The Project Monitoring and Evaluation Officer (MEAL Officer) is responsible for monitoring project activities and supporting the implementation of MEAL tools on the ground in designated project locations. Under the direct supervision of the MEAL Manager, the MEAL Specialist conducts regular monitoring visits, facilitates the use of data collection tools, supports the functioning of accountability mechanisms, and participates in data entry and preliminary analysis. This role ensures ongoing monitoring of project implementation, documentation and tracking of beneficiary feedback, and timely provision of data to support decision making. The MEAL Officer reports directly to the MEAL Manager and provides regular updates on MEAL activities in the field, contributing to evidence-based program development and quality improvement. position:
- Conduct regular monitoring visits to project sites at designated locations to track implementation of activities against plans, quality standards, and metrics.
- Implement MEAL tools (e.g., surveys, checklists, post-event monitoring forms, focus groups, key informant interviews) in coordination with the MEAL Senior Officer and within the MEAL framework.
- Act as coordinator of the Complaints and Response Mechanism (CRM) in the field, ensuring appropriate collection, recording, transmission and follow-up of feedback and complaints from beneficiaries and community members in accordance with FCA procedures.
- Work closely with the program team and field staff to align monitoring activities with program schedules and provide mutual support during field implementation.
- Support the implementation and use of digital data collection tools (e.g. KOBO Toolbox) including ensuring accurate and timely data entry and proper documentation
- Report regularly to the MEAL Manager on field monitoring results, emerging issues, beneficiary feedback and progress towards MEAL indicators.
- Assist in basic data cleaning, consolidation and verification, and participate in the preparation of visual summaries or baseline analysis for needs.
- Maintain visibility and communication efforts by gathering success stories, quotes or examples from the field level.
- Participate in planning and scheduling MEAL activities in coordination with the MEAL unit and program teams.
- Perform any other MEAL-related duties as assigned by the MEAL Manager in support of the MEAL project and objectives.
Candidates' knowledge and competency requirements:
- Bachelor's degree in a relevant industry.
- Minimum 2 years of experience in participatory evaluations, surveys, monitoring and evaluation, and data processing.
- Proficient in data entry and database management skills with attention to accuracy and detail.
- Strong communication skills, both written and verbal, with the ability to interact politely with a variety of stakeholders.
- Hands-on experience using digital tools. data collection (eg KOBO Toolbox, ODK, or other mobile data processing platforms).
- In-depth knowledge of information technology, including proven proficiency in Microsoft Excel, Word and other relevant applications.
- Acceptable level of written and spoken English. (B1-B2)
