About the job 

The ICRC Communication Unit seeks a highly skilled and motivated Public Relations Officer to join our dynamic team in Kyiv. The Public Relations Officer serves as the primary focal point for all public communication activities within the delegation, working closely with management and the Communication/Prevention Manager. In this role, you will help shape the delegation’s messaging and content plans to strengthen its profile across media and public channels.

You will act as a spokesperson for the ICRC in Ukraine, engaging with local media and representing the organization in a professional and consistent manner. In addition, you will advise the delegation on communication opportunities, challenges, and strategies, and contribute to the implementation of public engagement and digital communication initiatives.

This role offers an exciting opportunity to play a central part in shaping how the ICRC is perceived, raising awareness of its humanitarian work, and ensuring that its messages reach the right audiences effectively.

Your Tasks and Responsibilities

  • Develop and implement the delegation’s public communication plan in coordination with management and global communication teams, ensuring consistency across field sub-structures
  • Promote the ICRC’s activities through strategic engagement with local media and maintain regular contacts with journalists, editors, and correspondents
  • Build, strengthen, and maintain a network of media and communication contacts to enhance the delegation’s visibility
  • Serve as a spokesperson for the ICRC in Ukraine, particularly with local media, representing the organization professionally and accurately
  • Organize and manage media events, press visits, and field trips, as required and feasible
  • Draft press releases, updates, and other public statements in coordination with the communication team, ensuring clear and consistent messaging
  • Oversee the production of communication materials and contribute to campaigns, tools, and initiatives that raise awareness of humanitarian issues
  • Monitor, evaluate, and report on the effectiveness and impact of public communication activities, suggesting improvements as needed
  • Provide guidance, coaching, and support on public communication to delegation staff, and contribute to internal and external reporting and planning processes

About you

To be successful as a Public Relations Officer in the Communication Unit, you should possess the following qualifications and experiences and have the following characteristics:  

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • University degree in Political Science, International Relations, Journalism, Communication, Public Relations, or a related field
  • Minimum of 5 years of professional experience in a communications-related role, including at least 2–3 years in media relations and content creation
  • Experience in a humanitarian organization is preferred; previous ICRC experience is an advantage
  • Excellent written and verbal communication skills in both English and Ukrainian
  • Proficiency in Microsoft Office and strong familiarity with digital communication tools and platforms
  • Strong public communication and interpersonal skills, with a solid understanding of the media landscape
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment

ПРО ПОСАДУ

Підрозділ МКЧХ із питань забруднення зброєю (WeC) шукає компетентного Менеджера з польового навчання та розвитку (Weapon Contamination Training & Development Field Manager) для роботи в Києві.  Ця посада відіграє ключову роль у зменшенні рівня забруднення зброєю та пом’якшенні його впливу на постраждалі громади. Керуючи процесами навчання й розвитку персоналу Делегації, Руху та національних партнерів, Менеджер з польового навчання та розвитку підрозділу з питань забруднення зброєю сприяє створенню безпечнішого середовища для проведення гуманітарних заходів із захисту та допомоги.

Окрім координації програм навчання та підвищення потенціалу, Менеджер з польового навчання та розвитку надає наставництво та консультування щодо стандартів WeC, зокрема у сферах технічного навчання, оцінки ризиків та підготовки документації PCP.

Посада має як внутрішній, так і зовнішній виміри, та спрямована на підвищення компетенцій персоналу WeC та підтримку навчальних ініціатив субделегацій у співпраці з Товариством Червоного Хреста України (ТЧХУ), Державною службою України з надзвичайних ситуацій (ДСНС), Державною спеціальною службою транспорту (ДССТ) та підрозділами з розмінування Національної поліції (EOD).

ВАШІ ОСНОВНІ ОБОВ’ЯЗКИ ТА ЗАВДАННЯ

  • Підтримка пріоритетів Делегації шляхом створення умов для безпечної діяльності МCRC in areas contaminated by explosive remnants of war
  • Training and mentoring for staff of the Delegation, the Movement and national partners on safe work in hazardous environments
  • Conducting risk assessments of weapons contamination and analysis of its impact on personnel and communities
  • Development, preparation and delivery of trainings and courses for trainers (Train-the-Trainer), including the creation of Training Management Plans Plans, TMPs)
  • Implementation and monitoring of the Quality Management System (QMS) to ensure uniform standards and continuous improvement
  • Execution of the duties of the Deputy Manager of Training and Development, coordination of interaction with the WeC units, Movement and national partners
  • Conducting needs assessments, providing technical mentoring, improving training materials and safety messages together with the Risk Awareness and Safer unit Behavior (RASB)
  • Preparation of reports, evaluation of training effectiveness and analysis of feedback for further improvement of operations
  • Participation in national and regional WeC forums, support of HEAT (Hostile Environment Awareness Training) exercises and deputizing for the Learning and Development Manager when required
