Assignment
Under the direct supervision of the ABA Project Manager/ Deputy Project Manager / Partnership Senior Officer / Area Coordinator, the Project Officer will mainly be involved in the coordination of the grant implementation by local CSOs, self-help and volunteer groups.
He/She will be responsible for supporting the grantee selection process, supervising the partners, to which the PO will be assigned as a primary point of contact during contracting and implementation phases of the grants, ensuring compliance throughout the partnership cycle, following up with and supporting the selected CSOs on reporting and any contractual issues.
He/she will also assist the Capacity Building Officer in identifying capacity-building needs and developing plans to address them. This includes, among others, organizing training sessions on ACTED standards, humanitarian principles, accountability to affected populations (AAP), and vulnerability targeting. These sessions will ensure that minimum "do no harm" standards are in place and that aid is not diverted from those in need
Functions:
Project management and reporting
Planning, Implementing and Reporting
- Coordinate with CSOs in drafting grant proposals, supporting their development, and preparing implementation reports.
- Facilitate grant efforts, including grant approval process and post-award compliance.
- Provide day to day supervision of CSOs performance at the area level, with the support of the line manager.
- Monitor and document the grant making workflow processes, forms, templates, reports and data to ensure full compliance with internal controls and legal requirements.
- Draft lessons learned and best practices identified from the CSO sub-granting process.
- Support the line manager in devising weekly and long-term work plans for the project implementation.
- Assist the Capacity Building Officer in identifying capacity-building needs and developing plans to address them
- Attend Area Coordination meetings.
- Liaise with other team members, ensuring consistency and coordination of activities.
- Reporting on problems and challenges while working with partners to the line Manager.
- Support drafting of narrative reports / cluster report and contribute to the development of financial reports through regular budgetary follow ups.
- Communicate systematically with ABA Project Manager/ Deputy Project Manager/ Partnership Senior Officer on the grant implementation progress and CSOs documentation & compliance.
- Support the line manager, Area Coordinator and the Technical Coordinator in identifying areas for improvement and developing strategy.
- Support MEAL activities during monitoring and evaluation activities of project implementation and addressing recommendation of MEAL department to enhance effectiveness of project activities and maximize impacts.
Logistics
- Send accurate and precise order forms in a timely manner if requested by the line manager
- Confirm quality of material selection when applicable
- Ensure a proper management and use of the project assets and stocks
- Plan team movements based on available fleet and applicable policies
Finance
- Support the line manager in reviewing the BFU(s) and provide accurate forecasts
- Support the line manager in forecasting monthly cash requirements of the project and submit to AC
- Provide close communication with Finance department to ensure compliance with all Acted procedures and policies
- Control the timely provision of financial statements, forecasts and vouchers to the Finance department
HR
- Commit to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.
- Supervise recruitment of enumerators when needed for data collection
- Train Enumerators
Transparency and Compliance
- Ensure compliance with ACTED internal procedures and donor requirements
- Maintain accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and update databases etc., in soft and hard copy
Others
- Provide translation (IF POSSIBLE) of various documents (e.g. reports, minutes, beneficiary lists, information signs ) upon request of the line manager
- Perform any additional task as requested by the line manager.
Required Qualifications and Skills:
- Master ’s degree or equivalent experience is required; degree in social sciences, psychology, social work, international development, management or another related field is preferred.
- Experience: at least two (2) years of experience working with local CSOs or international NGOs, managing sub-grant agreements, reviewing budgets, reports
- Strong analytical and reporting skills. Ability to analyse information, evaluate options and to think and plan strategically.
- Self-motivator and proactive problem-solver.
- A team player who can work collaboratively and with people of diverse backgrounds.
- A strong understanding of the Ukraine context
- Ability to work both in an advisory and a hands-on implementation capacity.
- Ability to handle a high workload and to work independently.
- Excellent command of Microsoft Excel and database applications.
- Excellent writing and presentation skills
- Computer/word processing and standard office software skills.
- Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
