborating with URCS finance teams for accurate documentation.
• Translate and review financial documents, coordinate timely reporting.
• Assist program teams with budget planning, expense monitoring, forecasting, and revisions.
• Support URCS procurement coordinator and program teams in local procurement, including planning, market assessment, and quality control.
• Participate in coordination meetings, ensure implementation of agreed decisions.
• Communicate on international orders, track delays, and provide updates in cooperation with GRC logistics coordinator.
• Lead translation of key documents (tender and program), coordinate part-time translator, and provide accurate interpretation during meetings.
• Understand program progress and challenges through monitoring visits; provide recommendations for improvement.
• Facilitate integration and coordination between program units, identify technical support needs.
• Review and give feedback on proposals, reports, and other program documents to ensure quality and compliance with GRC and URCS standards.
