Tasks and responsibilities of the Employee:
Programs:
- To ensure that all projects in the region are implemented in accordance with the national program and the rules and standards of the donors and Welthungerhilfe (WHH) Department of Financial Affairs inoffice in Kyiv).
- Identify needs in the assigned region, facilitate response to these needs or propose new options for interventions.
- Ensure the availability of all necessary support for project implementation (monitoring, logistics, financial administration).
- Actively participate in the development of proposals and strategies covering the assigned region, ensure the participation of the regional team and facilitate the participation of others stakeholders.
- Ensure proper compliance with monitoring, evaluation, accounting and professional development (MEAL) standards in the regional office.
Representation:
- Establish good relations with other international non-governmental organizations, volunteer groups, regional and local authorities; ensure proper coordination of activities and the establishment of WHH as the organization of assistance in the region.
- Represent WHH at OCHA general coordination meetings, regional level coordination meetings and all similar meetings in the southern regions. Report on them as needed to the head of the Branch and relevant employees.
- Actively participate in other regional forums and initiatives.
- Ensure proper reporting of all projects implemented in the specified region to clusters, as well as quality reporting to donors and head office.
Personnel management:
- Perform day-to-day supervision of staff in the assigned office.
- Perform cross-departmental coordination on projects and programs, security, finance, logistics and personnel management.
- Participate in regional office recruitment in coordination with their line managers or functional managers.
- Ensure safe and pleasant working conditions in the assigned office, promptly respond to staff needs. Communicate issues to the Branch manager and HR manager.
- Ensure that all regional office employees have a good understanding of the security policy.
- Identify highly motivated employees, support their potential development in coordination with the Branch manager, HR manager and the relevant functional manager.
Security Management:
- Act as the main security coordinator in the assigned region.
- Together with the Humanitarian Access and Security Manager (HASSM), the Branch Manager and the security department staff, participate in the development of security control plans in the region, etc.
- Coordinate closely with HASSM and the head of the Branch regarding the development of the security situation in the region, propose or, if necessary, take measures for the security of staff and visitors in the region.
Compliance, Logistics and Finance:
- In coordination with the relevant department heads, ensure that all financial and logistics procedures comply with internal and national procedures.
- Provide support to logistics, finance and other staff in their issues and tasks. Raise related issues with the appropriate department head.
- Contribute to safety and environmental awareness and adhere to all applicable safety and environmental procedures and regulations.
- Contribute and actively participate in quality improvement processes
- Follow labor discipline, health and safety regulations, fire safety requirements, industrial sanitation and occupational hygiene, safety and environmental protection rules and instructions.
Qualification requirements
- At least 2 years of work experience in non-governmental organizations.
- Work experience in Kharkiv is mandatory. Experience of working in Sumy is an added advantage.
- Experience of working in hard-to-reach areas of Ukraine is an advantage.
- Understanding the mechanisms of humanitarian aid coordination in Ukraine.
- Fluent command of the English language in spoken and written form.
- Ukrainian language (spoken and written) is native.
- Appropriate university or polytechnic education is additional an advantage
- In-depth knowledge of Microsoft Office programs.
