The escalation of the conflict in Ukraine after February 24, 2022 led to a new wave of internally displaced persons (IDPs). According to the Ministry of Reintegration of Ukraine, the number of IDPs as of September 2022 exceeds 8 million people.

In the framework of the project "Advocacy, protection and legal assistance to internally displaced persons in Ukraine" Fund implements the direction of work with places of compact residence of IDPs. Camp coordination and camp management (CCCM) is the name of standardized coordination mechanisms aimed at ensuring effective provision of services and protection of displaced persons in all types of settlements.

The CCCM Regional Coordinator role includes both strategic and operational coordination of the work of the Ministry of Internal Affairs and Communications in the region. Its main goal is to create a humanitarian space necessary for the effective provision of protection and assistance to displaced persons living in places of temporary residence in this project.

Duties and Responsibilities

  • Coordinate and monitor the activities of the regional team of specialists in MTP activities in the region;
  • Collaborate with other humanitarian organizations to contribute to the planning and evaluation of IDP cluster approaches to CCCM, ensuring broad dissemination of identified challenges, best practices and coverage of the urgent needs of IDP residents;
  • < li style="font-weight: 400">Establish and maintain relations with representatives of local self-government, which are relevant to the operation of the MTP and the provision of services to IDPs;
  • Contribute to the establishment/improvement of the monitoring and feedback system with service providers, including effective and accessible review systems complaints and consideration of identified problems, strengthening trust and legitimacy;
  • Coordinate the work of the team to support advocacy for the protection of the rights of IDPs at all levels, together with the Coordinator of the SSSM and other services of the Foundation, as well as with heads of clusters/sectors, authorities and protection agencies;< /li>
  • Timely prepare statistical and/or other reports on the general situation in MTP supported by the Foundation, for the Coordinator of the SSSM, donors, CCCM cluster, etc.;
  • Accordingly record feedback on the needs of the displaced population and gaps in the provision of protection.
  • Maintain information management system and monitor service delivery, including cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV), health, psychosocial support across all sectors in line with agreed guidelines , norms and indicators;
  • Perform other duties as needed;
  • Understanding and following the Code of Conduct and other policies of the Foundation.

Professional requirements

  • Higher education in social sciences, law, human rights, economics, international relations, business administration or other relevant fields;
  • Experience in management positions for at least 3 years;
  • Knowledge of MTP operation and understanding of MTP-based monitoring;
  • Excellent MS Office skills;
  • Understanding humanitarian principles and gender approach;
  • Attention to details, ability to work in difficult conditions;
  • Strong communication skills, autonomy in work, proactivity and flexibility;
  • Knowledge of the English language (level B1-B2) and experience working in an international environment will be an advantage.
