У відповідь на перебої в наданні послуг охорони здоров’я, викликані війною, та для задоволення нових потреб людей, спільнот і вразливих груп населення, включно з ВПО, Проект розробив активності в межах своїх п’яти компонентів, спрямовані на відновлення. У рамках реалізації заходів з відновлення Проект надасть гранти закладам охорони здоров’я, НУО чи іншим організаціям. Для сприяння реалізації заходів з відновлення регіональні координатори в кожному регіоні надаватимуть підтримку Проекту. Їхня роль полягатиме у організації кооперації та міждисциплінарного підходу до роботи, що сприятиме співпраці між місцевою владою, грантоодержувачами та менеджерами грантів Проекту. Регіональні координатори також регулярно відвідуватимуть ЗОЗ, забезпечуючи належне виконання заходів з відновлення на місцях. Крім того, регіональні координатори активно сприятимуть розвитку госпітальних округів та створенню спроможних мереж у своїх регіонах.Технічне завдання:Співпраця з представниками регіональної державної влади, уповноваженими взаємодіяти з Проектом, та координація діяльності на регіональному рівні.Координація процесу збору, верифікації та аналізу даних та регулярна підтримка ЗОЗ у відповідних питаннях.Підтримка команди Проекту в оцінці заявок на отримання грантів і комунікація із заявниками з метою перевірки та уточнення даних, якщо це необхідно.Підтримка постійного спілкування з заявниками та відвідування закладів на місцях з метою перевірки потреб зазначених в заявках, на вимогу Проektu. Close cooperation with the Project team to develop comprehensive documentation for reporting and monitoring the implementation of restoration measures, including the preparation of analytical materials, visual documentation and other necessary documentation. Ensuring the organization of meetings with grant recipients, regional local self-government bodies and the Project team. Providing technical support in the organization of activities to improve the qualifications of medical service providers. Participation in working meetings of the Project team. Timely execution of work and regular communication with the Project team regarding the state of implementation of current projects. If necessary, the implementation of other tasks of the Project related to recovery measures. Qualification requirements: Higher education in the field of health care, public governance and administration, management in the field of health care, health care financing i or a related field. Post-graduate education will be an advantage. At least five (5) years of management experience in the field of health care; experience of working in state structures will be an advantage. Experience of working with regional authorities and regional representatives who make decisions in the field of health care. Understanding of the Ukrainian health care system and the concept of its reform. Excellent knowledge of the organization of the health care system at the regional level levels. Understanding of the peculiarities of medical statistics in Ukraine, in particular, in-depth knowledge of the reporting system, including knowledge of the main statistical medical forms. Understanding of local needs in the restoration of the health care system and the restoration of the population's access to medical care. Experience in the analysis of the hospital sector and/or management hospital will be an advantage. Ability to work independently and in a team, perform tasks well, adhere to deadlines and prioritize tasks. Strong organizational and coordination skills. Fluency in written and spoken Ukrainian. Ability to be on business trips in the region up to 15% of working time. ENGDeloitte is seeking qualified candidates to serve as short-term Regional Coordinators to support the USAID Health Reform Support (HRS) at the regional level. In close cooperation with the Local State Representative authorized to coordinate HRS at the region, Regional Coordinators (1 position per region) are supposed to support the HRS team and coordinate activities at the regional level aimed at strengthening the capacity of local health systems to restore services and address community health needs. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:Improve health sector governance.Support the transformation of the healthcare financing model.Strengthen the health workforce.Enhance transparency, accountability and responsiveness of the health care system.Improve service delivery system at all levels.Background/Objective:Russia’s full-scale invasion of Ukraine and ongoing hostilities have caused massive challenges for the health system. In response to the disruption of health care services caused by the war and to address the emerging needs of people, communities, and vulnerable groups, including IDPs, USAID HRS designed restoration-focused activities across its five objectives. In frame of implementation restoration activities, USAID HRS will award grant healthcare facilities, NGO, or other organizations. In order to facilitate the implementation of restoration activities, regional coordinators in each region will provide support to USAID HRS. Their role will involve establishing a collaborative and multidisciplinary approach, fostering cooperation between local authorities, grant implementers, and HRS grant managers. Regional coordinators will also conduct regular site visits to healthcare facilities, ensuring the proper execution of the activities on-site.
