The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

GENERAL OBJECTIVE:

The Protection Coordinator is responsible for the development and implementation of the mission's operational Protection strategy and CASH programme as well as for the quality of current and future Protection programmes throughout the design, implementation monitoring and evaluation phases. S/he builds the capacity of the mission’s Protection department and provides technical support to the project teams. S/he represents PUI to the authorities, humanitarian actors and donors for the Protection sector. With all technical coordinators and the MEAL department, s/he provides technical support to ensure that protection mainstreaming principles are taken into account in all PUI interventions.

TASKS AND RESPONSIBILITIES:

  • Context analysis / Strategy / Development: S/he participates in the development of the operational strategy in Protection and contributes to the design of new relevant Protection interventions on the mission based on the identified Protection needs in the country, and in line with PUI Protection intervention framework. In coordination with the Protection team, s/he monitors Protection activities in the country and analyses their strengths and weaknesses.
  • Programmes quality: S/he provides technical support in his/her field of expertise to the programme teams and ensures the quality and effectiveness of the mission's Protection programmes. 
  • Representation / Coordination: S/he ensures PUI's external representation for the Protection sector to partners, donors, national authorities and local actors. S/he represents PUI in the Protection Cluster / Protection sector coordination group meetings. S/he contributes to the good information sharing within the Protection sector. 
  • Human Resources / Training: S/he provides technical support to the project teams and in particular to the Protection teams. S/he provides support to the project managers for the recruitment of technical staff in Protection. Working alongside the Head of Mission (HoM) and/or the Deputy HoM for Programs and the HQ Protection Advisor, s/he identifies key strengths, weaknesses, opportunities and gaps within Protection department. S/he supervises the content of Protection training and the quality of Protection activities on the basis of identified needs. 
  • Logistics and Administration: S/he ensures the teams under his/her responsibility follow logistic and administrative procedures and keeps the logistic and administrative departments informed of any relevant developments. 
  • Security: S/he contributes to the compliance with security rules on the missionand share all information related to security to his/her line manager and/or to the mission's security manager.

QUALIFICATIONS:

Required knowledge and skills:

Education: Master in humanitarian project management/ business school/political sciences/social sciences/ law or other related field

Desirable: Training in Quality process management such as URD (compas dynamique) or SPHERE

PROFESSIONAL EXPERIENCES:

Required:

  • At least 3 years in protection program management or a similar position in an international context
  • Experience in working in environments with protection threats required
  • Strong understanding of global protection principles and standards and relevant bodies of international law
  • Strong experience in protection mainstreaming and protection monitoring
  • Experience in managing CASH programs

Desirable:

  • Experience in working in war/conflict countries will be an added value, as well as experience in PSS, SGBV, Advocacy/ Human rights
  • Management of CVA programming 
  • Ability to work in unsafe situations

KNOWLEDGE AND SKILLS:

  • Excellent writing and speaking skills
  • Knowledge of project management and quality monitoring
  • Knowledge of donors (UN agencies, ECHO, EuropAid, OFDA, AAP, etc.)
  • Team management
  • Good and proven capacity to deliver trainings on protection
  • Good and proven public representation skills
  • Strong and proven capacity in diplomatically working among an integrated multi-cultural project team
  • Strong communication skills, ability to build trust and confidently navigate both internally and externally at different levels

GENERAL TASK:

The head of protection is responsible for the development and implementation of the protection strategy of the mission and the CASH program, as well as for the quality of current and future protection programs at all stages of their development, implementation, monitoring and evaluation. He/she develops the capacity of the protection department and provides technical support to the project teams. He/she represents PUI to authorities, humanitarian organizations and donors in the field of protection. Together with all technical coordinators and the MEAL department, he/she provides technical support to ensure that protection integration principles are taken into account in all PUI activities.

TASKS AND RESPONSIBILITIES:

  • Context Analysis / Strategy / Development Programmes: Participates in the development of protection strategy and contributes to the development of new relevant protection measures within missions based on the identified needs in the field of protection in the country and in accordance with the framework of measures for the protection of PUI. In coordination with the protection team, monitors the protection activities in the country and analyzes their strengths and weaknesses.
  • Program quality: Provides technical support in his area of competence to the teams implementing the programs and ensures the quality and effectiveness of the mission protection programs.
  • Representation / Coordination: He/she provides external representation of the PUI in the protection sector to partners, donors, national authorities and local subjects. He/she represents the PUI at the meetings of the coordination group of the defense cluster / defense sector. He/she facilitates effective information sharing in the defense sector.
  • Human Resources / Training: He/she provides technical support to project teams, particularly defense teams. He/she provides support to project managers in the selection of technical personnel for the protection department. Together with the Head of Mission (HoM) and/or Deputy Head of Mission for Programs and the HQ Defense Adviser, he/she identifies key strengths, weaknesses, opportunities and gaps in the Defense Department. He/she monitors the content of security training and the quality of security activities based on identified needs.
  • Logistics and administration: He/she ensures that the teams under his/her responsibility follow logistics and administrative procedures and informs logistics and administration of any relevant changes.
  • Security: He/she promotes security compliance and provides all information, related to security, to your immediate supervisor and/or information security manager.

QUALIFICATION REQUIREMENTS:

Knowledge and Skills Required:

  • Education: Masters in Humanitarian Project Management/Business School/Political Science/Social Science/Law or other related field
  • Preference: Management training quality processes, for example URD (compas dynamique) or SPHERE

PROFESSIONAL EXPERIENCE:

Mandatory requirements:

  • At least 3 years of work experience for positionsand head of a protection program or in a similar position in an international context
  • Experience of working in security-threatening environments
  • In-depth understanding of global protection principles and standards and relevant international law
  • Significant experience in protection integration and protection monitoring
  • Cash program management experience

Preferred experience:

  • Experience in countries, in a state of war/conflict would be an added advantage, as well as experience in the field of PSO, SSR, Advocacy/Human Rights
  • CVA Program Management
  • Ability to work in hazardous environments

KNOWLEDGE AND SKILLS:

  • Excellent writing and communication skills
  • Knowledge of project management and supervision qualities
  • Knowledge of donors (UN agencies, ECHO, EuropAid, OFDA, AAP, etc.)
