Eastern Europe Fund announces a competition for the position of Project Manager.

We are looking for team members to build and develop new projects in partnership with the Ministry of Digital Transformation. Under the supervision of the Senior Program Manager, the Project Manager will be responsible for the full implementation cycle of a number of projects from the Eastern Europe Foundation's digital portfolio.

Responsibilities:

• participation in the strategic planning of the program, definition and combination of stakeholder requests regarding the implementation of projects in the field of digital transformation for government bodies, analysis of available resources and opportunities of stakeholders, analysis of the experience of implementation of similar projects by other countries;
• determination of the content of specific digital transformation projects and software products that are necessary to achieve the goals of these projects;
• analysis of the regulatory framework, determination of directions for work, distribution of tasks between analysts and lawyers;
• conducting meetings with interested parties with the purpose of clarifying requirements for software products;
• determination of the data structure, objects and algorithms for solving the tasks;
• participation in the formation of technical requirements, specifications for software product development and procurement;
• monitoring the quality of the work of contractors, accepting work and conducting user tests, optimizing the developed solutions according to the launch results, ensuring their compliance with the expectations of the beneficiaries;
• ensuring the achievement of project goals, monitoring their sustainability, results and impact;
• project risk management, determination of risk strategies and appropriate response together with management;
• interaction with the communication team to create a holistic perception of the product and subsequent appropriation among end users;
• coordination of training for specialists and users;
• coordination of the work of other experts involved in the implementation of projects;
• drawing up plans, maintaining project documentation, preparing reports, conducting presentations.

Professional requirements:

• higher education in the field of Management, Business Administration, IT or relevant fields;
• work experience in the field of project management, development of digital products and IT solutions for at least 3 years;
• experience in managing the full cycle of digital product development: creation of a concept, strategy and road map, setup and management of development teams, testing and integration, support and development of functionality;
• experience of interaction with representatives of state institutions, public sector;
• advanced communication and presentation skills with the ability to effectively communicate complex concepts to technical and non-technical stakeholders;
• strong leadership skills with the ability to inspire and motivate cross-functional teams;
• stronganalytical skills with experience in data analysis, user research and translating insights into actionable product strategies.
