emergency response and under the general direction of the Multi-Sector Project Manager, the Emergency Response Project Specialist is responsible for the provision and implementation of cash and voucher programs, as well as non-food items (NFP), and providing support to the Manager in the implementation of emergency response mission projects in conjunction with other technical senior project specialists.
The duties of this position include conducting needs assessments, distribution of aid and reporting at the local level. He/she will work in various eastern regions of Ukraine to deploy PUI emergency response measures. TASKS AND RESPONSIBILITIES
- Implementation of projects
- Participate in the preparation of the distribution of multi-purpose cash assistance, vouchers and NPT, performing various task according to the discussions with the Senior Specialist of the emergency response projects (conclusion of contracts for the provision of a charitable donation, registration of beneficiaries, provision of quality supplies, etc.).
- Implement emergency response activities of PUI in various regions in the east of Ukraine.
- Ensure compliance with PUI strategies and methodologies at the local level by implementing and following existing SOPs and recommendations;
- Provide support to project management assistants and develop their professional skills.
- PUI Hotline Feedback Mechanism: Ensure case follow-up by communicating with beneficiaries and accurately report to the database the necessary follow-up steps.
- Ensure compliance with security policies and immediately report to the Team Leader and Information Security Systems Manager of any incidents.
- Assessment
- Conduct needs assessment using various methods (key informant interviews, focus group discussions) and provide reporting.
- Analyze the results of the evaluation and propose options for action in accordance with the program strategy of the PUI.
- Dolparticipate in monitoring activities, satisfaction surveys, and final evaluations to determine the results of emergency response projects.
- Reporting
- Report delays, problems, or other relevant information to the Senior Emergency Response Project Specialist.
- Report on the progress of emergency response projects emergency situation daily and weekly to Senior Emergency Response Project Specialist.
- Participate in weekly team meetings.
- Collect data for internal and external reporting and ensure compliance with Senior Emergency Response Project Specialist recommendations and donor requirements.
- Communication and follow-up Actions
- Participate in fieldwork and respond to beneficiary inquiries with a good knowledge of the necessary information.
- Ensure referral of cases that require this in accordance with the internal referral mechanism of the PUI.
- Communicate local PUI policies as needed.
- Report complaints received from beneficiaries, following the principles transparency.
- Maintain regular communication with beneficiaries
- QUALIFICATION REQUIREMENTS
Education:Certificate of secondary or complete secondary general education or bachelor’s degree.- Experience work: Previous experience in volunteering/humanitarian sector preferred.
Knowledge of languages: Fluency in Ukrainian and Russian, good command of English is mandatory.
Knowledge and Skills: Teamwork, listening, initiative, critical thinking, ability to process large amounts of information, organizational and planning skills, excellent communication skills, interpersonal skills and conflict resolution skills.
PC skills: Strong knowledge of the Microsoft Office suite (with a focus on Excel and Word), data processing and Outlook skills.

Under the direct supervision of the Emergency Deputy Project Manager and the overall supervision of the Multisectoral Project Manager, the Emergency Project Officer is in charge of ensuring and implementing Cash, Voucher and Non-Food Items (NFI) programming and supporting the manager in the implementation of Mission emergency projects in coordination with the other technical DPMs. She/He will be in charge of the needs assessment, the distribution of assistance and the reporting at field level. She/He will work across various areas of East Ukraine to deploy PUI's emergency response. NFI assistance, completing various tasks as discussed with the Emergency Deputy Project Manager (preparation of donation agreements, registration of beneficiaries, ensure qualitative delivery etc.).
To implement PUI’s emergency activities across various areas in East Ukraine.
- Ensure compliance with PUI’s strategies and methodologies at field level, following and adhere to available SoPs and Guidelines.
- To support and build capacities of Project Assistants, if any.
- In relation to PUI hotline mechanism, ensure the case follow-up with the beneficiaries by phone, and report correctly in the database the needed follow up action.
- Ensure respect of security rules and report immediately to the team leader and security manager any accident happening. support in drafting reports.
- To analyze assessment results and suggest actions in-line with PUI programming.
- To be involved in monitoring activities, satisfaction survey and final assessment to measure outcomes of PUI emergency activities.
- Reporting
- To report any delay, problem or other relevant information to the Emergency Deputy Project Manager.
- Emergency activities on a daily and weekly basis to the Emergency Deputy Project Manager.
- To attend and contribute to Weekly Team Meeting.
- To collect and ensure compliant data for internal and external reporting as per the Emergency Deputy Project Manager guidance and in-line with donors’ requirements.
- Communication & Follow-up
- To participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information.
- Ensure referral of cases in need following PUI internal referral mechanism.
Communicate PUI’s policies at field level when needed.
- Report complaints received from beneficiaries and be transparent with them.
- Follow up with regular communication with the beneficiaries.
QUALIFICATIONS
Education Degree: Secondary Education or School Certificate or Bachelor’s Degree.
Work experience: previous engagements in volunteering/humanitarian sector is desired.
Language skills: Fluent in Ukrainian and Russian, good level in English is mandatory.
Knowledge & skills: Team player, good listener, proactive, good critical thinking; ability to synthesis a wide scope of information, solid organizational and planning skills, excellent communication as well as conflict resolution skills.
Computer skills: comfortable is using Microsoft Office (with focus on Excel and Word), data treatment and Outlook
