The Recovery and Reform Support Team (RST) at the Ministry of Economy of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on an ad hoc basis through the Ukraine Recovery and Reform Architecture (URA) program, which provides targeted technical support and helps the Ministry in the development and implementation of priority reforms. 

The reform of corporate management of state-owned enterprises is part of the Plan for the Ukraine Facility, approved by the European Council on May 14, 2024. Chapter 6 of the Plan of Ukraine, entitled "Management of State Assets", contains reforms aimed at optimizing the portfolio of state-owned enterprises (SOEs) in Ukraine and improving corporate governance and efficiency of SOE operations. The reform of Chapter 6 3 of the Plan focuses on the structural separation of accounts between activities related to the fulfillment of public service obligations (PSO) and activities not related to PSO in all key Ukrainian SOEs approved by a protocol decision of the Cabinet of Ministers. This separation of accounts will ensure compliance with the principle of competitive neutrality in the markets and maintain a level playing field for the private sector. The implementation of this reform will bring Ukraine closer to harmonizing its legislative framework with EU legal norms in this area.


Main duties:

- cooperation with the Department of State Property and the Legal Department of the Ministry of Economy in conducting consultations with interested parties, the process of data collection and horizontal coordination of reform tasks;

- cooperation with the Ministry of Energy, the Ministry of Reconstruction, other ministries and stakeholders, as well as with key public enterprises involved in the implementation of PSOs (public service obligations);

- coordination with the EU Delegation and EU-funded technical assistance projects working on the separation of accounts PSO/non-PSO and general harmonization of state aid legislation with EU norms;

- provision of initial quality control and review of draft legal acts developed by external consultants and their compliance with the standards and procedures of the Cabinet of Ministers of Ukraine;< /p>

- preparation of presentations and memoranda on the analysis of legal issues of the reform; tracking problems and facilitating their resolution in cooperation with responsible colleagues from the ministry;

- preparation of timely and high-quality reports and status updates on progress in reform implementation.


Qualifications, Skills and Experience

Qualifications and Skills:

  • Higher education in the field of economics, in finance, law, management, public policy or other related fields;
  • Strong analytical skills, ability to process data and prioritize tasks;
  • Excellent oral and written communication and presentation skills;
  • >
  • High level of PC skills (PowerPoint, Project, Excel, Word);
  • Fluent command of Ukrainian andin English.

Professional Experience:

  • Minimum of 5 years of general professional experience (work experience in state institutions or state enterprises will be an advantage), of which:
  • At least 3 years of project management experience.

Other Competencies:

  • Knowledge of the current reform agenda of Ukraine, as well as a good understanding of policy formulation processes and political dialogues;
  • Work experience and knowledge in the field of financial reporting and/or legal document management will be an advantage;
  • Experience and knowledge of EU law and EU state aid rules on services of general economic interest (SGEI) will be an advantage.
