1. Description
style="font-weight: 400; font-style: normal; text-decoration: none">This initiative corresponds to the Strategic Objective of the Humanitarian Needs and Response Plan in Ukraine (HNRP) — to ensure access to basic services for IDPs, conflict-affected persons and returnees — and contributes to the implementation of the Thematic Priority of the Humanitarian Coordinator: "Humanitarian assistance to the most vulnerable groups among IDPs, including those in collective centers".The Assistance to Collective Centers and Support Services (ACCESS) project includes surveys, design and reconstruction works aimed at creating inclusive and affordable housing with protection and continuous care for the most vulnerable groups, with a special focus on IDPs with disabilities mobility.
2. Objective of the task
The ACCESS project manager will supervise the planning, design and implementation of measures to restore the infrastructure, ensure accessibility and provide the necessary protection services in the target areas.
He/she will ensure the compliance of all measures of infrastructure and provision of social services to national norms, accessibility standards (including principles of universal design), security norms and humanitarian principles.
3. Main duties
3.1. Project planning and management
Management and coordination of all stages of measures to improve the reception points of collective facilities and inpatient care facilities — inspection of facilities, assessment of needs, design, holding of tenders, supervision of repair and final handover — as well as monitoring of target indicators in the field of basic security services.
Coordination of the activities of ACCESS project implementing partners with the aim of comprehensive provision of basic security servicesinternally displaced persons, the implementation of the plan to strengthen the potential of local partners and authorities, as well as the analysis of the experience gained.
Development of detailed work plans, procurement schedules and deadlines for the implementation of infrastructure components.
Ensuring compliance with donor requirements, social and environmental guarantees, as well as accessibility standards.
Preparation and support of project tracking tools.
3.2. Technical supervision
Conducting technical inspections and evaluations of potential collective objects and social service institutions.
Working closely with local authorities, facilities management teams, social services and community representatives to ensure joint planning and inclusion of people with disabilities.
Interaction with relevant clusters (CCCM, housing/NFI, protection, health) and other humanitarian organizations to ensure complementarity and technical coherence.
Support for the integration of accessibility and inclusion standards in all project components.
3.4. Reporting and documentation
Preparation of monthly progress reports, monitoring, interim and final reports.
Keeping organized records of projects, contracts and object documentation.
Participate in the preparation of donor and internal reports by providing up-to-date information on infrastructure, social services, success stories and lessons learned.
3.5. Risk management and compliance
Identifying potential project risks (technical, environmental or social) and proposing measures to minimize them.
Ensuring that contractors comply with health and safety standards, as well as inclusiveness and workplace safety.
Guarantee transparency, accountability and integrity at all stages of procurement and implementation.
4. Results of work
Reports on the assessment of objects and technical surveys for each identified object,
Approved projects, estimates and tender documentation,
Plans for the implementation and coordination of the provision of necessary services to vulnerable internally displaced persons with the participation of local partners,
Review of study plans forI local partners and local authorities to bring them in line with humanitarian standards, protection standards and organizational changes,
Monthly progress reports and updated work plans,
Completed and submitted renovated facilities that meet accessibility and safety standards,
Project completion report including lessons learned and recommendations.
5. Qualifications and experience
Education:
Higher education in civil engineering, architecture, construction management or a related field (preferably a master's degree).
Experience:
At least 7 years relevant professional experience in the management of collective facilities and/or infrastructure projects, in particular in the renovation of collective centers or inpatient care facilities, in projects related to internally displaced persons, or in construction in a humanitarian or development context.
Experience in the implementation of universal design.
Experience in managing donor-funded projects; preferably - projects supported by UHF.
Desirable experience of interaction with official bodies and management of contracting organizations.
Proficiency in designing infrastructure, working with MS Project and Google Workspace package.="font-weight: 400; font-style: normal; text-decoration: none"> Necessary knowledge of Ukrainian building codes and safety rules, in particular, Cabinet of Ministers of Ukraine resolutions No. 930 and No. 495; preferably also Resolution No. 888 and other regulatory acts regulating the relevant field. Knowledge of accessibility and inclusiveness standards (for example, ADA, ISO 21542, national building norms, National strategy for creating a barrier-free environment in Ukraine until 2030). Languages:
Strong organizational and coordination skills.
