The selected candidate will work on PSEAH/GESI with a coordinated approach. S/he will ensure that both PSEAH 2024-2025 GESI and Action Plans are implemented and will conduct a wide range of activities, as stated in the below requirements.In order to show the highest commitment and independence of PSEAH measures within the Multi-country Office, the PSEAH/GESI Officer (retainer) will be reporting to the MCO Director"PSEAH Technical support to UAMCOGESI Technical support to UAMCOCapacity building on PSEAH mattersPSEAH technical support to the Ukraine Country Office:In close collaboration with the PSEAH Focal Point of the Office, as well as with the Regional PSEAH focal point, execute the assigned activities of the PSEAH Action Plan for 2024-2025, from implementation to monitoring and reporting.In close collaboration with SMT, HR and HSSE teams provide the required analysis and technical guidance to Ukraine personnel in implementation of PSEAH prevention, risk mitigation, and put in place response measures during planning and project development, and programming.Develop, produce and facilitate the dissemination of PSEAH awareness communication materials to field offices, project sites as well as contractors/implementing partners, with support and guidance from the project team.Under the direction of HSSE Specialist, enact the establishment of a system to evaluate implementing partner/contractor interactions with beneficiaries and their capability to implement PSEAH measures, establishing a proper communication with HSSE and project teams, in order to receive guidance and feedback from all the relevant stakeholders.Provide the technical guidance to the project team in terms of the inclusion of PSEAH reporting modalities in new projects, as appropriate, while taking into consideration confidentiality criteria.Act as Focal Point for receiving complaints in close collaboration with PSEAH Focal Points.Develop services list for survivor services, and make referrals as needed. Support victims as needed. Identify best practices in PSEAH and facilitate the knowledge sharing at programme/office levelIn line with UNOPS policies and guidelines, the PSEAH/GESI Officer will perform various tasks and provide vital technical inputs to all activities pertaining to PSEAH/GESI in Ukraine and Moldova.GESI technical support to UAMCO:In close collaboration with the GESI Focal Point of the Office, as well as with the Regional GESI Focal Point, follow up on the implementation of activities as detailed in the GESI Action Plan for 2024-2025, from implementation to monitoring and reporting.Create, and keep updating, a context-specific factsheet/country profile on gender, using existing resources (UNCT, NGOs, academia) to help in rapid assessment of projects.Map current GESI mainstreaming initiatives in projects, identify strategic gaps, and make recommendations (projects such as restoring communities, mine action).Nurture a network of GESI Focal Points in Ukraine + Moldova to promote the exchange of ideas, coordinate the implementation of the Action Plans, and facilitate discussions around relevant issues.Identify gaps and training needs and support capacity building activities forall personnel, to strengthen their capacities to mainstream GESI in the design, planning, monitoring and implementation of projects.Support the roll-out of internal advocacy/sensibilization/awareness raising campaigns.Increase consultations with women led-organizations, sharing regular feedback and information on activities and projects.Reinforce in-country partnerships with UNCT and fellow UN Agencies through knowledge sharing as neededOrganize joint briefings/training sessions PSEAH/GESI to improve understanding of all personnel.Identify and share context-specific good practices and contribute to existing and emerging corporate initiatives (youth, disability, etc)Capacity building on PSEAH mattersSupport PSEAH Focal Points in country to train the UNOPS contractor/implementing partner staff , national and international UNOPS personnel and raise awareness of end beneficiaries (communities) on PSEAH upon request .Develop and conduct trainings for UNOPS and contractor/implementing partner staff on PSEAH including appropriate conduct and mandatory reporting obligations, with support and guidance from HQ and Supervisor.Develop and conduct awareness raising activities/sessions for local communities across the country on PSEAH and reporting pathways, with support and guidance from the HSSE team and SupervisorEducation/Experience/Language requirements:Education: Master’s degree with 2 years of relevant experience preferably in social work, social sciences, gender, international development, public management and administration or other relevant related field, ORBachelor’s degree with 4 years of relevant experience preferably in social work, social sciences, gender, international development, public management and administration or other relevant related fields is requiredExperience: Minimum two years of experience in any of the following areas (including a combination): prevention of sexual exploitation and abuse, gender, gender-based violence, sexual harassment, protection or workplace conduct is required.Minimum two years’ experience in developing and facilitating training and capacity-building activities is required.Familiarity with data protection and confidentiality measures is required.Understanding of the humanitarian sector is an advantage.Strong quantitative and qualitative data analysis skills are an advantage.Previous involvement with and knowledge of the UN system would be an advantage.Previous involvement with and/or experience working with government, international Non-Governmental Organizations and Local Civil Society Organizations in Ukraine is an advantage.Experience with google platform and tools (google docs, sheets etc.) is an advantageLanguage Requirement: Fluency in English and Ukrainian is requiredThink big.
