The "Assistance for Collective Centers and Essential Support Services" (ACCESS) project includes surveys, design, and rehabilitation works focusing on inclusive and accessible accommodation with protection and continuity of care for the most vulnerable groups, focusing on IDPs with low mobility.
2. Purpose of the Assignment
The Project & Quality Engineer Officer (PQEO) ensures systematic quality assurance and quality control (QA/QC) across all technical, operational, and service-delivery aspects of the project. The PQEO supports the Project Manager in monitoring adherence to standards, procedures, accessibility requirements, safeguarding principles, and donor compliance, while contributing to continuous improvement, partner capacity-building, and accountability to affected populations.
The role acts as a cross-cutting function, working closely with the engineering team (Contractor), protection/service teams, procurement, MEAL, finance, and implementing partners.
3. Key Responsibilities
A. Quality Assurance in Project Planning and Management
- Support the Project Manager in reviewing and validating work plans, procurement plans, rehabilitation schedules, and partner implementation plans for quality, feasibility, and compliance.
- Ensure that planning documents integrate national regulations, environmental safeguards, accessibility standards, and organizational policies.
- Monitor progress against indicators and verify the quality of inputs to project tracking tools, budgets, and reports.
- Participate in needs assessments, site surveys, and analysis of technical and service-delivery gaps, ensuring methodological quality and proper documentation.
- Ensure quality and compliance in the development of training and capacity-strengthening plans for partners and local authorities.
B. Technical Quality Control of Infrastructure Interventions
- Conduct regular quality inspections of renovation works, adherence to specifications, and contractor performance.
- Verify that all BoQs, technical designs, and cost estimates meet quality standards and integrate universal accessibility requirements as per Ukrainian legislation.
- Monitor construction/rehabilitation sites for safety, occupational health standards compliance, and riskmitigation measures.
- Maintain checklists, QA/QC protocols, and site monitoring tools; ensure deviations are documented and corrective actions are implemented.
- Support the Project Manager in validating handover procedures and ensure that renovated sites meet all acceptance criteria.
C. Coordination, Capacity Building, and Liaison
- Work with local authorities, site management, and community representatives to ensure quality standards are understood and incorporated into planning.
- Coordinate with sector clusters (CCCM, Shelter/NFI, Protection, Health and the Project CCCM LO) on technical guidelines, accessibility standards, and best practices.
- Provide guidance to contractors, technical teams, and partners on compliance requirements and quality benchmarks.
- Contribute to technical and operational training for NGO staff and partner organizations.
D. Documentation, Reporting, and Data Quality
- Maintain complete and organized records of quality assessments, compliance checklists, monitoring reports, design reviews, and corrective action plans.
- Contribute high-quality inputs to monthly progress reports, donor reports, and internal documentation.
- Validate the accuracy, completeness, and timeliness of field data, site documentation, and supporting evidence.
- Monitor adherence to document-control procedures and filing requirements.
E. Risk Management, Safeguards, and Compliance Monitoring
- Identify and report risks in technical designs, construction works, service workflows, procurement procedures, or partner activities.
- Monitor compliance with environmental and social safeguards, accessibility norms, safety regulations, and donor requirements.
- Ensure transparency and integrity in all stages of procurement and implementation through systematic compliance checks.
- Support internal and external audits by providing quality-assured documentation and evidence.
- Flag non-conformities and follow up with the Project Manager and the Head of Projects & Mine Action (in PM absence) on corrective actions.
4. Deliverables
- Quality assurance frameworks, checklists, and monitoring tools for infrastructure and service-delivery components.
- Regular site quality assessment reports, including photos, findings, and corrective recommendations.
- Verified and quality-checked technical documentation (BoQs, designs, acceptance protocols, handover documents).
- Quality review reports of protection and essential services implementation by partners.
- Updated risk registers and compliance monitoring reports.
- Contributions to monthly progress reports, donor reports, and lessons learned documentation.
- Final consolidated QA/QC report for completed rehabilitated facilities and service-delivery achievements.
5. Qualifications and Experience
Essential:
- University degree in engineering, architecture, construction management, quality management, humanitarian project management, or a related field.
- Minimum 3–5 years of experience in quality assurance/quality control in construction, infrastructure, humanitarian assistance, or relevant fields.
- Proven experience working with Ukrainian building codes, accessibility standards, and occupational health and safety requirements.
- Experience working in humanitarian or development projects, preferably with IDPs or vulnerable populations.
- Strong analytical skills, attention to detail, and ability to identify risks and non-conformities.
- Excellent documentation, reporting, and communication skills.
- Ability to travel frequently to field sites, including in environments affected by conflict.
Desirable:
- Experience with donor-funded projects (e.g., EU, UN, USAID).
- Knowledge of humanitarian standards such as Sphere, protection mainstreaming, and Accountability to Affected Populations (AAP).
- Experience in partner capacity building and training.
- Familiarity with Clusters coordination systems in Ukraine.

2. Job Purpose
The Design and Quality Assurance Specialist (PQEO) provides systematic quality assurance and quality control (QA/QC) across all technical, operational, and service delivery aspects of a project. The PQEO supports the Project Manager in monitoring compliance with standards, procedures, accessibility requirements, safeguarding principles and donor requirements, while facilitating continuous improvement, partner capacity building and accountability to the affected population. The role is cross-functional and involves working closely with the engineering team (contractor), defense/service delivery teams, procurement, MEAL, finance and implementation partners.
3. Key duties
A. Quality assurance in project planning and management
- Supporting the Project Manager in checking and validating work plans, procurement plans, rehabilitation schedules and partner implementation plans for quality, feasibility and compliance.

- Verification of all details of the scope of work (BoQs), technical projects and cost estimates for compliance with quality standards and universal accessibility requirements in accordance with Ukrainian legislation.
- Monitoring of construction/rehabilitation sites for compliance with safety, occupational health and safety standards risk minimization measures.
- Maintenance of checklists, QA/QC protocols and facility monitoring tools; ensuring the documentation of deviations and the implementation of corrective actions.
- Supporting the Project Manager in the validation of the procedures for the transfer of objects and ensuring the compliance of the repaired areas with all acceptance criteria.
C. Coordination, capacity building and engagement
- Working with local authorities, facility management and community representatives to ensure understanding and consideration of quality standards in planning.
- Coordinating with industry clusters (CCCM, Shelter/NFI, Protection, Health and CCCM LO project) on technical guidelines, accessibility standards and best practices.
- Providing guidance contractors, technical teams and partners regarding compliance requirements and quality criteria.
- Promoting technical and operational training of NGO and partner organization personnel.
D. Documentation, Reporting, and Data Quality
- Maintain complete and organized records of quality assessments, compliance checklists, monitoring reports, project reviews, and corrective action plans.
- Prepare quality materials for monthly progress reports, donor reports, and internal documentation.
- Validate accuracy, completeness, and timeliness of field data, documentation objects and supporting evidence.
- Monitoring compliance with document control procedures and archiving requirements.
E. Risk management, safeguards and compliance monitoring
- Identifying and reporting risks in technical projects, construction works, service delivery workflows, procurement procedures or partner activities.
- Monitoring compliance with environmental and social safeguards, accessibility standards, safety regulations and donor requirements.
- Ensuring transparency and integrity at all stages of procurement and implementation through systematic audits compliance.
- Supporting internal and external audits by providing quality certified documentation and evidence.
- Fixing non-conformities and monitoring the implementation of corrective actions together with the Project Manager and the Head of Projects and Mine Action (in the absence of PM).
