Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI opened in 2022 a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine such as: protection, health, NFIs, WASH, AVR and strengthening and supporting inclusion, access to the services and the protection of the rights.
General Mission
Reporting to the Senior PM and under the overall guidance of the Area Manager, the Protection Project Manager contributes to the implementation of HI’s protection strategy in the area of operations. He or she is responsible for the implementation of his/her project which aims to address specifics needs of vulnerable persons.
He/she ensures the optimal management of resources allocated to his/her project, and coordinates with HI Logistics, Finance and Human Resources services for a timely and efficient assistance delivery. He/she regularly reports to the Senior PM and indirectly to the Area Manager, in coordination with the other relevant Managers and Specialists involved in HI’s strategy implementation in-country (i.e. Rehabilitation, Basic Needs, Health, MHPSS, other fields of expertise according to HI’s mandate and evolution of needs).
MISSIONS / RESPONSIBILITIES
1. Team management
1.1 Line-manages the project’s team members (Protection team in Kharkiv):
a. Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences.
1.2 Organizes and leads regular team meetings.
1.3 Manages the recruitment and selection of new team members/open positions.
1.4 Ensures strict application and respect of the program’s Internal Regulations by the project team.
2. Expertise: Mental health, psycho-social and physical rehabilitation support to beneficiaries and staff
2.1 Assessments: Leads the protection team in conducting Identification, Assessment, and Referral activities (IAR) in Kharkiv oblast.
2.2 Project Strategy: Identifies strategic priorities for protection interventions in coordination with the Senior PM, the Area Manager, Protection Specialist, and other HI sector PMs.
2.3 Technical Compliance: Ensures compliance with global technical standards and norms by communicating and involving the technical specialists and advisors with expertise in the project themes.
2.4 Coordination: Participates in the local sectorial meetings (remote/in-person) and organize bilateral meetings with other Health actors to identify gaps and priorities in the area of implementation.
3. Implementation and Monitoring:
3.1 Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures:
a. Ensures the planning of activities and establishes action plans;
b. Ensures that activities are implemented in line with the project proposal and the allocated budget;
c. Manages expenditures and ensures a follow up of budget lines for his/her activities;
d. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives;
e. Prepares and monitors partnership agreements with implementing partners and other potential partners;
f. Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project;
g. Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources.
3.2 Ensures project data management:
a. Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards;
b. Ensures that data related to the project is collected and compiled in the project database;
c. Carries out regular verifications and makes any necessary corrections in the activity database.
3.3 Ensures project reporting:
a. Monitors the achievement of results and indicators, as per the logical framework
b. Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box;
c. Reports regularly to the line manager;
d. Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project;
e. Guarantees the proper archiving of information and documents.
3.4 Prepares and steers project evaluation and capitalization:
a. Plans and monitors project evaluations;
b. Produces project capitalization and learning from experience material.
4. Influence & Communication:
a. Contributes to HI’s external influence by participating in relevant networks;
b. Communicates onthe project to partners, authorities and stakeholders when relevant;
c. Apply the internal communication guidelines and contribute to the communication Country strategy.
PROFILE SOUGHT
Qualification(s):
Experience:
2 years’ experience in Humanitarian sector
Preferable:
- Experience in Protection field and needs assessments is an additional asset.
- Good general computer skills (use of MS Office package, Internet, Skype)

Ukrainian fluent, good working knowledge of English.

Reporting to the Senior Project Manager and under the overall direction of the Regional Manager, the Protection Project Manager contributes to the implementation of HI's protection strategy in the organization's area of operation. He/she is responsible for the implementation of his/her project aimed at meeting the specific needs of vulnerable populations.
He/she ensures optimal management of resources allocated to his/her project and coordinates with HI's logistics, finance and HR services for timely and efficient providing assistance He/she reports regularly to the Senior Project Manager and indirectly to the Regional Manager, coordinating with other relevant managers and specialists involved in the implementation of the HI strategy in the country (e.g. rehabilitation, basic needs, health, PHCSP, other spheres of activitynity in accordance with the HI mandate and the evolution of needs).
TASKS/DUTIES
1 . Team management
1.1 The line manager manages the members of the project team (the Defense team in Kharkiv):
a. Sets individual tasks, evaluates individual efficiency, promotes professional and career development of team members, monitors competencies.
1.2 Organizes and conducts regular team meetings.
1.3 Manages the recruitment and selection of new team members/open positions.
1.4 Ensures strict application and compliance with the internal rules of the program by the project team.
2. Expertise: Mental health, psychosocial support, physical rehabilitation of beneficiaries and staff
2.1 Assessment: Leads the protection team during identification, assessment and referral (IAR) activities in Kharkiv Oblast.
2.2 Project Strategy: Defines strategic priorities for security activities in coordination with the Senior Project Manager, Regional Manager, Security Specialist and other leaders projects in the HI sector.
2.3 Technical Compliance: Ensures compliance with global technical standards and regulations by communicating and involving technical specialists and consultants with experience in project topics.
2.4 Coordination: Participates in local sectoral meetings (remote/face-to-face) and organizes bilateral meetings with other entities of the health care system to identify implementation gaps and priorities.
3. Implementation and monitoring
3.1 Ensures the implementation of the project in cooperation with the relevant services and in accordance with common standards and procedures:
a. Ensures activity planning and develops action plans;
b. Ensures the implementation of measures in accordance with the project proposal and the allocated budget;
c. Manages expenses and ensures control over the implementation of budget items for its activities;
d. Ensures implementation of measures accordinglyto internal quality standards and technical standards and, if necessary, suggests adjustments or improvements to achieve the set goals;
e. Prepares and monitors partnership agreements with implementing partners and other potential partners;
f. Ensures effective implementation and compliance with institutional policies (PSEA (Protection against Sexual Exploitation and Abuse), mandatory end-to-end approaches, etc.) in their project;
g. Coordinates and collaborates with relevant internal departments, especially logistics, RH, finance and technical resources.
3.2 Provides project data management:
a. Ensures that the project has appropriate data collection and management tools in accordance with global standards;
b. Ensures the collection of data related to the project and their entry into the project database;
c. Performs regular checks and makes any necessary corrections to the activity database.
3.3 Provides project reporting:
a. Ensures that the project has appropriate data collection and management tools in accordance with global standards;

REQUIRED COMPETENCES
Qualification:
First-level higher education (bachelor's degree or equivalent) in international development, humanitarian aid, human rights, project management or similar fields
- Master's degree in the same field preferred;
Experience:
- 2 years of experience in the humanitarian field
- Experience in protection and needs assessment is an added advantage.
- Good general computer skills (using MS Office, Internet, Skype)
Skills:
Fluent command of the Ukrainian language, good level of working English.
