 GENERAL OBLIGATIONS

Handicap International “HI” (working name Humanity & Inclusion) is an independent and dispassionate humanitarian organization that works in conditions of poverty and alienation, armed conflicts and natural disasters. The organization works for people with disabilities and other vulnerable population groups, its actions and testimonies are aimed at meeting their primary needs, improving their living conditions and promoting respect for the dignity and fundamental rights of such people.   

In 2022, HI began providing intersectoral vital assistance to the population of Ukraine, in particular to internally displaced persons and other people in the following areas: population protection, health care, non-food aid, water and personal hygiene supplies, reducing gun violence, referencing and supporting inclusion, ensuring access to care and protecting rights. 

at the place of performance of official duties.. The specialist is responsible for the implementation of the corresponding project aimed at meeting the specific needs of vulnerable categories of the population. 

He/she ensures optimal management of resources allocated to the implementation of the project and coordinates his/her own activities with HI's logistics, finance and HR departments to ensure efficient and timely delivery of assistance. He/she reports regularly to the Head of the Regional Unit in collaboration with other managers and professionals involved in the implementation of the HI strategy within the country (ie Physical Rehabilitation, Basic Needs, Health, Mental Health and Psychosocial Support (MHPSS) specialists) and other areas of competence according to the HI mandate and evolving needs). 

TASKS / DUTIES

1. Team management 

1.1 Performs direct management of the project team (the team for the protection of population rights and MHPSS in Mykolaiv):

a. Sets goals for each team member, evaluates the effectiveness of their work, promotes professional development and career growth of team members, monitors competence.  

1.2 Organizes and conducts regular team meetings. 

1.3 Manages the process of selection and hiring of new team members / open positions. 

1.4 Ensures strict compliance and application of the internal regulations of the program by the project team.  

2. Area of ​​Competence: Mental Health, Psychosocial Support and/or Protection of Beneficiaries and Workers

2.1 Evaluation: Leads the public protection team in the implementation of interventions on identification, assessment and redirection (IAR) in the Mykolaiv region:

2.2 Project strategy: determines the strategic priorities of humanitarian intervention in the field of population protection in cooperation with the head of the regional unit, population protection specialists and MHPSS, as well as managers other HI projects. 

2.3 Technical compliance: ensures compliance with international technical standards and norms by conducting dialogue and involving technical specialists and consultants who are experts in the subject of the project.  

2.4 Coordination: participates in local sector meetings (remotely/in person) and organizes bilateral meetings with other organizations working in the field of health care to identify gaps and identify priorities in the project implementation area.

3. Project implementation and monitoring: 

3.1 Ensures project implementation in cooperation with relevant support services and in accordance with common standards and procedures:  

a. Plans activities and creates action plans;  

b. Ensures activities are carried out in accordance with the project proposal and within the budget;  

c. Controls costs and ensures control over budget items of activities within the framework of the project;  

d. Ensuring that activities are conducted in accordance with internal technical and quality standards and, if necessary, suggests corrections or ways of improvement to facilitate the achievement of goals;  

e. Concludes and monitors the implementation of agreements with current and potential partners;  

f. Ensures effective implementation and monitoring of compliance with departmental policies (PSEA, mandatory interdisciplinary approaches, etc.) within the project;  

g. Interacts and cooperates with relevant internal departments, including logistics, human resources, finance and technical support). 

3.2 Provides project data management:  

a. Ensures implementation within the project of appropriate tools for data collection and management in accordance with international standards;;  

b. Ensures the collection and storage of project data in the project database;  c. Conducts regular checks and makes necessary corrections to the database.  

3.3 Provides project reporting:  

a. Monitors achievement of results and compliance with indicators within established logical framework  

b. Responsible for creating appropriate reporting tools: monthly situational report, project manager toolkit;  c. Regularly reports to the immediate supervisor;  

d. Compiles reports for donor institutions as needed and monitors adherence to project timelines set by donors (for grants, reporting, audits);  

e. Guarantees proper archiving of information and documents.  

3.4 Prepares and manages project evaluation and capitalization:  

a. Plans and monitors project evaluation;  

b. Creates materials on project capitalization and experience gained.  

4. Influence and Communication:  

a. Contributes to strengthening the external impact of HI through participation in relevant networks;  

b. If necessary, provides information about the project to partners, authorities and interested parties; c. Implements internal communications directives and contributes to in-country communications strategy.  

Qualification:

  • First level diploma (partial higher education or equivalent) with specialization in international development, humanitarian aid, human rights, project management or similar areas. 
  • Having a master's degree in the same specialty will be an advantage;

Experience:

  • 2 years of experience work in the humanitarian aid sector
  • Experience in the field of population protection and needs assessment will be an advantage.- Computer skills (use of MS Office, Internet, Skype)

    TERMS OF WORK

    Contract:Employment contract (according to the legislation of Ukraine) Fixed-term

    Employment type: Full time
