APOPO is an award-winning Belgian NGO established in 1997 and currently operating in 11 countries. APOPO’s mission is to protect the people and the planet using scent detection animals. The organization trains and deploys rats and dogs in humanitarian missions such as the detection of explosives, diseases, illegal trafficking and search & rescue. APOPO currently has over 300 operational animals, most of which are working in Mine Action, which makes it the largest animal detection operator in the sector.
About APOPO in Ukraine:
Since the Russian invasion of 24th February, Ukraine has been severely affected by landmines, cluster munitions and other explosive remnants of war. The scale of the conflict and the use of high impact and indiscriminate weapons requires an urgent and extensive response. APOPO aims to accelerate the reduction of suspected hazardous areas in Ukraine using its Technical Survey Dog Teams. APOPO is preparing to launch a major Capacity Building Mine Action project in Ukraine. To support this fast-moving and high-impact program, we are searching a Project Officer MEAL.
ABOUT THE ROLE:
The Project Officer MEAL is responsible for supporting the design, implementation, and coordination of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities to ensure project quality, effectiveness, accountability to affected populations, and evidence-based decision-making.
KEY RESPONSIBILITIES
- 1. Monitoring & Evaluation
- · Support the development and implementation of MEAL plans, frameworks, and indicators aligned with project objectives and donor requirements.
- · Collect, verify, and analyse quantitative and qualitative data using appropriate tools and methodologies.
- · Conduct routine monitoring visits to project sites to track progress, outputs, and outcomes.
- · Ensure timely and accurate reporting of MEAL data to project management.
- · Support baseline, midline, and endline assessments, evaluations, and surveys.
- 2. Data Management & Reporting
- · Maintain MEAL databases, dashboards, and information systems.
- · Ensure data quality, integrity, and compliance with data protection and ethical standards.
- · Contribute to donor reports, internal reports.
- · Support visualisation and presentation of MEAL data for decision-making.
- 3. Capacity Building & Coordination
- · Provide MEAL-related technical support and coaching to project staff and partners.
- · Coordinate with progect, finance, and operations teams to integrate MEAL into project implementation.
- · Support partner organisations in strengthening MEAL systems and practices.
- 4. Compliance & Quality Assurance
- · Ensure compliance with organisational MEAL standards, donor guidelines, and international best practices.
- · Support internal audits, evaluations, and assessments as required.
- 5. General APOPO Responsibilities
- · Adhere to APOPO’s Code of Ethics and Professional Conduct.
- · Promote APOPO’s mission, values, and reputation in all activities.
REQUIRED QUALIFICATIONS & EXPERIENCE & SKILLS
- · Bachelor’s degree in Social Sciences, Development Studies, Statistics, Economics, Public Health, or a related field (Master’s degree is an asset).
- · Minimum 2–3 years of experience in MEAL, monitoring and evaluation, or research in humanitarian or development programs.
- · Experience working with donor-funded projects (e.g., UN, EU, USAID, DFID) is an advantage.
- · Strong knowledge of MEAL tools, indicators, and data collection methodologies.
- · Experience with data collection platforms (e.g., Kobo, ODK, CommCare).
- · Ability to analyse and interpret data using Excel, Power BI, SPSS, or similar tools.
- · Strong report-writing and analytical skills.
- · High attention to detail and accuracy.
- · Strong organisational and time-management skills.
- · Ability to work independently and in multicultural teams.
- · Strong communication and facilitation skills.
- · Excellent written and spoken English and Ukrainian.

APOPO aims to accelerate the reduction of suspected dangerous zones in Ukraine with the help of its teams of technical inspection dogs. To support this rapidly growing and highly effective program, we are seeking a MEAL Project Officer.
JOB DESCRIPTION:
The MEAL Project Officer is responsible for supporting the development, implementation and coordination of Monitoring, Evaluation, Accountability and Learning (MEAL) activities to ensure the quality of the project, its efficiency, accountability and evidence-based decision-making.
KEY RESPONSIBILITIES:
1. Monitoring and evaluation
- · Support the development and implementation of MEAL plans and indicators in line with project objectives and donor requirements.
- · Collect, verify and analyze quantitative and qualitative data using appropriate tools and methodologies.
- · Conduct regular monitoring visits to project sites to track progress, results and effects.
- · Ensure timely and accurate transmission of MEAL data to project management.
- · Support the conduct of baseline, interim and final evaluations, studies and surveys.
2. Data management and reporting
- · Maintain MEAL databases, dashboards and information management systems.
- · Ensure data quality, reliability and compliance with data protection and ethical standards.
- · Participate in the preparation of donor and internal reports.
- · Support visualization and presentation of MEAL data for management acceptance decisions.
3. Capacity Development and Coordination
- · Provide MEAL technical support and training to project staff and partners.
- · Coordinate the integration of MEAL into project implementation with project, finance and operations teams.
- · Support partner organizations in strengthening MEAL systems and practices.
4. Compliance and Quality Assurance
- · Ensure compliance with the organization's MEAL standards, donor guidelines and international best practices.
- · Support internal audits, assessments and inspections as required.
5. General Responsibilities of APOPO

CANDIDATE REQUIREMENTS:
- · Graduate degree in social science, development, statistics, economics, public health or related field (Master's level preferred).
- · Minimum 2-3 years of experience in MEAL, monitoring and evaluation or research in humanitarian or development programs.
- · Experience with donor projects (e.g. UN, EU, USAID, DFID) is a plus.
- · Basic knowledge of MEAL tools, metrics and data collection methodologies.
