Institute of Analytics and Advocacy (IAA) is looking for an experienced project manager to manage a complex project combining IT and strategic changes in public policies. We are looking for a leader who is able to synchronize the work of technical specialists and expert analysts to achieve significant results at the national level.
This is a role for a manager with a high level of professionalism, who is ready to implement new management methodologies and influence the development of the project.
Key functional responsibilities:
Project life cycle management: strategic planning and control of all stages - from gathering requirements to final implementation and reporting.
Coordination of cross-functional teams: synchronization of the work of the "technical wing" (developers, designers) and "content wing" (analysts, lawyers).
Management of resources and risks: control of deadlines, management of team loading and proactive detection technical, legislative or communication risks.
GR and communication with stakeholders: representation of the project before donors, ministries and state partners; advocacy of project results.
Documentation and reporting: preparation of meaningful and financial reports for international donors, maintaining documentation in Jira/Confluence.
Implementation of standards: formation of own agenda and implementation of modern project management methodologies in the organization.
Our ideal candidate:
Has a higher education (master) and over 5 years of experience in project management. Experience in software development or international technical assistance (ITA) projects is key.
Has high technical literacy: understands the software development life cycle (SDLC), Agile/Scrum principles and works confidently with Jira, Confluence, Trello.
Fluent English language (level B2+ and above) for unhindered communication with international donors.
Demonstrates high autonomy, leadership qualities and the ability to facilitate changes in the team.
Has experience working with government agencies (GR) and understands the processes of digital transformation in Ukraine.
It will be an advantage: certification (PMP, PRINCE2, Scrum Master); deducation in working with state bodies (GR), understanding of digital transformation processes in Ukraineand knowledge of legislation in the field of digitalization of transport, decentralization reform or public investment reform.
