Weplan totransition from the current support provided globally byPlan International’s teams tolocally based, longer term staffing.For our Support section we are looking for a Monitoring & Evaluation Specialistwill oversee capacity building, quality assurance, and processes for all monitoring, evaluation, reporting and learning (MERL) responsibilities inUkraine office projects and response strategies.Role and responsibilitiesProvide technical MERL leadership and advice toPlan partners and stakeholders, acting asthe external relations focal point for the Ukraine Response, Ukraine office.Lead the development ofproject MERL frameworks and MERL plans incoordination with in-country partners.Ensures all MERL work has astrong gender focus inline with Plan International’s Global Strategy.Socialise the MERL Chapter ofthe Emergency Response Program Manual for use inthe Ukraine office.Develop M&E capacity exchange plans and deliver training, coaching and mentorship tocivil society partners internal and external stakeholders.Identify key data visualisation approaches tomaintain profile ofthe response activities and tosupport learning and improvements.Capacitate staff and partners tocollect quantitative and qualitative data, ensuring disaggregation bysex, age, and disability.Provide MERL input tothe regular response sitreps.Foster use ofthe Child friendly Complaints and Feedback Mechanism toolkit and the Adolescent Consultations toolkits tomeaningfully involve children, adolescents and young people throughout the response phases.Build and maintain relationships with relevant government departments, UNagencies and NGOs.Actively contribute to M&E Coordination Mechanisms. Support partner organisations take aco-leadership role inrelevant WorkingGroups asand when requested bypartners.Provide MERL advice and input for the development and submission ofquality proposals and donor reporting products.Contribute torelevant global advocacy and policy objectives with documented learning and evidence.Technical expertise, skills and knowledgeEssentialSignificant experience inimplementing M&E activities inavariety ofhumanitarian crises, particularly displacement and refugee settings.Strong understanding ofimplementing processes, approaches, tools and methodologies that facilitate and deliver M&E inthese context, and organizational learning, that isupto date with best practices inthe sector.Atheoretical and practical understanding ofgender attitudes and power dynamics, including why they exist and how they change, and how these attitudes and dynamics shape MERL approaches and methodologies.Experience providing M&E technical support toteams and partner organisations.Experience ofcapacity building with avariety ofaudiences.Able toanalyse large amounts ofdata and generate powerful reports and information from them.Understand and consistently apply ethical MER practicesExcellent communication skills.
