WeWorld Background:
WeWorld is an Italian INGO working across 27 countries globally and a member of ChildFund Alliance (CFA), with extensive experience in implementing multi-sectorial emergency responses (e.g., Syria, Palestine, Haiti, Mali, etc). In Ukraine, WeWorld has been providing multi-sectoral lifesaving assistance since March 2022 in Lvov, Kyiv, Kharkiv, Kherson, Mykolaiv, and Odessa oblasts, as well as in newly liberated areas along the frontline, leveraging existing partnerships and capacity to timely identify and respond to the most urgent humanitarian needs.
To further strengthen the quality of our programme delivery and our accountability to beneficiaries, WeWorld is seeking one Project Officer (PO) to support our WASH, SHELTER, and CASH programming primarily in the Southern regions of Ukraine.
The Public Health Officer will be based in in Kyiv or Mykolaiv with frequent travels to WeWorld’s intervention sites in these regions and other southern regions as requested. S/he will be supervised by the WeWorld Programme Manager based in Kyiv. The PHO will guarantee timely implementation of all WeWorld’s project activities in the Southern part of Ukraine and collaborate with both the Programme Manager and Project Manager on upholding adequate quality standards of programming. S/he will also be considered the focal point for WeWorld’s Southern team and represent WeWorld vis-a-vis local stakeholders and international actors.
Under the guidance of the WASH in Health Care Facilities and WASH FIT Working Group, in cooperation with the WeWorld WASH Expert and Staff, and under the supervision of the Program Manager, the Public Health Officer will be responsible to design/plan, establish and fine-tune a surveillance system of WASH in health facilities and their management. He/she will be responsible for collecting and analyzing data related to conditions and functioning of water and sanitation infrastructures and hygiene practices in health care facilities and hospitals, especially related to limits of the provision of adequate WASH services.
TASKS AND RESPONSIBILITIES ARE (NOT LIMITED TO)
- Support the WASH in Health Care Facilities and WASH FIT Working Group and the WASH Cluster (National and Regional level) on achieving its ToR’s scope and objectives.
- Collaborating with the Health Cluster to identify HCFs.
- Design, conduct and implement a detailed needs assessment of IPC and WASH needs/gaps in health institutions, focusing on main priorities water, sanitation and hygiene facilities and services, as well as water quality control
- Apply and facilitate the WASH FIT approach in the HCFs where WeWorld is currently working.
- Train the Weworld staff in WASH FIT approach and IPC standard and protocol and more generally WASH in Health topics in coordination with the local partner.
- Analyze the need assessment’s outcomes and results (especially form WASH FIT assessments), and develop full detailed reports of the findings, solutions and current and/or future perspectives;
- With the assistance of WeWorld technical Team, initiate a fast response to identified needs in selected health facilities, approaching both WASH in Health as a main components of the action;
- Establish a concurrent monitoring system and surveillance mechanism, in close coordination of key WASH actors; this will include, but not limited to, the definition of methodology, indicators, tools, applied procedures, data process, and workplan of the WASH in Health surveillance system;
- Establish/strengthen the SOP/mechanism of existing WASH FIT intervention, as well as standards and best practices from other countries, with clear definitions of roles and responsibilities, reinforcing of life-saving hygiene practices and maintaining overall cleanliness.
- Conduct and leads professional trainings to health workers to enhance their knowledge, skills and attitudes to adopt life-saving WASH practices;
- Design, organize and implement Health and Hygiene Awareness activities in target communities
- Design a response plan for Hygiene Kits in the target areas and communities. Supervise and monitoring of the distribution and local partner involved in the activity.
- Perform any other tasks assigned by line Managers.
MANAGEMENT RESPONSIBILITIES
- Direct responsibility for collaboration in the planning, implementation, and management of project activities, ensuring accurate and timely reporting according to WeWorld and donor timeframes and formats.
- Develop, supervise, and coordinate a project work plan, as well as detailed monthly activity plans (coordination with Program Manager, and departments).
- Implement and monitor approved project plan and track the progress of activities, ensure the collecting of program indicators, and provide on-time internal status reports and external donor reports.
- Provide timely field activity reports and data in line with WeWorld internal procedures.
- Maintain effective and active communication with all the stakeholders. Make sure that relevant and necessary information is transmitted to WeWorld Program Manager and teams.
- Ensure the communication flow of information (related to activities, coordination, security etc) with the Offices of WeWorld in Ukraine.
COORDINATION AND REPRESENTATION
- Representing the organization in humanitarian coordination meeting and with local authorities whenever requested by WeWorld Program Manager.
- Develop and maintain appropriate, regular, transparent, and supportive communication structures with the assigned project staff of WeWorld and the partners, as well as other relevant stakeholders, with the objective of ensuring good cooperation and partnership.
- Represent the organization with relevant actors and stakeholder in the area of operation especially with Local Authorities and HCFs manager and staff.
- Attend to Health and WASH cluster meetings on a regular basis.
REQUIRED KNOWLEDGE AND SKILLS
- Advanced University Degree in Medicine, Public Health, Engineering, Social Sciences or any other related field;
- An advanced academic or professional qualification in WASH/Health Facilities’. Management, and evidence of specific knowledge/ qualification WASH in Health would be a clear advantage.
- A minimum of 5 years post qualification experience in the health sector, working with government at the policy/ strategy level, in assessments, the development of policies, guidelines and frameworks and sector coordination mechanisms
- Computer skills, use of various Microsoft Office applications is desirous;
- Ability to collect, analyze, interpret and present data professionally;
- Valid driving license;
- Previous work experience with international NGOs will be preferred.
- Fluency in written and spoken English, Ukrainian and Russian languages
- Ability to work under pressure.
- Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Power point.
