The Recovery and Reform Support Team (RST) at the Ministry of Economy, Environment and Agriculture of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.

Main Duties / Responsibilities and Deliverables

The Project Manager is expected to be involved into the following tasks:

  • develop analyses of various options for partial privatization of targeted SP, including scenario modeling and evaluation of advantages and risks for each scenario. Present a reasoned recommendation for the optimal privatization path;
  • analyze opportunities for attracting strategic investors to assets being prepared for privatization, including assessment of the investor landscape and interest levels;
  • organize consultations (including through embassies and business associations) to gauge actual investor interest and identify potential participants for privatization;
  • assess the feasibility of using the Prozorro.Sales auction platform or alternative instruments (e.g., IPO, Private Placement) for each privatization case;
  • facilitate meetings with company management, line ministries, and external advisors to align on approaches for improving investment attractiveness and structuring the sale process.

The Project Manager will be expected to provide the following deliverables:

  • analytical reports with scenarios, advantages, risks, and recommended paths for partial and complete privatization prepared and approved by the Ministry;
  • consultations (jointly with the Ministry or on behalf of the Ministry) with potential investors organized and summarized;
  • Individual roadmaps for each SP’s privatization process developed and endorsed by the Ministry;
  • meetings with SOEs management, State Property Fund of Ukraine (SPFU) and potential investors organized, with minutes and follow-up actions documented;
  • summary report on investor engagement and privatization scenarios prepared forthe Ministry’s leadership.

Qualifications, skills, and experience

Qualifications and skills:

  • master’s degree in Economics, Finance, Business administration or a related field;
  • strong analytical, communication, and presentation skills;
  • proficiency in MS Office (Excel, PowerPoint, Word);
  • fluency in Ukrainian and professional working knowledge of English.

Professional experience:

  • minimum 5 years of general professional experience;
  • minimum 4 years of specific professional experience in economics, finance, business administration or project management;
  • proven experience in economics, finance, business administration or project management;
  • experience with privatization, mergers & acquisitions, or capital market transactions is an asset;
  • experience in or with public sector institutions or reform projects is an advantage.

Other skills/experience:

  • strong analytical thinking and ability to structure complex information clearly;
  • proven ability to deliver under tight deadlines and coordinate multiple stakeholders;
  • demonstrated experience preparing financial or investment materials for senior decision-makers;
  • high professional standards, attention to detail, and integrity in managing sensitive data;
  • understanding of the Ukrainian economic reform agenda and investment climate is an asset.
